March 9, 1950 of Town Council was held today at 4 P.M. attended by Mayor Dutton, who presided, Smith, Meddin, Town Attorney Solms, Supt. P. Solomon 111, E. J. Solomon and L. Mr. Walsh requested permission to fill in the marshlands west of 4th Avenue between 10th and llth Streets to Horsepen Greek, he presented a map showing a proposed subdivision. He was exeused. Mr. Solomon,111 protested against the 1950 assessment plac- ed on his property on Sec. C of Lots 156 -157, Ward 1, he contend- ing that the valuation of $5000.00 placed on the property is too high. Mr. Solomon was excused. Mr. Shaw of the Dual Parking Meter Company demonstrated several types of parking meters in connection with the proposed use of parking meters by the Town for the coming season. Mr. Shaw was excused. In the matter of conditions existing at the Goring cottage, 1010 let Avenue, Mr. Mitchell Young, Electrical Inspector, stated that the wiring downstairs is very bsd, and that ppstairs there were no base receptacles, some of the extensions were run from the ceiling Lights, the water pump was hooked up with a lamp cord. Chief Edmund Solomon stated that the ordinance calls for a water system, that he had gone into the attic -and was suprised at the condition that he found, it was strewn with old boxes, lumber, trash, closets were full of paper, there was a 55 gallon oil drum on the porch from which cans were filled to transfer to the stove, all rooms were full of everything imaginable. Mr. Young stated that he saw two commodes he also stated that Mrs. Goring told him of some of the defects. Councilman Smith asked if the rooms were still full of junk. Mr. Metts stated that the house is in bad shape itself, that the attic was full of trash, there is a well there that is obsolete, he stated that a sample of the water should be taken, also that the building is a fire hazard and is about to cave in, he saw evidences of rats, there is no shower in the shower room, that one commode is usable. Mr. Lang stated that the building is in bad shape, that some of the sills are rotten, some of the underpining of the porches is rotten, and that the porch sills are gone, the roof sags in some places, that if the house is not repaired it should be condemned. He con- sidered the house repairable. The Mayor informed Council that Councilman Lovell is con- fined to the Oglethorpe sanitarium with a ruptured appendix, and that he had had flowers sent, the members of Council regretted his illness and wished for him a speedy recovery. The Mayor statild that the necessary signs had been gotten 266 from the State Highway Department, that the large electric travel- ing crane in the shop was sold for $2470.00, that the siren is in the shop but there is no place to put it. Councilman Smith asked about the telephone at the jail for the fire station. The-Mayor appointed Councilman Smith and Town Attorney Solms a committee to get together with the police and Fire Departments to ascertain where to put it. The Mayor wanted to know if the extra man on the Sewerage Department had reported to Mr. Reed as yet, Mr. Reed stated that he had not, the Mayor stated that he could not see the need for four men on the Sewerage Department. The Mayor asked what was the opinion of Council in connec- tion with the proposed subdivision of Charles H. Walsh, Council- man Peters moved that if he agrees to run a pipe line thru that portion of the ditch that he expects to cover without expense to the Town, and that he give the necessary easement, subject to the approval of the Supt. of Public Works that the request be granted. Councilman Smith seconded and the motion passed. Councilman Smith stated that he had talked with Mr. C. F. Powers of the Tybee Water Works relative to the installation of additional fire plugs, but as yet nothing has been done, Mr. A.P. Solomon, Jr. does not have the map ready, if the matter was delay- ed further it might cost the Tybee Water Works additional money, and that something should be done about it now, Mr. Powers was agreeable, Mr. Solomon was dilatory. Mayor Dutton stated that Councilman Smith informed him that Mr. Powers wanted to cooperate but if the Town cant get the map the Town will do the work. The Mayor requested Councilman Brown to report on his contact with the Engineering Dept., relative to the proposed groin extending from 18th Street, Councilman Brown stated that the U.S. Engineering Dept. did not think much of it, the Mayor asked what had