HomeMy Public PortalAbout19500112CCMeeting1 1 1 Savannah Beach, Georgia January 12, 1950 The regular meeting of Town Council was held today at 4 p.r ?. and was attended by Mayor Dutton, who presided, 'Councilmen peters, Hosti, Brown, Smith, rneddin, Town Attorney Solms, Mr. Tommy Reed, and Mr. Edmund Solomon. Th,e minutes of the meeting held on December 15th were read and adopted Co incil noted with regret the death of Brigadier General D G. Richart, U. S. Army, Retired, Councilman Meddin moved that the following Resolution be adopted, Councilman peters seconded and the motion passed. RESOLUTION WHEREAS, Brigadier General D. G. Richart, U. S. Army Re- tired, akid,a resident of Savannah Beach, departed this life on January 1.1, 1950; and, WHEREAS, General D. G. Richart chose Savannah Beach as .his place of residence after retirement, and was one of its most highly respected citizwns was known and beloved by many since he came to the Town of Savannah Beach in 1946; and, WHREAS, he was graduated from the United States Military Academy at West point, and had a most distinguished and colorful military carrer which lasted until his retirement in January , 1946, during which time he served in many posts in this country, in Hawaii and the pamama Canal zone, and later became the Com- mending Officer of Fort Oglethorpe, Georgia, and the Commanding Officer of Fort Jackson, South Carolina, during which service he received many decorations; BE IT THEREFORE RESOLVED by the Mayor and Councilmen of the Town. of Savannah Beach, Tybee Island, in Council assembled, that in the death of General D. G. Richart the Town of Savannah Beach heis lost one of its rest loved citizens, and that the sympathy of the Mayor and Councilmen'be extended to the family of General Richart in their loss; BE IT FURTHER RESOLVED that a copy of this Resolution be spread upon the minutes of Council and that a copy thereof be sent to the family of General Richert. Thle Mayor asked Mr. Reed if in the making of additional street markers which would be preferable, wood or concrete. r "r. Reed said that concrete would be best. He also asked Mr. Reed how long it would take to finish the bridge on 6th St. leading to- the 4 H Club Camp, Mr. Reed stated it would take about three weeks. Council_ discussed the erecting of an attractive entrenc,e to the Town limits and Councilman Brown moved that the Finance 253 254 Committee handle the matter with power to act, Councilman Hosti seconded and the motion passed. Councilman Smith stated that the large siren on the water ,tower has to be repaired and suggested that it be repaired and also moved to another location, the Mayor stated that he had talked to the Southern Bell Tel. & Tel. Company relative to they erecting a pole to place the siren on and that a Amitch be op- erated at the Telephone Exchange by the operators. Councilman Smith suggested that the siren be removed, that it be inspect- ed and a price gotten. as to the cost of repairs, he also suggest- ed that the small siren be placed in a new location. Mr. Reed stated that some new life guard towers should be built and new steps erected or repaired, to the beach, that he needs material for this work now, Councilman Meddir moved that the material be purchased, Councilman Hosti seconded and the • motion passed. _ Mr. Edmund Solomon protested against the Town requiring some people-to pay licenses to do business and others are not re- quired to pay and asked that this be corrected. Mr. Solomon was .excused. Councilman Meddin stated that he had e. second protest from Mr. Arthur Ruth against the assessment on his property in Fort Screven, Lots 16, 17, 18, Block 27, Ft. Screven Ward, and stat- ed after investigating the matter again and moved that the assess- ment be reduced to $300.00, Councilmen peters seconded and the motion passed. Councilman Meddin stated thet he had handled with 1r. Joe Espy the mutter of Fire Insurance on the Towns vehicles. Councilman Meddin moved that bills for the month of Decem- ber, 1949, amounting to •1,189.26 be paid, Councilman Brown sec - onded and the motion passed. Councilman Smith stated that Mr. Reed estimated that it would cost about $220.10 to close up the space in the building now occupied by the S. B. V. F. Department from which the two large doors are to be moved and placed in the Fire Station on Jones Avenue. He moved that the work be done, and Mr. Reeds Department do the wor; ,, Councilman peters seconded and the motion passed. Councilman Smith stated that several people had approached him protesting. against a building being erected on the S. E. cor- ner of Butler Avenue and 2nd street by the Tybee water Works in which a Building Supply Business is being started, the objections being that this is a zoned area against new businesses. He also wanted to know what Councils idea is about opening the plat in front of Stephens place, the matter was discussed and it was de- cided that it was a job for the police Department to stop vehi- cles crossing the plat at this point or any other point in the plat and Make docket cases against the violators. Councilman Smith stated that his Committee had checked on the" locations of the fire plugs now installed and found that some of the pugs are too close to each other and should be removed to more con enient locations and that some of the areas have no plugs at all. He suggested that the Tybee Water Works be requested to install the main and necessary plugs, cooperating with the,.Com- mittee, and .that if they did not then the Town do it, as getting the additional fire plugs would cause the fire insurance rates to-be reduced. The Committee consisting of Councilman Smith, Hosti, Supt. Reed and Fire Chief E. J. Solomon. Councilman Meddin Moved that the Committee be empowered to negotiate and also that the following Resolution be adopted, Councilman peters seconded and the Motion passed. RESOLUTION WHEREAS, the Tybee Water Works and the Mayor and Council- men of t he Town of Savannah Beach, Tybee Island, entered into an agreement on March 6, 1933, which agreement was amended on April 9, 1946; and, WHIREAS, the agreement and the supplemental agreement provide hat the Tybee Water Works will furnish water for the purpose of fire protection; -and, WHEREAS, the original agreement mentioned above was based upon the needs of the Town and residents thereof approx- imately fifteen years or more ago; and WHEREAS, the Town,of Savannah Beach, Tybee Island, has grown considerably in recent years to such an extant that many parts of'the Town are densely built up and with improvements which have no adequate means of fire protection; thus causing the owners excessive expense for insurance purposes; and, WHEREAS, these recent developments and built -up areas within the corporate limits of the Town have the rates of in- surance set by the Southeastern Underwriters Association, which association bases these rates upon the availability of fire hy- drants; and, WHEREAS, Section 6 of the agreement of 1933, above referr- ed to provides as follows; "The Town of Savannah Beach will in- stall or have installed at its own expense any hydrant for fire purposes, which it may deem necessary over and above the said thirty (30) fire hydrants above set forth as installed by the said Tybee Water Works, its successors, lessees or assigns, and the said Town of Savannah Beach will also furnish and install at its expese such extensions of pipes as may be necessary to con- nect wit hydrants for fire purposes over and above the thir- ty (30) hydrants above set forth. When the loan to be made by the Reconstruction Finance Corporation or other parties, as specified in Section 9 hereof, to the said Tybee Water Works, its success- ors, lessees or assigns, has been paid, then the Tybee Water Works, its successors, lessees or assigns will purchase from the Town of Savannah Beach, at cost price, the said hydrants above 255 Councilman Smith stated that his Committee had checked' on the locations of the fire plugs now installed and found that some of the plugs are too close to each other and should be removed to more convenient locations and that some of the areas have no plugs at all. When the loan to be made by the Reconstruction Finance Corporation or other parties, as specified in Section 9 hereof, to the said Tybee Water Works, its Success- ors, lessees or assigns, has been paid, then the Tybee Water Works, its successors, lessees or assigns will purchase from the Town of ',Savannah Beach, at cost price, the said hydrants above 1 to install signs designating the speed limits, school zones and speed limits within school zones; BE IT THEREFORE RESOLVED by the Mayor and Councilmen of Savannah Beach, Tybee Island, that the Highway Department of the State of Georgia be requested to furnish to the Town of Savannah Beach for installation along Highway 80, a part of the State Highway System, the following signs in the amounts designated; (a) Thirty (30) Stop Signs; (b) Four (4) school Zone Signs; (c) Four (4) School Speed Limit Signs; (d) Twelve (12) Speed Limit signs, designating said speed as Thirty (30) Miles per Hour; (e) Eight (8) Speed Limit Signs, designating the speed limit as Fifteen (15) Miles per Hour. Mr. Reed was instructed to put up the signs as soon as re- ceived. There being no further business, Council adjourned, subject to the call of the Mayor. Cl 1'k of Council 257 Mayor Savannah Beach, Tybee Island, Ga. January 18, 1950 A special meeting of Town Council wqs held today at 6 P.M. and was attended by Mayor Dutton, who presided, Councilmen Hosti, Brown, Smith, Supt. Reed, Edmund J. Solomon and police Chief Stewart. The meeting was called for the following purposes: 1- Authorizing the immediate action in the abatement of existing fire hazards located at 1010 First Avenue, on Lots 13 -A or 13 -B, Ward 3, the property of Herbert F. and Fannie G. Goring. 2- The condemnation of said premises known as 1010 let Avenue, on Lots 13 -A or 13 -B, Ward 3, the property of Herbert F. and Fannie G. Goring. The Mayor informed Council that the building on Lot 13 -,
