CITY COUNCIL ADMINISTRATION COMMITTEE MEETING MINUTES October 2, 2013 ATTENDEES- Council- Carrie Carroll, Jim Branch, Larry Henry, Ken Hussey, Rick Mihalevich; Staff- Drew Hilpert, Janice McMillan, Gail Strope, Britt Smith, Carla Trower; News Tribune- Madeleine Leroux. Meeting came to order at 8:00 a.m, the minutes were approved with a motion by Mihalevich and seconded by Hussey. Unanimous vote with a correction that Mihalevich did not attend the August 14 meeting. DOWNTOWN PARKING ZONE FEE: Presented by Drew Hilpert. In August, the City increased the downtown parking fee with the consumer paying one price to park. This was created for the downtown residents. At the time, it only applied to the Wymore Parking Zone area. This new parking fee st ructure cleans it up and stipulates a fee of $21.00 for one area and $20.00 for other areas. A motion was made by Hussey to approve and seconded by Branch, it passed unanimously. CHAPTER 2 REVISIONS: Presented by Drew Hilpert. These revisions rearrange items into a more logical order and deletes items mentioned in both the Charter and the Code. Drew will take this proposal to the next work session for further discussion. RESIDENCY REQUIREMENT FOR DIRECTOR OF PUBLIC WORKS: Presented by Gail Strope. This revision allows the Director of Public Works position to reside within 15 miles of the city limits rather than within the city limits. This change was made for other City Department Directors recently. This will be taken to the next work session for further discussion then back to the Administration Committee along with recommendations for filling positions. RECLASSIFICATION REQUESTS: Presented by Gail Strope. Due to increased duties and responsibilities, it was proposed to amend the personnel schedule by reclassifying an Administrative Technician position in the Planning & Protective Services Department to a Neighborhood Services Specialist position. A motion was made by Henry to approve and seconded by Hussey, it passed unanimously. In order to establish career progression in the Parking Division, it was proposed to reclassify the Parking Attendant position into the same pay range as the Parking Maintenance position with three ranges including trainee, worker and senior levels. I t would also create two levels for the Parking Enforcement Officers including officer and senior officer. A motion was made by Mihalevich to approve and seconded by Hussey, it passed unanimously. HOUSING AUTHORITY HEALTH INSURANCE UPDATE: Presented by Gail Strope. At the request of the Housing Authority Gail asked UnitedHealthcare what the cost would be to include the Housing Authority personnel on the City’s health insurance plan. UHC said it would increase the City’s premiums by 5% or $150,000. APPOINTMENTS REVIEW: Presented by Gail Strope. The committee reviewed the recommendations by Mayor Struemph. A motion was made by Henry to approve the following persons for recommendation to the full Council and was seconded by Mihalevich, passed unanimously.  Cultural Arts LuAnn Madsen  JCTV Tyler Woods PUBLIC COMMENTS: None. NEW BUSINESS: A suggestion was made to send calendar invites for the meetings for the remainder of the council calendar. Meeting adjourned at 8:55 a.m. The next meeting is scheduled for November 6th at 8 a.m. in the Boone/Bancroft Room at City Hall. AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING THE PERSONNEL POLICY MANUAL REGARDING RESIDENCY OF EMPLOYEES. BE IT ENACTED BY THE COUNCIL OF THE City OF JEFFERSON, MISSOURI, AS FOLLOWS: Section 1. Article 4 (Application and Applicants), Section 9 (Residence Requirement), of the Personnel Policy Manual is hereby amended as follows: Section 4-9. Residence requirements. (a) All applicants for full-time employment in the municipal service must have a principal place of domicile located within twenty-five (25) miles of the corporate boundaries of the City of Jefferson, provided that all full-time employees shall be required to have a principal place of domicile located so that they may report within thirty (30) minutes to their customary reporting station, or employees must obtain such within six (6) months following appointment to municipal service, except the residency requirement for Police and Fire personnel is twelve (12) months from date of hire. (b) All Department Directors The City Administrator, City Clerk, Fire Chief, Police Chief and Director of Public Works shall be required to reside within the corporate boundaries within six (6) months of employment. All other Department Directors shall be required to reside within fifteen (15) miles of the Corporate Boundaries of the City Limits within six (6) months of employment. Any employee who is promoted from within the organization who, prior to employment as a Department Director, had established residency outside the City limits, shall be exempted from this requirement contingent upon their moving within the city limits should that employee move from their established residence thereafter. Such exemption may also be granted to candidates for employment who are not hired from within if the Council believes it to be in the best interest of the City. (c) An extension of the six (6) month time limit established herein may be granted in unusual cases by the City Administrator, or Parks and Recreation Commission, as applicable. (d) Direct moving expenses of those persons appointed to be a Department Director shall be paid if they reside outside the City Limits at the time of appointment and move within the City Limits within six (6) months of appointment. Such payments must be approved by the city council. (e) Direct moving expenses may be paid for positions other than those listed above in paragraph (b) if a specific reason would justify such a payment. Such a payment must be approved by the city council and requires that the recipient move within the corporate limits of the City. Drafter’s Note: Deleted text is shown thus.