been done in connection with the bad condition of the Tilton and let Street groins, Mr. Reed had handled the matter with Mr. J. J. Hutton who handled with the Atlantic Creosoting Co. they took samples which they claim showed creosote still in the groins, they are now using domestic oils in their treatment process, that further investigation is necessary, the Atlantic Creosoting Co. stated that the Town did not furnish specifications as to what was wanted, both groins are in the same relative condition. Work has been started on the entrance to the Town limits. The Mayor stated that Congressman Preston had contacted him relative to the Town acquiring some of the buildings on Cock - spur Island. He stated that some of the buildings could be used and it might be well to negotiate with the U. S Government with a view to getting some of them. Councilman Brown suggested that a survey be made and if it does not cost too much to purchase some of them that the Town do so, the Mayor appointed a committee consisting of Councilman Meddin, Smith and Brown and requested Supt. Reed to accompany them. 1 1 1 267 Councilman Smith asked what was the status of the doors that -were to be put up in the fire station, Mr. Reed stated that they had not been put up as he had some other work to do there and wanted to do it all at one time. Council was informed that Mr. Mike Goldberg, the operator of Stephen's Place, stated that he would pay for the material if the Town would open the plat on Butler Avenue in front of his place of business, the Mayor suggested that if too many openings were made that it will ruin the entire plat, it was the opinion of Council that it would be agreeable to open the plat in front of Stephen's Place provided that he writes a letter to the Town agreeing to pay for the work when it is done. The Mayor suggested that in connection with the property of Herbert Goring and Fannie Goring at 1010 1st Avenue, that Mr. Solms notify the owners that if they comply with complaints made against the premises within 30 days and will vacate the property during that time that the Town will not condemn it. He referred the matter to Mr. Solms stating that the matter should be com- pleted within 30 days. Councilman Meddin moved that the assessment on Sec. C, Lots 156 -157, Ward 1, on the improvements be reduced to $4000.00, Councilman Smith seconded and the motion passed. Councilman Meddin informed Council that he had checked on several different types of parking meters, the Mayor referred the matter to the Finance Committee to check and make recomenda- tions. The Mayor informed Council that he had placed Councilman Smith on the committees on which Councilman Lovell served during Councilman Lovells illness. Councilman Meddin suggested that a list of all licenses be put into a card index and also kept in a book so as to have a cross check on all licenses.paid and due, he suggested that the license committee make a survey of all business locations with the Chief, the Mayor stated that all licenses must be paid by June 1st, Councilman Peters stated that no beer licenses be issued until all other licenses that applied to a place of bus- iness are paid. Councilman Meddin moved that bills for the month of Feb- ruary amounting to $1219.77 be paid, Councilman Smith seconded and the motion passed. Councilman Smith stated that the fire engine needs some repairs and it would be necessary to spend some money to do this. Councilman Brown suggested that a concrete bottom be placed in the ditch on the eastern side of Butler Avenue between 6th and 7th Streets, the Mayor stated that he would contact the State Highway Department concerning this matter. 268 Councilman Smith stated that in connection with the pro - posed new road to the beach and which is to be voted on in the next referendum that the Town should promote it if it wants it, the Mayor said that the residents approve of it and that the public should be asked to support it, that the Chamber of Com- merce should push it, the various clubs should be requested to indorse it, talks should be given over the radio and etc., it was the opinion of Council that the Chamber of Commerce should take the lead in pushing the matter. A petition was presented by the Tybee p. T. A. and also by the p. T. A. of St. Michaels School protesting against stray dogs roaming on the Island and requesting that the Town enforce the ordinance pertaining to dogs. Attention was called to Council of the