SPECIAL COUNCIL MEETING, NOVEMBER 12, 2013
CALL TO ORDER
The Special Council Meeting of November 12, 2013, was convened at 5:35 P.M. by
Mayor Eric Struemph.
ROLL CALL
The following Council Members were present for the roll call:
Present: Bray, Carroll, Graham, Henry, Hussey, Mihalevich, Prather,
Schulte, and Scrivner
Arrived Late: *Branch (arrived at 5:45 P.M.)
A quorum was declared present.
ADOPT AMENDED AGENDA
A motion was made by Councilman Carlos Graham, seconded by Councilman Ralph
Bray, to amend the agenda by eliminating the vo te to go into Closed Session and
conduct the entire meeting in open session instead. The motion was approved
unanimously.
PRESENTATION BY CHARLES JOHNSON
Mayor Struemph asked Interim City Administrator Drew Hilpert to explain what the next
steps in the process to select a developer would be.
*Councilman Jim Branch arrived at the end of Mr. Hilpert’s explanation comments (5:45
P.M.)
Following Mr. Hilpert’s comments, he introduced Mr. Charles Johnson who presented
his recommendations to the Council regarding the selection of a conference center
developer. At the conclusion of his presentation, he stated his recommendation would
be to move forward with the Farmer as first choice, with the Ehrhardt proposal as a
back-up choice.

A lengthy question and answer and discussion period followed, during which Mayor
Struemph asked Convention & Visitors Bureau Director Diane Gillespie to come forward
to make brief comments.
Mayor Struemph called for a recess at 7:10 P.M.
RECONVENE
The meeting reconvened at 7:22 P.M. with the following Council Members present:
Present: Branch, Bray, Carroll, Graham, Henry, Hussey, Mihalevich, Prather,
Schulte, and Scrivner
Absent: None
Councilman Carlos Graham asked Mr. Johnson to advise the Council at this time that, if
he were on the Council and required to vote on the two proposals, which he would vote
for. Mr. Johnson stated that, given all the data, he would vote to select the Farmer
proposal.
Mayor Struemph reminded the public that another public hear ing will be held at 5:30
P.M. on Thursday, November, and encouraged citizens to either come and speak at
that public hearing, or contact him or their Council representative before Monday night
to let them know how they would like the Council to vote.
ADJOURNMENT
A motion for adjournment was made by Councilman Ralph Bray, seconded by
Councilman Rick Prather, and approved unanimously at 7:28 P.M.
