CooperCountyisaverydifferentenvironmentfromourMid­MO urbancountiesofBooneandColeand,liketheothermembercommunities,wehaveourshareofunique concerns.However,throughparticipationwiththeMid­MORPC,Irealizethatmanyoftheissuesfacing “mycommunity”arenotdissimilarfromthoseinothercommunitiesthatliewithintheregion.Thestrong geographic,economic,andsocialnetworkswithintheregionbindustogetherandreinforcetheneedto achievecommongoalsthatbetterresidents’lives. Itisimportantthatwecontinuetoeffectivelycommunicatetomeettheshort­termchallengesfacingour countiesandcommunitiessuchasjobcreation,economicdevelopment,andtherepairandmaintenanceof theinfrastructure.Wealsomustconsiderthelong­termsocial,economic,andenvironmentaltrendsthat willnegativelyaffectthephysicalandsocialfabricoftheregionifwearenotcollectivelyandindividually preparedthroughproperplanning.Ourregionalplanningcommissionisakeyplayertoassistourlocal governmentswiththesechallenges. Asillustratedinthisyear'sAnnualReport,manyplanningeffortswereinitiatedorcompletedthataddress thesechallenges.TheorganizationisworkingoncommunityandeconomicdevelopmentprojectsinHolts Summit,Glasgow,NewFranklin,andBooneCounty;undertakingregionalplanningstudiesforcoordinated transportationandbroadbandneedforruralhealthcare;providingtraininginemergencypreparednessfor localgovernments;andcontinuingtoassisttheAreaFRegionalHomelandSecurityOversightCommittee. TheCommissionhasmoreworktodointhefuture,andwewillneedtocontinuetoadaptandchangeasan organizationinordertomeettheneedsoftheregion.Wemustfindnewwaystocommunicate,educate, receivepublicinput,andachieveregionalconsensusandactionontheimplementationoftheplansthatexist andarebeingdevelopedfortheregion. Iwouldliketothankthemembersoftheregionalplanningcommissionfortheircontinuedfinancial support,theboardofdirectorsforitsinputandguidance,andthemanycommunityleadersfortheir participationinouradvisorycommittees.Thisparticipationisthebuildingblocktothesuccessofour organization. Chairman,BoardofDirectors MID-MISSOURIREGIONALPLANNINGCOMMISSION-ANNUALREPORT2013 2 3 MID-MISSOURIREGIONALPLANNINGCOMMISSION-ANNUALREPORT2013 THEMID‐MISSOURIREGION "Thecountryonthesouthsideisbroken,butrich:andthelandontheotherofamostexcellentquality.Thetwomen whowentbylandwiththehorses,cametohere:theyrepresentedtheylandtheyhadpassedthroughasthebestthey hadeverseen,andthetimbergood,consistingchieflyofoak,ash,hickory,andblackwalnut." -SergeantPatrickGass,LewisandClarkExpedition-June1,1904 Thesix-countyMid-MissouriRegionhasaproudandinterestinghistory.Earlyinhabitantsofthelandwere theOsageandtheSacandFoxtribes.TheLewisandClarkExpeditionspentaweekintheregionduringtheir surveyoftheLouisianaPurchaseandrecordedobservationsoftheland,river,nativepeople,saltsprings,lead ore,redandblueflintinthelimestonecliffs,bears,mosquitoes,nightingales,andrattlesnakes.Thenextyear, DanielBoone’ssonswereamongthefirsteconomicdeveloperswiththeirsaltlickbeckoningsettlersfromthe Easttothe“Boonslick”.WhenWilliamBecknellheadedwestin1821onwhatwouldbecomethefamousSanta FeTrail,hestartedhisjourneyintheregion.Inthe20thCentury,whenWinstonChurchillfirstutteredthe words“IronCurtain”,hedidsointheMid-MissouriRegion. Muchhaschangedsincethedaysoftheearlyexplorersandsettlersbutthe beautyandrichnesstheynotedremains.Thefertilefarmlandwhichonce grewhempandtobacconowgrowssoybeans,corn,andcattle.Muchofthe foresthasbeenclearedforfarming,butmuchofitstillstands; over12%of