Acet. # NOW, THEREFORE, BE IT RESOLVED by the Mayor and the' Council of the Borough of Carteret, County of Middlesex, State of New Jersey, as follows: 1. The proposal from CME Associates for surveying services related to Tax Map Maintenance — Division of Taxation Map and MOD -IV Changes, at a cost not to exceed $76,700.00 is hereby approved. 2. This action is approved as an award of a professional services contract pursuant to N.J.S.A 40A:11-5(1)(a) in accordance with the Borough's Pair and Open Process as authorized by law. 3. A copy of this Resolution be forwarded to the Borough's Purchasing Department,.the Borough Director of Engineering and CME Associates. HESS, PE, PP, CME KEITH CHIARAVALLO, PE, CME Re: Fee Estimate for Professional Surveying Services Tax Map Maintenance — Division of Taxation Map and MOD -IV Changes Borough of Carteret, Middlesex County, New Jersey Proposal No. 2023-168 Dear Mayor: Concurrent with the Borough's ongoing commercial and residential property revaluations, CME Associates was authorized to revise to the Borough's tax maps, last approved by the State Division of Taxation in 2003 and with the last comprehensive update occurring in 2011. Our office's original scope of work included incorporating approximately 75 deeds provided by the Tax Assessor's office into the official maps, including minor and major subdivisions, lot consolidations, easements, and relevant property and right-of-way line changes. This initial scope work was completed within budget and submitted to State for review and approval. Since our initial submission, the Division of Taxation's subsequent reviews have rendered the following changes that have been addressed by our office: 294 map formatting changes required to conform with State map standards; 223 MOD -IV reconciliations, which have included extensive deed and map research by our office to recommend tax list resolutions to the Tax Assessor for updating; 15 railroad right-of-way related comments; and, 22 additional subdivision and lot consolidation map revisions provided by the Tax Assessor. Since receiving the State's comments, our office has been working in concert with the Tax Assessor's office and Division of Taxation to make the necessary revisions and provide revised maps and documentation for review. This work has included meetings and coordination with the Tax Assessor, meetings with outside surveyors to gather and review subdivision plats, and deed research to establish the correct map information in order to provide a responsive resubmission to the State for their approval. Exceptions: • Addressing new comments provided by the State unrelated to previously identified mapping inconsistencies. • Any professional services beyond the scope outlined above will be considered additional services and will be invoiced based on the hourly rate or a fixed fee mutually agreed upon in writing. This scope of work does not include geo-referencing the Tax Map to the New Jersey State Plane Coordinate location. The Tax Map will not support parcel development or GIS. Any deed and/or map research prepared by CME Associates shall be billed in accordance with our current rate schedule as an extra work item.
