HomeMy Public PortalAbout201311041 REGULAR COUNCIL MEETING, NOVEMBER 4, 2013 CALL TO ORDER The Regular Council Meeting of November 4, 2013, was convened at 6:00 P.M. by Mayor Eric Struemph. ROLL CALL The following Council Members were present for the roll call: Present: Branch, Bray, Carroll, Graham, Henry, Hussey, Mihalevich, Prather, Schulte, and Scrivner Absent: None A quorum was declared present. MISCELLANEOUS AGENDA ITEMS There were no items brought forward at this time. PUBLIC HEARINGS There was no public hearing scheduled. MINUTES AND REPORTS RECEIVED AND FILED Mayor Struemph announced that the following minutes and reports have been received and are on file for review in the City Clerk’s office: Electrical Board of Review and Examiners, August 14, 2013 Housing Authority Board of Directors, August 20, 2013 Animal Control Section Monthly Report for September, 2013 CAMPO Technical Committee, September 5, 2013 Historic Preservation Commission, September 10, 2013 2 REGULAR COUNCIL MEETING, NOVEMBER 4, 2013 Mayor Struemph encouraged citizens interested in serving on a City Board or Commission to contact the Human Resources Department and place their application on file for upcoming openings. COUNCIL COMMITTEE REPORTS Administration Committee – Councilwoman Carrie Carroll reported that the next meeting will be held on Wednesday, December 4, at 8:00 A.M. Finance Committee – Councilman Shawn Schulte announced that next meeting will be held on Tuesday, November 26, at 7:30 A.M. Public Safety Committee – Councilman Rick Prather reported that the date for the next meeting will be announced since the regularly scheduled date would fall on the Thanksgiving holiday. Public Works & Planning Committee – Councilman Bob Scrivner announced that the next meeting will be held on Thursday, November 21, at 7:30 A.M. Other Committee / Liaison Reports – No other reports were given at this time. APPOINTMENTS BY THE MAYOR There were no appointments recommended at this time. PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS There were no presentations made at this time. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF Interim Fire Chief Jason Turner announced that the Open Burning Season will begin on November 15 and run through March 15. Interim City Administrator Drew Hilpert announced the Special Council Meeting which will be held on Thursday, November 7, to hear the two conference center proposers make their public final and best offer to the Council. 3 REGULAR COUNCIL MEETING, NOVEMBER 4, 2013 PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS There were no presentations made at this time. CONSENT AGENDA The following items were presented to the Council for their approval by consent: a. Minutes of City Council Meetings: October 14, 17, 21, and 24, 2013 b. Change Order No. 3 with Stockman Construction for Sewer Main for Roar Real Estate Property c. Change Order No. 1 with Bartlett & West, Inc. for Phase II Design Services – Basin 5 & 6 A motion was made by Councilman Rick Prather for approval of the Consent Agenda as presented, seconded by Councilman Shawn Schulte, and approved unanimously by voice vote. BIDS OVER $50,000 There were no bids over $50,000 presented for approval. A motion for adoption of RS2013-33 was made by Councilman Rick Mihalevich, seconded by Council Shawn Schulte, and approved unanimously by the following roll- call vote: Aye: Branch, Bray, Carroll, Graham, Henry, Hussey, Mihalevich, Prather, Schulte, and Scrivner Nay: None RS2013-34, sponsored by Councilman Scrivner, entitled: A RESOLUTION OF THE CITY OF JEFFERSON, MISSOURI, ADOPTING POLICIES AND PROCEDURES FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM. A motion for adoption of RS2013-34 was made by Councilman Bob Scrivner, seconded by Council Shawn Schulte, and approved unanimously by the following roll-call vote: Aye: Branch, Bray, Carroll, Graham, Henry, Hussey, Mihalevich, Prather, Schulte, and Scrivner Nay: None PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS Mr. Glen Costales made a presentation regarding (1) questions he had asked Mr. Charles Johnson regarding the conference center process, (2) a question regarding Parks and Recreation, and (3) deficit funding for the City. COUNCIL AND STAFF RESPONSE TO PRESENTATIONS FROM THE GALLERY 7 REGULAR COUNCIL MEETING, NOVEMBER 4, 2013 There were no comments made at this time. NEW BUSINESS There was no new business brought forward. UNFINISHED BUSINESS APPROVAL OF CLOSED SESSION MINUTES A motion was made by Councilman Rick Mihalevich to approve the October 24, 2013, Closed Session Minutes, seconded by Councilman Bob Scrivner, and approved unanimously by the following roll-call vote: Aye: Branch, Bray, Carroll, Graham, Henry, Hussey, Mihalevich, Prather, Schulte, and Scrivner Nay: None GO INTO CLOSED SESSION Mayor Eric Struemph stated that, pursuant to Sec. 610.021 of the Revised Statutes of Missouri, the Chair would entertain a motion to go into Closed Session at this time to discuss the following: a. Sealed Bids and Related Documents [Sec. 610.021.(12)] The motion was made by Councilman Rick Mihalevich to go into Closed Session for the above-stated reason, seconded by Councilman Jim Branch, and approved by the following roll-call vote at 6:37 P.M.: Aye: Branch, Bray, Carroll, Graham, Henry, Hussey, Mihalevich, Prather, Schulte, and Scrivner Nay: None