theregionisstillwoodland. ThetotallandareaoftheMid-MissouriRegionis68,742squaremiles.This representsslightlylessthan5%ofthelandmassofthestate.Theregion’s populationatthetimeof2010Censuswas326,316,over5%ofthestate’s population,anda12.8%increasesincethe2000count.Housinggrowthin thesametimeperiodwas17%. Historically,theeconomicbaseoftheregionwas agricultureandagricultureisstillstrong.Therearealmost 7,000farmsintheregionandagricultureisavarying,but important,componentofeachcounty’seconomy.Howard County,whereover93%ofthelandareaisfarmland,isthe #1producerofpheasantsinthestate.BooneCountyisthe #3producerofhorsesandponies. Majornon-agriculturalemploymentintheregioncenters aroundgovernment,education,healthcare,insurance, manufacturing,publishing,retail,andhospitality.TheMU LifeScienceBusinessIncubatorpromotesinnovationand entrepreneurshipinthelifesciences.Inadditiontothe UniversityofMissouri,theregionboastsnumerousotheruniversities(CentralMethodist,Lincoln,and WilliamWoods),colleges(Columbia,Stephens,andWestminster),andsatellitecampuses(MoberlyArea Community andStateFairCommunityColleges.) TheU.S.OfficeofManagementandBudgethasidentifiedtwoMetropolitanStatisticalAreas(MSAs)inthe MID-MISSOURIREGIONALPLANNINGCOMMISSION-ANNUALREPORT2013 4 region.AnMSArepresentsanareawithanurbancoreofatleast50,000populationandadjacentterritories withahighdegreeofsocialandeconomicintegrationwiththatcore.TheColumbiaMSAincludesBooneand HowardCountiesandtheJeffersonCityMSAincludesCole,Callaway,MoniteauandOsageCounties. DataestimatesfromtheAmericanCommunitySurvey(2006-2010)indicatethatalmost8%ofthepeople commutetoadifferentcountyintheregionforwork.MostoftheinflowforworkmovestowardJeffersonCity, thestatecapital,andColumbiawheretheflagshipcampusoftheUniversityofMissouriislocated.This integrationofmoreruralareaswithurbancentersforemploymentandtradenecessitatesafocuson transportationandroadsintheregion. Theregionisahealthcaredestination forpeoplefromalloverthestate.The UniversityofMissouriHealthcare SystemincludesaChildren’s Hospital,CancerCenter,Orthopaedic Institute,PsychiatricCenter,and RehabilitationCenter.TheHarryS. TrumanMemorialVeteransHospital islocatedinColumbiaandtheFulton StateHospitalistheoldestpublic mentalhealthfacilitywestofthe MississippiRiver. Thetwolargestcitiesintheregion,ColumbiaandJefferson City,havecostsoflivingbelowthenationalaverage. However,percapitaincomefortheregionsisalsobelow thenationalaverageand,withtheexceptionofCole County,alsobelowthestateaverage.Themostrecent statisticsfromtheBureauofLaborStatisticsindicate unemploymentrunningbetween5.1%(BooneCounty)and 6.6%(CooperCounty).Thenationalunemploymentrate forthesameperiodwas7.3%.Theselaborstatistics,along withanincreaseinbuildingpermitsandcontinuedgrowth anddevelopmentintheColumbiaarea,arepositive indicatorsthattheeconomyoftheregionisonthe rebound. Thecollaborationandcoordinationofplanninganddevelopmentactivitiesofthelocalgovernmentsand advisorycommitteesthroughtheMid-MORPCisacriticalcomponentintheregion’spreparationfortheever- changingeconomicdevelopmentlandscape.Ourlocalgovernmentsrecognizetheneedtoinvestinneeded infrastructureimprovements,toprotectthelocalenvironment,andtoseekoutandpromoteeconomic developmentopportunities. Byprovidingleadership,facilitatingthedisseminationandtransparencyofinformation,buildingeconomic capacity,developingcompetitiveassets,andmanagingchange,theMid-MORPCanditspartnersand collaboratorsareexpectedtohelptheresidentsofMid-Missourirealizetheirdreamsofprovidingsecurity, opportunity,andgrowthfortheregion. 5 MID-MISSOURIREGIONALPLANNINGCOMMISSION-ANNUALREPORT2013 MID‐MORPC GUIDINGPRINCIPLES TheGuidingPrinciplesthatprovidethe frameworktodirecttheworkprogram activitiesforthemembershipinclude: 1.Promotecommunityandeconomic development 2.Provideforaprofessionalstaffand serveasaresourceforlocal governments 3.Provideaforumtodiscussregional issuesandconcerns 4.Supportregionalcollaborationand initiatives 5.Serveasanadvocatefortheregion INTRODUCTION TheMid-MissouriRegionalPlanningCommission(Mid- MORPC)isaregionalplanningorganizationthatserves localunitsofgovernmentinBoone,Callaway,Cole, Cooper,Howard,andMoniteauCounties,Missouri.The membershipincludesallsixcountygovernmentsand38 cities. Since1999,theMid-MORPChasbeenworkingtoward makingthemid-Missouriregionamoredesirableplace toliveandwork.Theauthoritytocreateregional planningcommissionsisfoundintheStateandRegional PlanningCommissionActthatwasenactedin1965.This ActwhichappearsinChapter251oftheRevisedStatutes ofMissouristatesthat…“regionalplanning commissionsmayconductalltypesofresearchstudies, collectandanalyzedata,preparemaps.,charts,and tables,andconductallnecessarystudiesforthe accomplishmentofitsduties; itmaymakeplansforthe physical,social,andeconomicdevelopmentofthe region’….itmayprovideadvisoryservicesonregional planningproblemstothelocalgovernmentsunitswithin theregionandtootherpublicandprivateagenciesin mattersrelativetoitsfunctionandobjective…“ ThestaffoftheMid-MORPCisfocusingonthefollowing areas:EconomicandCommunityDevelopment, TransportationPlanning,LocalPlanningAssistance, MappingandGISAssistance,Socio-EconomicData AnalysisandRegionalStudies,Environmental-Hazard MitigationPlanning,andsupportservicestotheAreaF RegionalHomelandSecurityAdvisoryCommittee (RHSOC). MID-MISSOURIREGIONALPLANNINGCOMMISSION-ANNUALREPORT2013 6 Page9Page10 Page20 Page14 Page20 Page8 PLANNINGCOMMISSIONMEMBERSHIP 7 MID-MISSOURIREGIONALPLANNINGCOMMISSION-ANNUALREPORT2013 ECONOMICDEVELOPMENTandINFRASTRUCTURE IMPROVEMENTS TechnicalAssistance Assistinglocalmembergovernmentsbyprovidingtechnicalassistanceforcommunityandeconomic developmentneedsisoneoftheprimaryrolesforMid-MORPCstaff.Asmayberequestedbythelocal government-theRPCassistslocalgovernmentswithprojectdevelopmentwithinitialprojectconsultingand development,preparationoftheenvironmentalreviewandgrantandloanapplicationsforfunding,andgrant administrativeservices. ComprehensiveEconomicDevelopmentStrategy TheorganizationisalsodesignatedasanEconomicDevelopmentDistrict(EDD)bytheDepartmentof Commerce-EconomicDevelopmentAdministration.Anup-to-dateComprehensiveDevelopmentStrategy (CEDS)ismaintainedbytheorganization,allowingmemberlocalgovernmentsqualifyingaccesstomatching grant fundsforeconomicdevelopmentpurposes.Inaddition,theplanningcommissionhasreceiveda planningpartnershipgrantwiththeEconomicDevelopmentAdministrationsince2004allowingplanning stafftheabilitytoworkwiththemembercommunitiestoaddresseconomicdevelopmentneeds. TheMid-MissouriRPCEconomicDevelopmentAdvisoryCommittee(EDAC)comprisedoflocalgovernment representatives,economicdevelopmentprofessionals,chambersofcommerce,utilityprovidersandbusiness leadersprovideinputfortheRPC’sannualworkprogram,andholdsmeetingstodiscusseconomic developmentissuesimpactingtheregion.TheEDACalsoconductson-sitevisitstomajoremploymentand education/trainingfacilitiesintheregion.TheEDACmeetsbi-monthly. HoltsSummit‐EconomicDevelopmentChamps HoltsSummitishometoProFoodSystems,Inc.