HomeMy Public PortalAbout08-18-2014 COW MinutesMinutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on August 18 , 2014 In the Boardroom Mayor Collins called the meeting to order at 7:0 4 p.m. Present were: Mayor Collins, , Trustee Lamb, Trustee Peck, Trustee Rippy, Trustee Racich ; Trustee Bonuchi, and Trustee Fay . Others present: Brian Murphy, Administrator; Jim Harvey, Attorney; Michelle Gibas, Village Clerk; Allen Persons, Public W orks Director; Michael Garrigan, Planning Supervisor; Dean Marquez, Building Supervisor; and John Konopek, Chief of Police. There were approximately 6 persons in the audience. Trustee Fay moved to approve the Minutes of the Joint Workshop Meeting with t he Plan Commission held on J uly 28 , 2014. Second by Trustee Lamb . Voice Vote. All in favor, 0 Opposed. PRESIDENTIAL COMMENTS None TRUSTEES COMMENTS Trustee Rippy thanked everyone involved with the Riverfront clean -up. Trustee Bonuchi reminded everyon e of the Midwest Brewers Fest this weekend. PUBLIC COMMENTS None WORKSHOP MEETING #1 THE COTSWOLDS AT GRANDE PARK Mr. Garrigan stated that the applicant is seeking Village Board input on a Concept Plan to convert a vacant townhome development within the Grande Park master planned community into a new neighborhood which would contain a total of 49 single -family homes. Mr. Vince Rosanova, attorney for K.Hovanian Homes, gave a presentation highlighting the proposed concept plan. Mr. Rosanova reviewed the architecture and design. Mr. Rosanova pointed out that the average lot sizes would be 8,027 square feet and the minimum lot si ze would be 6,009 square feet. Mr. Rosanova reviewed the proposed setbacks to include 5 feet on the side. Trustee Lamb stated that the Board did not see the side and rear elevations proposed and they must meet the guidelines. He felt that the 6,000 squa re foot lots are too small, and did not like the 5’ setback on the sides. Trustee Fay stated that he too did not like the 6,000 square foot lots and the 5’ setback. Trustee Fay also expressed concern regarding access to rooftops because of the narrow spa ce between the houses. Trustee Fay indicated that he supported the change from multi -family to single family. Trustee Bonuchi stated that she likes the product, but does not support the small lot sizes and the 5’ set back. Trustee Peck stated that he s upports the concept. He asked the applicant to provide a GIS layout of the utilities if that is the reason the standard setbacks cannot be met. Trustee Racich stated that he is disinterested in the small lots and the 5’ setback. Mayor Collins stated that he wants to see the side and rear elevations and expressed concern with monotony. Trustee Lamb suggested reconfiguring the development with standard setbac ks and if they can’t meet the setbacks, the Board needs to know why. Trustee Rippy pointed out that because they are working with townhome lots, he would be more understanding of the need for setback variances. Mr. Rosanova thanked the Board for their co mments. Mayor Collins read the reminders. Trustee Fay moved to adjourn. Seconded by Trustee Peck. Voice Vote. All in favor, 0 Opposed. The meeting adjourned at 7:26 p.m. Michelle Gibas, Village Clerk
