AN ORDINANCE, authorizing the Executive Director and Secretary-Treasurer
on behalf of The Metropolitan St. Louis Sewer District to enter into separate contracts with the
financial advisory firms of Public Financial Management, Inc. (PFM) and Butcher Mark, LLC
whereby Public Financial Management, Inc. (PFM) and / or Butcher Mark, LLC will provide
general and transactional professional financial advisory services to the District from July 1,
2010 to June 30, 2015.
WHEREAS, the District requires professional financial advisory assistance in; the
development of its near term and long term strategic and financing plans, the issuance of revenue
bonds and other debt instruments, the development of testimony for the Rate commission
proceedings, the assistance with the investment management of surplus funds, and
WHEREAS, the firms of Public Financial Management, Inc. (PFM) and Butcher
Mark, LLC possess the expertise and experience to provide said assistance.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES OF
THE METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. The Executive Director and Secretary-Treasurer are hereby
authorized on behalf of The Metropolitan St. Louis Sewer District to enter into separate contracts
with Public Financial Management, Inc., (PFM) and with Butcher Mark, LLC, whereby Public
Financial Management, Inc. (PFM) and / or Butcher Mark, LLC will provide general and
transactional professional financial advisory services to the District from July 1, 2010 to June 30,
2015.
Section Two. The contracts authorized in Section One of this ordinance shall
provide for a term of July 1, 2010 to June 30, 2015, and shall be comprised of such terms and
conditions as are approved by the Office of General Counsel of the District.
The foregoing Ordinance was adopted July 8, 2010.