–parentcompanyofChampsChicken–oneofthefastest growingcompaniesinthecountry,accordingtoInc500.Whenthisfastgrowingcompanywasreadyfora majorexpansion,thelocalinfrastructurewasnotinplacetomeetthecompany’sneeds. WiththehelpoftheRPC,HoltsSummitwasabletosecure$430,000inCommunityDevelopmentBlock Grant(CDBG)fundsforanewindustrialaccessroad,electriclines,waterlinesandapumpstation.RPCstaff wrote theCDBGapplicationandassistedwithgrantadministrationactivities. AsabenefitingparticipantoftheCDBGgrant,ProFoodsSystemsagreedtoinvest$5millioninthe constructionofanewfacilityandcreateaminimumof43newfull-timejobspayingatleastthecountyaverage wage.ThenewProFoodSystemsfacilityopenedinSeptemberandthecompanycontinuestohirenew employees. TheCDBGgranthasassistedHoltsSummitinretainingavitallocalemployer,andthecitynowhasthe infrastructureinplacetoattractnewcompaniestothecommunity. ProjectProfile MID-MISSOURIREGIONALPLANNINGCOMMISSION-ANNUALREPORT2013 8 9 MID-MISSOURIREGIONALPLANNINGCOMMISSION-ANNUALREPORT2013 ManchesterHeights/BooneCountyRegionalSewerDistrict TheMid-MORPChasbeenworkingcloselywithBooneCountyandtheBooneCountyRegionalSewerDistrict (BCRSD)toimplementawastewaterinfrastructureprojectfortheManchesterHeightssubdivision.The project willconnecttheprivatelyownedsystemtoexistinglinesoftheBooneCountyRegionalSewerDistrict. ConnectionwiththeregionalsystemadvancesapriorityBooneCountyhasplacedonactivelyworkingto eliminatethenumberofwastewaterdischargepointsinthecounty. TheManchesterHeightssubdivisionislocatednortheastofColumbia.Theprojectwillconnect28homesto theRegionalSewerDistrict,closetheexistinglagoonandrestorethesite.Improvementswereneededinthe ManchesterHeightssystemtobringitintocompliancewithnewregulatorystandardsforE.coli.Boone County’sregionalizedapproachtowastewatermanagementseekstoremovetheburdenofregulatory compliancefromtheprivatesectorandpositivelyaffectwaterqualitycountywide. The$486,225projectisbeingfundedwithaUSDARuralDevelopmentloanandaCommunityDevelopment BlockGrant(CDBG).TherequiredenvironmentalreviewsoftheprojectwerepreparedbytheRPCwiththe majorfindingbeingpositive:thepermanenteliminationofadischargeintoatributaryoftheHominyBranch. TheRPCalsocompletedtheCDBGgrantapplicationandhasbeenchosentobethegrantadministratorfor theproject.Currently,requiredeasementsarebeingacquired.Thetentativeprojecttimelinesetsconstruction forthesummerof2014withcompletionoftheprojectbymid-fall. AerialphotoshowingconnectiontoBCRSD ProjectProfile MID-MISSOURIREGIONALPLANNINGCOMMISSION-ANNUALREPORT2013 10 GlasgowFloodRecovery InlateJune2010,Glasgowwashitbyamajorfloodingevent.Mostofthecitywassparedfromtheflood watersbutnotthecity’swastewaterlagoon.Theflooddepositedthousandsofdrytonsofsiltandsandintothe lagoon. Thefullcapacityandfunctionalityofthelagooncouldnotbemaintainedwithoutremovingthesesludge deposits.Thisimpededthecity’sabilitytoprovideadequatewastewaterservicetoitsmorethan1,000 residents.Thelagoonalsopresentedaneconomicchallengeforthecommunitybecausethecity’slargest employeralsoreliedonthelagoonforitswastewaterneeds. APresidentialDisasterDeclarationallowedGlasgowtotakeadvantageoffederalfundstodredgethelagoon andremovethesludgedeposits,butalocalmatchwasrequired.TheRPCworkedwithGlasgowtoacquire $150,000inCommunityDevelopmentBlockGrant(CDBG)fundsfromtheMissouriDepartmentofEconomic Developmentwhichassistedthecitywithitslocalmatch.RPCstaffperformedtheenvironmentalreview, wrotethegrantapplication,performedgrantadministrationactivities,andcoordinatedwithStateEmergency ManagementAgency(SEMA)staffonfundingdisbursementlogistics.Today,morethan5,000drytonsof sludgehasbeenremovedfromthelagoon. ProjectProfile FloodingatGlasgowlagoon,courtesyKOMU 11 MID-MISSOURIREGIONALPLANNINGCOMMISSION-ANNUALREPORT2013 PLANNINGASSISTANCEFORLOCALGOVERNMENTS TheMid-MORPCcontinuestoprioritizeitstechnicalassistanceprogramwhichisdesignedtohelpmember governmentswithplanninganddevelopmentissues,aswellasproblemsolvingonawiderangeofotherlocal governmentalaffairs.Thisprogramisparticularlyimportanttosmallercitieswhichhaveneitherthestaff,nor thebudget,toprovidetheseservicesthemselves.Itisequallyimportanttoothermemberstohaveadditional professionalplanningstaffavailableforspecialprojects.Thetypesandamountofassistancehavebeenupon requestandcontingentuponavailablestafftime.Inadditiontoservingmembercommunities,theMid-MO RPCstaffcontinuestoassistmanyotheragencies,organizations,andindividuals,includingthemedia,school districts,firedistricts,banks,developers,chambersofcommerce,non-profits,boardsandcommissions. Technicalassistanceprovidedtomembercommunitiesincluded: (1)Assistanceinestablishingandimplementingtheplanningprocess; (2)Generaladministrativeassistance; (3)Researchinggrantsopportunitiesandpreparinggrantapplications; (4)Mappingassistance; (5)Specialstudies; (6)Planning/landusedevelopmentandregulationinitiativesfortheregion; (7)Zoningordinanceandsubdivisionregulationdevelopmentandupdates; (8)Newandupdatedcomprehensivelanduseplans; (9)UpdatedTransportationPlansforcommunities; (10)Annexationanalysisandassistance; (11)2010Censusboundaryandannexationsurveysandmapupdates. DiscussiononproposedUS50nearTipton MID-MISSOURIREGIONALPLANNINGCOMMISSION-ANNUALREPORT2013 12 ProjectProfile ContinuityofOperationsPlanningWorkshops TheMid-MORPCofferedsixsessionsofaContinuityofOperationsPlanning(COOP)Workshoptoits membergovernmentsthispastyear.Theworkshopwasdesignedtoassistlocalgovernmentsincreatingplans toensurethecontinuityofessentialgovernmentalfunctionsthroughanytypeofdisturbance.Theprojectwas fundedthroughaDisasterPlanningGrantfromtheCommunityDevelopmentBlockGrantProgram. The2011JoplintornadohighlightedtheimportanceofContinuityofOperationsPlanningatboththelocal governmentandbusinesslevel.(Itisestimatedthat25-40%ofbusinessesneverre-openafteramajor disturbance.)FederalandstateagenciesarealreadyrequiredtohaveContinuityofOperationsPlans. Therewasgreatparticipationintheworkshopswithrepresentativesof5countyand17citymember governmentsinattendance.Twofollow-upworkshopswereofferedattherequestofCallawayCounty governmentandCentralMethodistUniversity.Almost100individualsreceivedthetrainingwithover90%of theattendeesindicatingtheinformationwillbeusefulfortheirorganization. TheworkshopwasdevelopedandpresentedbyLisaBinkley,workingoncontractandinconjunctionwithRPC staff.SomeoftheworkshopmaterialisbeingintegratedintoaCOOPtemplatebeingdevelopedbythe MissouriDepartmentofHealthandSeniorServicesforusewithlocalpublichealthagenciesandotherhealth andmedicalserviceprovidersthroughoutMissouri. TheCOOPWorkshopProjectwashonoredwitha2013InnovationAwardbyNADO,theNationalAssociation ofDevelopmentOrganizations.Theannualawardprogramrecognizesprojectsthat“…representthe innovativeandstrategicapproachesthatregionalcouncilsareemployingtostrengthenandenhancetheir regions.”TheMid-MORPCprojectwasoneoftwoprojectsrecognizedinthestateofMissouri. 