HomeMy Public PortalAbout14411 REVISED - Compensation PlanPROPOSED ORDINANCE NO. 14411 AN ORDINANCE, repealing the portion of Section Seven of Ordinance No. 13814 adopted March 12, 2014 that pertains to C Schedule (non-bargaining unit) and B Schedule positions eligible for membership in IUOE No. 513, Machinists No. 9, Bricklayers No. 1 and Electricians No. 1 (BT Schedule) and enacting a new ordinance with an emergency clause in lieu thereof, prescribing a new Compensation Plan for all Classified and Unclassified positions of The Metropolitan St. Louis Sewer District, except the positions of Executive Director, Secretary-Treasurer and Internal Auditor, and pay grade assignment of Unclassified positions and reflecting any changes to all C Schedule positions and BT Schedule positions represented by IUOE No. 513, Machinists No. 9, Bricklayers No. 1 and Electricians No. 1 compensation per the provisions of RSMo Section 105.00 – 105.530. WHEREAS, Ordinance 13814 adopted March 12, 2014 prescribed a Compensation Plan for all Classified and Unclassified positions of The Metropolitan St. Louis Sewer District, except the positions of Executive Director, Secretary-Treasurer and Internal Auditor, and pay grade assignments of Unclassified positions and reflecting any changes to all C Schedule positions, A and B Schedule positions represented by AFSCME No. 410, UWWA No. 1, IUOE No. 513, Machinists No. 9, Bricklayers No. 1 and Electricians No. 1 compensation per the provisions of RSMo Section 105.500 – 105.530, and WHEREAS, Rule 13.1 of the Metropolitan St. Louis Sewer District Civil Service Rules and Regulations provides that amendments to the Compensation Plan of the Classified Service shall be authorized by Ordinance, and WHEREAS, the Board of Trustees hereby wishes to amend said Compensation Plan, and NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT: Section One. The portion of Section Seven of Ordinance No. 13814 adopted March 12, 2014 that pertains to C Schedule (non-bargaining unit) and B Schedule positions eligible for membership in IUOE No. 513, Machinists No. 9, Bricklayers No. 1 and Electricians No. 1 (BT Schedule)is hereby repealed and superseded. Section Two. The pay schedules that follow are hereby adopted and prescribed for all positions in the Classified service of the District for C Schedule (see Attachment A) and BT Schedule positions represented by IUOE No. 513, Machinists No. 9, Bricklayers No. 1 and Electricians No. 1 only (see Attachment B). Section Three. In accordance with the provisions of Section 105.500 – 105.530 RSMo, designated representatives of the District have met, conferred and discussed proposals with representatives of IUOE No. 513, Machinist No. 9, Bricklayers No. 1 and Electricians No. 1 bargaining units. The results of such meetings, conferences and discussions have been reduced to writing and are hereby adopted. Section Four. PERIODIC ADVANCEMENT: An employee assigned to the C Schedule (non-bargaining unit) will be eligible for advancement in pay as described in the Salary Administration Policy for each evaluation period in which an overall rating of Meets Expectations or better is achieved. An employee in the BT Schedule eligible for membership in IUOE No. 513, Machinist No. 9, Bricklayers No. 1 and Electricians No. 1 will be eligible for a step increase in each fiscal year in years FY2017, FY2018, FY2019 and FY2020. Employees will receive a step increase at the time of his or her annual, original probationary and promotional probationary review date for each evaluation period in which an overall rating of Proficient or better is achieved. Nothing in this Ordinance shall be construed to authorize the increase of an employee's salary rate to a level higher than the range to which the employee's classification is assigned, or to conflict with the Civil Service Rules and Regulations, or to District Policies and Procedures or other collective bargaining agreements in place with District employees. Section Five. In accordance with the provisions of RSMo Section 105.500- 105.530 designated representatives of the District have collectively bargained with representatives of AFSCME No. 410 and UWWA, a division of Service Employees International Union (SEIU) Local No. 1 and are currently still bargaining with them. Section Six. This compensation ordinance is essential to align payroll with the IUOE No. 513, Machinist No. 9, Bricklayers No. 1 and Electricians No. 1 agreement and must be made without delay, thus creating an emergency within the meaning of the Plan. Accordingly, this ordinance shall take effect immediately upon its enactment.