encroachment on the western side of Butler Avenue north of 17th Street by Louis Black and Sam Blumenthal who have pia.nted a number of shrubs and Span- ish Bayonets in the street. The Clerk was instructed to notify both to remove these at once. Councilman Meddin informed Council that Mr. A. P. Solomon, Jr. had constructed a new building on land owned by the Tybee Water Works on Butler Avenue, the Mayor instructed Town Attorney Solms to notify Mr. C. F. Powers that Mr. Solomon is operating a private business on Tybee Water Works property. Councilman peters moved that the discount on the 1949 taxes be allowed W. G. Logan, Councilman Meddin seconded and the motion passed. A petition was presented by Mrs. Blanche Solomon protest- ing against the assessment on the improvements on lot 29 -B, Ward 1. Petition was denied. Councilman Meddin moved that a resubdivision of beach lots 35 & 36, Central ward submitted by L. H. Smith, Sr. be approved, Councilman Smith seconded and the motion passed. The following letters are in connection with a private parking space owned by J. B. Pound Hotel Company south of and adjacent to 3rd Street. February 23, 1950 Hon. Edward A. Dutton Mayor, Savannah Beach Tybee Island, Ga. Dear Mr. Mayor: DeSoto Hotel Beach Club owned and operated by J. B. Pound Hotel Company opened up some time ago a private parking space on its property south of the Hotel off Butler Avenue. 1 1 I am writing to advise the Town of Savannah Beach through you that no dedication of the driveway has been wade as a part of the street or for public parking facili- ties, the portion in question being entirely private and reserved as such. Lawrence Dear Sir: I beg to acknowledge receipt of your faVrDr, of February 23rd advising me that the DeSoto Hotel Beach Club owned and operated by J. B. Pound Hotel Company opened a private park- ing place on its property south of the Hotel off Butler Avenue and that there would be no dedication of the drive- way as a part of the street or for public parking facilities Third Street is a sixty (60) foot street and this is the only footage the Municipality will claim. A RESOLUTION WHEREAS, section 5 of an Act of the General Assembly of Georgia, approved by His Excellency, the Governor of said State, on the 19th day of August, 1922 (Georgia Laws, 1922, page 9g$) and the laws ammendatory thereof require that the General Election provided for under the Charter of Savannah Beach, Tybee Island, Georgia, shall be conducted and held under the jurisdiction and authority of three (3) impartial and disinterested free - holders who shall act as election managers and who shall be selected by the Mayor and Councilmen of the Town of Savannah Beach then in office, and who shall further arrange and provide for under the aforesaid the impartial operation of said election and declare 269 270 the result of said election to their best skill and power; and, WHEREAS,the said Charter and Ammendments of the same here- inabove mentioned require that the General Election of a Mayor and six (6) Councilmen shall be held on the first Monday in April 1950; and, WHEREAS, said Municipality now desires to name four (4) impartial and disinterested free- holders, three (3) of whom shall act as managers of said election and one (1) of whom shall act as an alternate manager, as aforesaid; NOW THEREFORE, BE IT RESOLVED by the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, Georgia, in Council assembled, that Mrs. Eva yagle, Mrs. Maude P. McGinn and Jno. E. Register be and the same are hereby named as impartial and dis- interested managers who shall arrapge, provide, conduct and de- clare the results of the General Election to be held on the first Monday in April, 1950, for the election of Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, Georgia; and, BE IT FURTHER RESOLVED that Mrs. Catherine Blackburn be and she is hereby named as an alternate manager in the event of a failure to act by one of the above named managers; and she is hereby empowered with all the authority hereinabove set forth for a manager of the said General Election to be held on the first Monday in April, 1950, for the election of Mayor and Councilmen of the Town of Savannah Be Tybee Island, Georgia. no further business f/ Counci f the Mayor. Mayor erx ounc Savannah Beach, Tybee Island, Ga. April 3, 1950 A special meeting of Town Council was held today in the Town Hall at 6 p. M. and was attended by Mayor Dutton, who pre- sided, Councilmen Peters, Hosti, Brown, Smith, Lovell, Meddin, Town Attorney Solms and Representatives from Karpark Corporation and Dual Parking Meter Company. The meeting was called for the following purposes: 1. Consolidating returns of the General Election. 