BETTER HOMETOWN BOARD OF DIRECTORS MEETING
Minutes: August 11, 2009
Directors Present: Cullen Chambers, Mel Gordon, Maureen Grindstaff, Judy Malins,
Erin Sheldon, Dick Smith, Patricia Miller Wann, John Yarbrough
Directors Absent: None
Guests Present: None
Call to Order:
The meeting was called to order at 9:10am.
The July 14th Board Meeting minutes are not ready and will be approved at the September
Board Meeting.
Cullen expressed the Board’s condolences to Chantel and said that the City and the Board
will buy memorial bricks in her Father‘s memory.
Patricia presented a request from the Savannah Department of Cultural Affairs for grant
applications for the Grassroots Arts Project which is a local distribution of Georgia Council
for the Arts monies. Patricia suggested that BHT apply for the maximum grant amount of
$2,000. The grant must support an arts related project and meet a community need,
occur during the time frame of November 1, 2009 and June 30, 2010 with a 50% match.
We can apply for funding to support the “off season” Third Thursdays on Tybee. There
was discussion about whether we need Council’s approval to apply. Dick said he did not
think we needed to go before Council. Chantel will check with the City Manager.
Patricia and Chantel will begin work on the grant application and Judy, Patricia & Chantel
will review it and e-mail it to Board Members prior to the next board meeting.
Committee Updates
Promotion --
Chantel reported that October 3rd is a better date for the Promotions Committee for
the Sidewalk Sale. Tybee Beautification is having a Beach Sweep the Saturday before
and that might reduce Resident participation.
Cullen made a motion to accept the October 3rd date. Judy seconded and all approved.
Design -- Cullen
Cullen is setting a meeting with Bob Civivich and other committee members to “do
a walk through” on the South End. They will be looking at historic/current facades and will
identify non-historic buildings that may be eligible for façade improvements. Cullen said
that there are a lot of art deco facades on 16th Street. Façade improvements will enhance
the historic features of downtown. Improvements to non-historic buildings will also
enhance the downtown area. Cullen will look into the possibility of the Tybee Island
Historical Society donating funds that will match City funds for façade improvements of
historic buildings that meet certain criteria. In order to meet the Certified Local
Government criteria, an Historic Review Board will need to meet twice. Cullen will submit

the names of those who agree to serve on the Historic Review Committee. The
Committee will help submit names to the City Council for historic designation.
Councilman Smith requested that the Committee also review Butler up to 14th Street.
Education/Development
Review Start-Up Check List and Enhanced Minimum Standards
Chantel provided a copy of the Enhanced Minimum Standards for all Directors.
The Check List was reviewed and it was decided to focus on the Enhanced Minimum
Standards to ensure meeting the December 2009 application deadline.
Review Work Plan
Cullen updated Chantel on the Board Workshop held on August 8th. Each
Committee liaison will send Chantel their Work Plans. There will be at least three items
per Committee with achievable goals.
The City Manager is working on trash improvements.
The DCA will be utilized to assist in finding solutions to parking issues.
John said that he will be more aggressive at the 8/5 workshop. Maureen wants to assist
with the Promotions Committee.

The meeting was adjourned at 10:00am. Cullen made the motion to adjourn and Erin
seconded. The vote was unanimous.
