HomeMy Public PortalAbout08-29-2014 Special Village Board MinutesVILLAGE OF PLAINFIELD SPECIAL MEETING MINUTES AUGUST 2 9 , 2014 AT: VILLAGE HALL BOARD PRESENT: M.COLLINS, G.PECK, J.RACICH (ELECTRONIC), M.BONUCHI, P.FAY, AND B.LAMB. BOARD ABSENT: D.RIPPY. OTHERS PRESENT: B.MURPHY, ADMINISTRATOR; M.GIBAS , VILLAGE CLERK; D.WOLD, ENGINEER; D.KISSEL, WASTEWATER SUPERINTENDENT; AND T.PLECKHAM, MANAGEMENT SERVICES DIRECTOR. CALL TO ORDER, ROLL CALL, PLEDGE Mayor Collins called the meeting to order at 10:00 a.m. Roll call was taken, Trustee Rippy was absent. Trustee Racich attended electronically and all other Trustees were present. Mayor Collins led the pledge to the flag. There were approximately 3 persons in the audience. PRESIDENTIAL COMMENTS None TRUSTEES COMMENTS None PUBLIC COMMENTS on items not o n the Agenda (3 -5 minutes per topic) None BUSINESS MEETING 1) APPROVAL OF AGENDA Trustee Fay moved to approve the Agenda. Second by Trustee Peck . Vote by roll call. Peck, yes ; Racich, yes; Rippy, absent ; Bonuchi, yes; Fay, yes; Lamb, yes. 5 yes, 0 no , 1 absent . Motion carried. 2) SALT PURCHASE Trustee Peck moved to waive the bidding and authorize the Village President to execute an agreement, and the Village Board to approve, the purchase of 3,000 tons of Bulk Road Salt from Midwest Salt (of Batavia, IL) the supplier that provided the lowest quote at a total cost of $321,600.00. S econd by Trustee Bonuchi . Administrator Murphy stated that during the past 25 years, the Village has participated in the CMS Road Salt State Purchase Program. On July 18, staff received notice that the Village of Plainfield did not receive a State road salt purchase offer. At that time, staff contacted several vendors, but they would not provide quotes until the second round of State bidding occurred. On August 21, staff received notice from the State that the Village again did not receive any offers from road salt suppliers and that the Village was on its own to secure a road salt purchase contract. Accordingly, staff requested quotes from over 35 salt suppliers, throughout the nation. Staff received three quotes. Staff believe s it is best for the Village Board to act quickly regarding this issue. Mr. Doug Kissel pointed out that staff started requesting quotes in March.