2. To consider the advisability of installing parking meters. 3. Adopt a Resolution on the death of Col. E. Geo. Butler, a former Mayor of Savannah Beach. Councilman peters moved that the report of the managers be received and adopted, Councilman Meddin seconded and the motion passed. 1 1 1 274 REPORT OF MANAGERS ELECTION HELD ON APRIL 3, 1950 We, the undersigned, who were duly appointed as Managers of the election for Mayor and Councilmen Of the Town of Savannah Beach, by resolution adopted by Council at a meeting held on March 9th, 1950, and who have conducted said election held on April 3rd, 1950, in accordance with the provisions of the Charter of Savannah Beach, Tybee Island, and the laws of the State of Georgia applicable thereto, do hereby certify that said election was held on April 3rd, 1950, in accordance with the law, and that the following candidates received the number of votes set forth opposite their names for said offices, in skid election: For Mayor Edward A. Dutton 220 votes For Councilmen who are residents and domiciled in Chatham County, outside the corporate limits of the Town of Savannah Beach, Tybee Island, and own property at Savannah Beach, Tybee Island. William S. Lovell Alexander Meddin John A. Peters For Councilmen who are bona fide residents and domiciled within the corporate limits of the Town of Savannah Beach, Tybee Island. James A. Brown Benno P. Hosti Thomas F. Smith E. J. Solomon 220 votes 220 votes 220 votes 219 votes 220 votes 220 votes 1 vote We therefore certify that Edward A. Dutton has received the highest number of votes cast for any candidate for Mayor of said Town; that William S. Lovell, Alexander Meddin, and John A. peters have received the highest number of votes cast for any candidate for the office of Councilmen of said Town who are bona fide res- idents and domiciled in Chatham County, outside of the corporate limits of the Town of Savannah Beach, Tybee Island, and erwn prop- erty at Savannah Beach, Tybee Island; and that James A. Brown, Benno P. Hosti and Thomas F. Smith have received the gighest number of votes cast for any candidates for the office of Council- men of said Town who are bona fide residents and domiciled within 272 the corporate limits of the Town of Savannah Beach, Tybee Island. Yagle Manager Councilman Lovell moved that the following Resolution be adopted, Councilman Hosti seconded and the motion passed. RESOLUTION WHEREAS, the managers duly named by Resolution passed by the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, Georgia, in Council assembled on the ninth day of March, 1950, to conduct the election just concluded and held on this the third day of April, 1950, at Savannah Beach, Tybee Island, for the purpose of electing a Mayor and six (6) Councilmen, three (3) of whom shall be bona fide residents and domiciled within the corporate limits of the Town of Savannah Beach, Tybee Islam), and three (3) of whom shall be bona fide resi- dents and domiciled in Chatham County, outside the corporate limits of the Town of Savannah Beach, Tybee Island, to hold office until the first Monday in April, 1952, or until their successors have been duly elected and qualified, have made the consolidated returns and /or results to the Mayor and Councilmen calling said election, which consolidation was done in the presence of and together with the several managers; and, WHEREAS, it appears that Edward A. Dutton received th highest number of votes for Mayor of the Town of Savannah Beach, Tybee Island; and, WHEREAS, James A. Brown, Benno P. Hosti and Thomas F. Smith received the highest number of votes for Councilmen of the Town of Savannah Beach, Tybee Island, who are bona fide residents and domiciled within the corporate limits of the Town of Savannah Beach, Tybee Island, and William S. Lovell, Alexander Meddin and John A. peters received the highest num- ber of votes for Councilmen of the Town of Savannah Beach, Tybee Island, who are bona fide residents and domiciled in Chatham County, outside the corporate limits of the Town of - -Savannah Beach, Tybee Island; NOW THEREFORE, BE IT RESOLVED by the Mayor and Councilmen -- of the Town of Savannah Beach, Tybee Island, in Council assembled, 1 1 1 1 273 and it is hereby resolved by the authority of the same that the result of said election be and the same is hereby declared as electing: Edward A. Dutton Mayor James A. Brown Councilman Benno p. Hosts Councilman Thos. F. Smith Councilman John A. Peters Councilman Alexander Meddin Councilman Wm. S. Lovell Councilman for the Town of Savannah Beach, Tybee Island, to hold office until the first Monday in April, 1952, or until their successors are elected and duly qualified; said results appearing from the returns of said election managers, which said returns are here - by adopted and made a part hereof. Mr. presented the Karpark meter and offered a six month trial period at a price of $64.50 each delivered and installed plus an initial expense of $3.50 each. He was excused. Mr. Shaw of the Dual Parking Meter Company presented his meter and submitted the details of the Company's contract, the price of the Dual meter being $66.00 each installed. He wqs ex- cused. Councilman Meddin estimated that 712 meters would be needed and moved that the Town use parking meters in the parking areas and on some of the streets where needed, and that they be install- ed for use starting with the summer season of 1950. Councilman Hosti moved that the Town purchase from the Dual Parking Meter Company, according to the survey made, esti- mated at 700 on the terms of the contract of the Dual Company and subject to the Town Attorney approving said contract, Council- man Lovell seconded and the motion passed unanimously. The Police Committee will work out the details. A RESOLUTION WHEREAS, by unanimous vote of the Mayor and Councilmen of Savannah Beach, Tybee Island, it has been agreed that parking meters should be installed in both parking lots along the Strand, and Along 15th, 16th 17th and 18th streets; and, WHEREAS, the Mayor and Councilmen have fully investigated several different types of parking meters with a view to pur- chasing the best suited meter for the locations named above as 274 well as the best irking meter for the cost price of the same; NOW THEREFORE, BE IT RESOLVED by the Mayor and Council- men of Savannah Beach, Tybee Island, in Council assembled, and it is hereby resolved by the authority of same, that the Mayor is hereby empowered to execute a contract for the purchase of the necessary mumbers of meters not to exceed seven hundred twenty -five (725) in number for the price of sixty -six dollars ($66.00), each, with the Dual Parking Meter Company of Canton, Ohio, and the Clerk of Council is hereby authorized to attest the same and the Town Attorney is authorized and directed to approve the form of said contract , together with the Mayor. Councilman Peters moved that the following Resolution on the death of Col. E. Geo. Butler, former Mayor of Savannah Beach, be adopted, Councilman Lovell seconded and the motion passed. A RESOLUTION WHEREAS, Colonel E. George Butter, a life -long supporter and an energetic worker for the Town of Savannah Beach, Tybee Island, departed this life on Sunday, April 2, 1950; and WHEREAS, Col. Butler was an outstanding leader in civic affairs and the business life of Savannah Beach, Tybee island, as well as Savannah, Georgia, and for many years performed im- portant services for the advancement of the Town of Savannah Beach, Savannah and Chatham County, Georgia where many of his projects materially increased the welfare of both of these cities and the county; all of which has endeared him in the hearts of the citizens of Savannah Beach as well as the hearts of the officers of the Municipality; and WHEREAS, Col. Butler, in the early days of the growth of the Town of Savannah Beach, then known as Town of Tybee, was extremely energetic in his work for the early development of said Town for which he served as Mayor from May 1, 1922 un- til March 27, 1925. NOW THEREFORE, BE IT RESOLVED by the Mayor and Council- men of the Town of Savannah Beach, Tybee Island, in Council assembled, that in the death of Col. E. Geo. Butler, the Town of Savannah Beach has lost one of its most valued and beloved citizens and true friend and that the sympathy of the Mayor and Councilmen and that of the citizens of the Municipality be extended to the family of Col. Butler; BE IT FURTHER RESOLVED that a copy of this Resolution be spread upon the minutes of Council and that a copy thereof be sent to the family of Col. Butter. There being no further business, Council adjourned, subject to the call of the Mayor. Mayor
