AUTHORIZING A PROFESSIONAL SERVICES CONTRACT FOR
ARCHITECTURAL SERVICES WITH POTTER ARCHITECTS —
CARTE RET FERRY TERMINAL PROJECT
ITEMS 1-4
WHEREAS, the Borough of Carteret is in need of specialized architectural services in
connection with Ure Carteret Ferry Terminal Project items 1-4; and
WHEREAS, Potter Architects, 410 Colonial Avenue, Union, New Jersey 07083,
possesses the requisite experience and expertise to provide said services; and
WHEREAS, Potter Architects has submitted a proposal to provide said services at a total
cost not to exceed $931,190.00; and
WHEREAS, the Mayor and Council have reviewed said proposal; and
WHEREAS, the Chief Financial Officer certifies that funds are or will be available for
said purpose.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough
of Carteret, County of Middlesex, State of New Jersey, as follows:
1. The proposal of Potter Architects for specialized architectural
services in connection with the Carteret Ferry Terminal Project
items 1-4 at a total cost not to exceed $931,190.00 is hereby
approved.
2. Annexed hereto is a copy of said proposal.
3. This action is approved as an award of a professional services
contract pursuant to N.J.S.A. 40A:11-5(l)(a) in accordance with
the Borough's Fair and Open Process as authorized bylaw,

and certified as a true copy of the

I am attaching our proposal spreadsheet which includes the following set -vices:
• Architectural
• Structural Engineering
• Mechanical Engineering
• Electrical Engineering
• Plumbing Engineering
• Fire Protection Engineering
• Kitchen/Food Set -vice Consultant (only through DD so that rough in can be determined for future build
out)
• Audio/Video/Specialty Lighting/Acoustics Design (limited to finished areas — generally the exterior and
first floor)
• Interior Designer
• BIM Model — all Disciplines with Clash Detection (levels 100/200/300)
• Renderings
• Video
• Reproductions
All of these disciplines are full services across all phases for a publicly bid project:
• Design Development
• Construction/Contract Documents
Bidding Phase
Construction Administration
Torcon has completed a preliminary review of our fee proposal, and I am now forwarding to you as well.
Please note that all Torcon suggestions listed below are already included in our fee proposal.
1. Value Engineering discussion subsequent to the Schematic and Design Development phases —included.
2. Construction Administration
a. Project Meetings through preconstruction and construction phases— included.
b. Submittal Review— included.
c. RFI discussion and response, sketches when appropriate— included.
d. Updated design documents if required based on scope changes or RFI responses— included.
e. Regular site visits by all consultants to assist in answering questions, evaluating the installed work from a
completion and quality viewpoint— included.
f. Punchlist—included.
g. Review of record submittals— included.
h. As-builts — included (as a typical GC requirement in the bid package).
We believe the fee is at the necessary level of effort and architectural/engineering involvement for a public bid, working
alongside Torcon. The fee has been worked out based on:
A. Our projected hours.
B. Cost of necessary consultants.
C. Our experience on several recent projects of the similar scope, dollar value, and complexity.
I am also passing along a guide on architectural fees. We believe the fee is in line.

I certainly don't have the experience to comment on the hours identified for various scope.
I would recommend that hours are included for the following activities:
