A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF LYNWOOD AUTHORIZING THE MAYOR
TO EXECUTE A CONTRACT BETWEEN THE
CITY OF LYNWOOD AND THE CONSULTING
FIRM OF PACIFIC MUNICIPAL CONSULTANTS
IN THE AMOUNT OF $52,020 TO PREPARE A
USER FEE AND DEVELOPMENT IMPACT FEE
ANALYSIS
WHEREAS, State Law allows municipalities to recover costs associated with
facility use, permits, entitlements and development; and
WHEREAS, a nexus study must be performed to demonstrate that the City is
recovering costs and that it is not procuring a profit; and
WHEREAS, the City of Lynwood's fees are Iow compared to neighboring cities
and cities within Los Angeles County; and
WHEREAS, development impact fees are currently not implemented and should
be implemented to allow the City of Lynwood to recover costs related to development
impacts, which include impacts to parks, water, sewer, traffic, parking, noise, etc.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY RESOLVE AS FOLLOWS:
Section 1. The City Council of the City of Lynwood authorizes
the Mayor to execute a contract between the City of Lynwood and Pacific Municipal
Consultants (PMC) to prepare a User Fee and Development Impact Fee analysis.
Section 2. The City Council of the City of Lynwood authorizes funding in
the amount of $52,020 from the Unappropriated General Fund and transferred into the
following account:
01-4661-4220: Professional & Contractual Services
Section 3. This Resolution shall become effective immediately upon
its adoption.
