The Mission of the Tybee Island Development Authority / Main Street Program is to: - facilitate efforts to revitalize, redevelop, and enhance that which improves the quality of life; - create a sense of place and improve the quality of life for residents, business owners, and visitors using the Main Street Four Point Approach; - encourage quality economic growth and development while preserving Tybee Island's unique architectural and community heritage; - support and encourage the arts as a cultural endeavor and economic engine on the Island. ATTENDANCE (Present) Director: Angela Caldwell, Bill Garbett, Vicki Hammons, Brenda Marion Ex-Officio Director: Melissa Memory Staff: Chantel Morton (Absent) Director: Deana Harden, Steve Kellam, Ted Lynch Ex-Officio Director: John Yarbrough CALL TO ORDER Vicki called the meeting to order at 6:13pm. DEVELOPMENT AUTHORITY / MAIN STREET BOARD OF DIRECTORS MINUTES Motion was made by Bill, which was seconded by Angela, to approve the minutes of the Tybee Island Development Authority / Main Street Board of Directors March 18, 2015 meeting. Motion carried. ORGANIZATION Budget Review Directors reviewed the proposed operating budget for the program they received via email prior to the meeting. Advertising expense increases are due to local advertising assistance not being available in the coming year from the Tourism Council for Third Thursdays and Tybee for the Holidays and for additions recommended by the Promotions Committee for Movies in the Park. Supplies and Materials expense increases are for Movies in the Park and additional décor and lights for the Christmas tree and Lights on for Tybee Celebration. The South Beach Business District expenses are for American flags for the city to hang on street poles and for replacement holiday swags for above Highway 80/1st St. /Butler Avenue. Bill confirmed Chantel should consult with the city manager and finance director regarding if the public hearing notice fees and mailing expenses should be included in the Main Street budget or Planning & Zoning budget. DDA Training Vicki confirmed that Ted and Steve still need to attend the required training prior to August. Chantel will follow up with them. TIDA/MS BOD approved: 5/20/15 Page 2 of 2 National Main Street Conference Report Melissa reported that her experience at the conference was beyond her expectations. She discussed innovative concepts, how towns are utilizing place making to return to their community roots with downtowns as the heart of their community, and the use of underutilized areas and tax credits. A full spectrum of Main Street cities (i.e. demographics, population size, etc.) were represented at the conference. Chantel and she discussed with Directors the opportunities of using the four points with Tybee’s Main Street program serving as the hub with the City and local groups. BUSINESS ASSISTANCE COMMITTEE Vicki confirmed that the next Merchant Meet-Up will be April 29 at 9am. The topic for discussion will be about the Locals Appreciation Card and options to make changes. Chantel confirmed the Guard House is reserved for the Meet-Up. DESIGN COMMITTEE Vicki and Bill reported that that committee met on Tybrisa to develop a concept for a mural project on the wall located on the north side of the street. The mural project will complement the revised sign ordinance that allows murals. Members discussed themes, professional artists/muralist, and materials. Directors will be presented a proposal for consideration once more details are outlined and a recommendation is made by the committee. Chantel confirmed she is gathering information from Hapeville, Rome, and other communities that have successfully implemented murals in their town. OTHER BUSINESS / NEWS Brenda announced the MRS is doing a chicken dinner fundraiser for the Maritime Academy. Chantel announced that Bubba Gumbo’s is due to open Friday and that Tybee Beach Massage is now open. ADJOURN The meeting adjourned at 7:07pm.
