HomeMy Public PortalAbout08-25-2014 Village Board MinutesVILLAGE OF PLAINFIELD MEETING MINUTES AUGUST 25, 2014 AT: VILLAGE HALL BOARD PRESENT: M.COLLINS, G.PECK, J.RACICH, D.RIPPY, M.BONUCHI, P.FAY, AND B.LAMB. OTHERS PRESENT: B.MURPHY, ADMINISTRATOR; J.HARVEY, ATTORNEY; M.GIBAS, VILLAGE CLERK; D.WOLD , ENGINEER; A.PERSONS, PUBLIC WORKS DIRECTOR; M.GARRIGAN, PLANNING SUPERVISOR; D.MARQUEZ, BUILDING SUPERVISOR; K.RUGGLES, POLICE COMMANDER; AND K.GRECO, POLICE COMMANDER. CALL TO ORDER, ROLL CALL, PLEDGE Mayor Collins called the meeting to order at 7:00 p .m. Roll call was taken, all Trustees were present. Mayor Collins led the pledge to the flag. There were approximately 16 persons in the audience. PRESIDENTIAL COMMENTS Mayor Collins: • Proclaim ed September 2014 as Hunger Action Month . A representative f rom the Northern Illinois Food Bank was present in the audience to accept the Proclamation and encouraged everyone to “Go Orange” on September 4, 2014 and to donate food to the local pantries. The Village of Plainfield and Plainfield Library will be accep ting non -perishable food donations from September 2 through September 26. Food can be dropped off in the lobby of the Village Hall, located at 24401 W. Lockport Street, and the 2 nd Floor of the Plainfield Library, 15025 S. Illinois Street. The Northern Il linois Food Bank would appreciate donations of the following items: cereal (whole grain preferred), canned chicken and tuna, peanut butter, pasta (whole grain preferred), rice, dried beans, canned fruits (in own juice preferred), canned vegetables, reduce d sodium soup, and pasta sauce. TRUSTEES COMMENTS Trustee Fay: • Commented on the Midwest Brewers Fest and thanked everyone involved. • Stated that he supports putting the Village Board Packets online. Trustee Lamb commented on the open house at the Fairfield Ridge subdivision. Trustee Bonuchi thanked the organizers of the Midwest Brewers Fest. PUBLIC COMMENTS on items not on the Agenda (3 -5 minutes per topic) Mrs. Vicky Polito informed everyone of the Citizen Advocacy Center’s Presentation at the Library on Thursday. Village of Plainfield Meeting Minutes – August 25, 2014 Page 2 Commander Ruggles gave a presentation regarding the Midwest Brewers Fest and issues that arose because of inclement weather and wet grounds. Commander Ruggles pointed out that t hey will be moving forward with contingency plans for parking and traffic control. Mr. Ken McMullen stated that the fest organizers haven’t had a cha nce to meet yet and they apprec iate the support of the Village Board. Mr. Jake Wilken, New Castle Drive, expressed concern regarding the sidewalk contractor damaging his driveway and apron. Mr. Murphy will meet with Mr. Wilken. BUSINESS MEETING 1) APPROVAL OF AGENDA Trustee Fay moved to approve the Agenda. Second by Trustee Peck . Vote by roll call. Pec k, yes ; Racich, yes; Rippy, yes; Bonuchi, yes; Fay, yes; Lamb, yes. 6 yes, 0 no. Motion carried. 2) CONSENT AGENDA Trustee Fay moved to approve the Consent Agenda to include: a) Minutes of the Board Meeting held on August 11, 2014. b) Bills Paid and Bills Payable Reports for August 25, 2014. c) Cash & Investments, Revenue, and Expenditure Reports for July, 2014. Second by Trustee Racich . Vote by roll call. Peck, yes ; Racich, yes; Rippy, yes; Bonuchi, yes; Fay, yes; Lamb, yes. 6 yes, 0 no. Motion carried. 3) HARVEST 5K RUN Trustee Fay moved to authorize the road closures as identified in the staff report for the Harvest 5K Run to be held on September 28, 2014. Second by Trustee Rippy . Vote by roll call. Peck, yes ; Racich, yes; Rippy, yes; Bonu chi, yes; Fay, yes; Lamb, yes. 6 yes, 0 no. Motion carried. 4) 2014 HOMECOMING PARADE Trustee Bonuchi moved to authorize the road closures as identified in the staff report for the 2014 Homecoming Parade to be held on Saturday, October 4, 2014. Second by Trustee Peck . Vote by roll call. Peck, yes ; Racich, yes; Rippy, yes; Bonuchi, yes; Fay, yes; Lamb, yes. 6 yes, 0 no. Motion carried. ADMINISTRATOR'S REPORT No Report. MANAGEMENT SERVICES REPORT No Report. ENGINEER’S REPORT No Report. PLANNING DEPARTMENT REPORT No Report. Village of Plainfield Meeting Minutes – August 25, 2014 Page 3 BUILDING DEPARTMENT REPORT Mr. Dean Marquez presented the Operations Report for July, 2014 . PUBLIC WORKS REPORT Trustee Fay moved to authorize the Village President to award the 2014 Chip Seal Program to A.C. Pavement Striping Company in the amount of $94,780.00. Second by Trustee Rippy . Vote by roll call. Peck, yes ; Racich, yes; Rippy, yes; Bonuchi, yes; Fay, yes; Lamb, yes. 6 yes, 0 no. Motion carried. POLICE CHIEF’S REPORT Commander Greco presented the PEMA Report for March, April, and May 2014 and the Operations Report for July, 2014 ATTORNEY’S REPORT Attorney Harvey announce d that Governor Quinn issued an amendatory veto , SB3507, that removes municipalities from legislation seeking to impose severe restric tions on what municipalities and counties can charge for connecting a property to water and/or sewer services. We would like to thank our members for contacting the Governor’s Office and their state legislators to express opposition to the bill. As a resu lt of the amendatory veto, SB 3507 will only apply to townships . Mayor Collins read the reminders. Trustee F ay moved to adjourn to Executive Session as permitted under the Open Meetings Act under Section 2 (C)(6) to discuss the sale or lease of property, not to reconvene. Second by Trustee Peck .