2013NADOInnovationAwardWinner 13 MID-MISSOURIREGIONALPLANNINGCOMMISSION-ANNUALREPORT2013 ENVIRONMENTALandHAZARDMITIGATIONPLANNING Mid-MORPCprovidesenvironmentalplanningserviceswhichrelatetotheprotectionofthenatural environmentasacomponentofthelanddevelopmentprocess.Theenvironmentalreviewevaluatesthe impactoftheproposedlanddevelopmentonwoodlands,wildlifehabitat,streams,floodplains,wetlands, unsafesoils,noise,andendangeredspecieshabitat.Priortotheuseofpublicfunds,thelanddevelopment projectwillneedtohavetheenvironmentalreviewapprovedbythefundingsponsoragency. TheRPChasalsoassistedallsixcountiesinthedevelopmentoftheirmulti-jurisdictionalhazardmitigation plans.Thepurposeofmitigationplanningistoidentifypoliciesandactionsthatcanbeimplementedoverthe longtermtoreduceriskandfuturelosses.Theplansformthefoundationforacommunity'slong-term strategytoreducedisasterlossesandrepeateddamage.Theplanningprocessisasimportantastheplan itself.Itcreatesaframeworkforrisk-baseddecisionmakingtoreducedamagestolives,propertyandthe economyfromfuturedisasters. AllmitigationplansforthecountieswithintheMid-MissouriregionhavebeenapprovedbytheStateof MissouriEmergencyManagementAgency(SEMA)andtheFederalEmergencyManagementAgency(FEMA). Thenextroundofupdateswillbeginin2014. FloodingonRoute179,MoniteauCounty SandbaggingatWooldridgeLevee,CooperCounty MID-MISSOURIREGIONALPLANNINGCOMMISSION-ANNUALREPORT2013 14 LathamSchoolTornadoSafeRoom WhenLathamSchoolburneddownin2010,theMoniteauCountyR-VSchoolDistrictsawanopportunityto includeatornadosaferoomintheirrebuildingplans.Thedecisionwasmadetobuildastandalonesaferoom separatefromthenewschoolbuilding.Thesaferoomwasdesignedtobeamultipurposefacilitywhichcould alsobeusedforindoorrecreationbystudentsandforcommunitymeetingsandevents. ApplicationforasaferoomgrantwasmadetoFEMA’sHazardMitigationGrantProgram.Agrantwas awardedforthepreliminarydesignofthesaferoomin2012.Approvaltobeginconstructionwasgivenin January2013.Constructionbeganinthelatespringof2013andbyAugustthesaferoomwascompleted,in timeforthestartoftheschoolyear.AccordingtoSchoolSuperintendentTanyaBrown,“Wehopetoneveruse thebuildingforitsintendedpurposebutit’sniceto knowthatthecommunityhassomeplacetogoin caseofatornado”. TheLathamSchoolsaferoomwassizedto accommodate65students,20staffmembersand 90residentslivingwithina5minutewalking distanceofthestructure.Itwasbuiltaccordingto therequiredFEMAstandardsforsaferooms.A FEMA-approvedsaferoominMissourimustbe designedtowithstandwindsof250m.p.h.andthe impactofa15-lb2x4hittingaverticalsurfaceat 100m.p.h.(Investigationsofdamagefromthe Joplintornadoindicatedthatthewindspeedsof theEF5peakedat225to250mph.)Totalproject costwas$216,629withFEMAcovering75%ofthecostandtheschooldistrictprovidinga25%match. ConstructionofsaferoomsisahighpriorityfortheStateEmergencyManagementAgency(SEMA)when mitigationfundsareavailable.Between2004andFeb.2013therehavebeen144saferoomsapprovedfor FEMAfundinginMissouri; twoofthesehavebeenintheMid-MissouriRegion–thenewlycompletedLatham SchoolsaferoomandacommunitysaferoombuiltinHoltsSummitin2010.ParticipationinthelocalCounty HazardMitigationisarequirementforFEMAmitigationgranteligibility. SidewalkInventory Staffinventoriedmorethan166milesofsidewalk for21citiesthroughouttheregionwithassistance from6internsfromtheUniversityofMO GeographyDepartment.Theinventoryprovides communitiesgeneralinformationonlengthand conditionofsidewalksforfutureplanning,grant applications,andbudgetingneeds. 17 MID-MISSOURIREGIONALPLANNINGCOMMISSION-ANNUALREPORT2013 TRANSPORTATIONPLANNING Mid-MORPCandtheMissouriDepartmentofTransportation(MoDOT)havemaintainedaplanning partnershipsince2000.Thesetransportationplanningactivitieshaveincludedthedevelopmentofaregional transportationplan,theprioritizationoftransportationneedsintheregion,coordinationandfacilitationof transportationdiscussionwiththeMid-MORPCTransportationAdvisoryCommittee(TAC),disseminationof informationontransportationissuestotheMid-MORPCmembership,andprovisionoftechnicalassistance tolocalgovernmentsfortransportationalternativeprojectssuchasSafeRoutestoSchoolandTransportation Enhancementgrantapplications. TheMid-MORPCislocatedinMODOT’sCentralDistrict.Mid-MORPCprovidesplanningcoordinationfor allareaswithinoursix-countyregion,withtheexceptionofthemetropolitanareasofColumbiaandJefferson City.Thesetwoareasareclassifiedasmetropolitanplanningorganizations(MPOs)-theCapitolArea PlanningOrganization(CAMPO)encompassestheJeffersonCitymetropolitanareaandtheColumbiaArea TransportationStudyOrganization(CATSO)includestheColumbiametropolitanarea. Mid­MissouriRegion­TransportationPlanningAreas MID-MISSOURIREGIONALPLANNINGCOMMISSION-ANNUALREPORT2013 18 TransportationPlanningandCoordination CoordinatedPublicTransit‐HumanServicesTransportationPlan TheupdateoftheCoordinatedPublicTransit-HumanServicesTransportationPlan(CoordinatedPlan2013) hasbeencompleted.Theplananalyzestheneedfor/availabilityoftransportationservicesfortheelderly,low- income,anddisabledresidentsoftheMid-MORPCregion.TheplanningprocesswasfundedbytheMissouri DepartmentofTransportation. Duringthespringandsummerof2013,theMid-MORPCheldaseriesofpublicmeetingsthroughoutthe regionincoordinationwithseveraltransportationandhumanserviceproviders.Publicinputwasgatheredon existingservices,possibleneeds,andgapsinservice.Informationindicatedinadequateaccessatthecurrent timecoupledwithagrowingdemandforservice. Goalsandstrategieswerecreatedthroughtheplanningprocesstoaddresstheseissues.Twooverarching goalswereidentified: Goal1:Increaseefficiencythroughcoordinationandeducation Goal2:Continuemaintenanceand/orexpansionofaccessibility TheCoordinatedPlanwillbeupdatedinfiveyearsasrequiredbytheMissouriDepartmentofTransportation andevaluatedandmaintainedonanasneededbasispriortotheupdate.TheCoordinatedPlaniswrittenand maintainedbyMid-MORPCinaccordancewithTheSafe,Accountable,Flexible,EfficientTransportation EquityAct:ALegacyforUsers(SAFETEA–LU). MODevelopmentalDisabilitiesCouncilTransportationPlanningGrant InanactivityrelatedtotheCoordinatedPlan2013,theMid-MORPCappliedforandreceivedagrantfromthe MissouriDevelopmentalDisabilitiesCouncil(MODDC)tohelpcreatesolutionsforthepublicandprivate transportationneedsofbothpeoplewithdevelopmentaldisabilitiesandthepublicatlarge.Thegrantispart ofapilotprojectbeingundertakeninconjunctionwithtwootherregionalplanningcommissions. PublicmeetingswereheldinMayandJuneof2013tobegintheplanningprocesswhichwillcontinueintothe nextfiscalyear.ThefirststepwastocreatetheMid-MissouriTransportationCoordinationCouncil(MMTCC). Thiscouncilwillprovideaforumforproviderstocoordinatewithsimilaragenciesonplanning,training,and publiceducation.Thegoaloftheproject-anincreaseinefficiencyandaccess-isincompletealignmentwith thegoalsoftheCoordinatedPlan2013.DatafromtheCoordinatedPlanwillbeusedtohelpcreatea maintainableimplementationstrategyforthefuture. ProjectProfile 19 MID-MISSOURIREGIONALPLANNINGCOMMISSION-ANNUALREPORT2013 REGIONFHOMELANDSECURITYOVERSIGHTCOMMITTEE TheMid-MissouriRegionalPlanningCommission(Mid-MORPC)isresponsibleforassistingtheRegionF RegionalHomelandSecurityOversightCommittee(RHSOC),inconjunctionwiththeDepartmentofPublic Safety,indevelopingaplanningprocesstoassess,evaluate,identify,andprioritizeexistingandneeded HomelandSecurityassets.Thisplanningprocessisusedasabasisforfundingandpolicyrecommendations fromtheregion.RegionFincludesAudrain,Boone,Callaway,Camden,Cole,Cooper,Gasconade,Howard, Miller,Moniteau,Montgomery,Morgan,andOsagecounties. TheAdvisoryCommitteeusesdisciplinerepresentativestoprovideactivityrecommendations.TheAreaF RHSOCiscomprisedofonerepresentativefromthefollowing16corepositionsordisciplines:Directorof EmergencyManagement,ChiefofPolice,CountySheriff,ChiefofFire,CountyHealth,HomelandSecurity ResponseTeam,CityorCountyPublicWorks,MayororCityAdministrator,CountyCommissioner,Private Industry/PublicUtility,EmergencyMedicalService,911,Agriculture,VolunteerSector,Education,andGIS Mapping. TheMid-MORPCalsoservesastheprimaryadministrativeandfiscalagentforthecommittee; thisinvolves completingpaperwork,arrangingmeetings,facilitatingcommunicationbetweentheindividualRHSOC disciplines,andexecutingprocurementactivitiesforidentifiedandapprovedgrantprojectsforAreaF RHSOC.Since2006theAreaFRHSOChasinvestedover$4.3millioninhomelandsecurityactivitiesand equipmentfortheregion.Thispastyearfundsexpendedtotaled$483,000. MID-MISSOURIREGIONALPLANNINGCOMMISSION-ANNUALREPORT2013 20 MobileCommunicationTowers Inordertobepreparedforemergencysituationswherearemote communicationdispatchsystemisneeded-orwhenaPublic SafetyAnsweringPoint(PSAP)losesitscommunicationtowerdue toweather,naturaldisasters,orterroistactivities-theAreaF RHSOChaspurchasedtwoportableradiotowers.Thesetwo towersarestrategicallyhousedinCooperandCallawayCounties, usingtheMissouriRiverasthedividinglineforplacement.The additionalheightofthetowerswillgreatlyenhancetheabilities andradiorangeofmobilecommandvehiclesthatarecurrentlyin use. "ThistowersystemisagreatassettoRegionFandtheStateof Missourishouldtheneedarisetosupportemergencycommunications duringdisastersituations". -TomWhite CooperCountyEmergencyManagement/911Director MobileEmergencyOperationsCenter TheRegionFRHSOCistheownerofa40-footMobile EmergencyOperationsCenter(MEOC)whichwas purchasedcompletelythroughfederalandstategrant funds. Thevehicleisequippedwithaforwardcommunications centercompletewithtelephones,computers,andradio dispatchingconsoles.Therearofthevehicleis equippedwithavideoconferencingsystemandalarge monitorwithaSmartBoardoverlay.Ontopofthe MEOCisa1.2-metersatellitedishthatprovides broadbandinternetaccess,a56-foottelescopingmastforradioantennas,andahigh-resolutionvideocamera. TheMEOC,whilehousedinColeCounty,couldbecalledupontoassistinanylarge-scaleincidentthroughout theStateofMissouri.Grantfunds,includinghomelandsecurityfunds,willbeusedtosustainthevehicle duringitslifespan.
