AN ORDINANCE, repealing Ordinance No. 13814 adopted March 12, 2014,
Ordinance No. 14411 adopted July 14, 2016 and Ordinance No. 14472 adopted July 14, 2016
and enacting a new ordinance with an emergency clause in lieu thereof, prescribing a new
Compensation Plan for all Classified and Unclassified positions of The Metropolitan St. Louis
Sewer District, except the positions of Executive Director, Secretary-Treasurer and Internal
Auditor, and pay grade assignment of Unclassified positions and reflecting any changes to all A
and B Schedule positions eligible for membership in AFSCME No. 410 and UWWA, a division
of Service Employees International Union (SEIU) Local No. 1, all BT Schedule positions
eligible for membership in IUOE No. 513, Machinists No. 9, Bricklayers No. 1 and Electricians
No. 1, and all C Schedule positions.
WHEREAS, Ordinance No. 13814 adopted March 12, 2014 prescribed a new
Compensation Plan for all Classified and Unclassified positions of The Metropolitan St. Louis
Sewer District, except the positions of Executive Director, Secretary-Treasurer and Internal
Auditor, and pay grade assignment of Unclassified positions and reflected changes to all C
Schedule positions, A and B Schedule positions represented by AFSCME No. 410, UWWA, a
division of Service Employees International Union (SEIU) Local No. 1, IUOE No. 513,
Machinists No. 9, Bricklayers No. 1 and Electricians No. 1 compensation per the provisions of
RSMo Section 105.00 – 105.530, and
WHEREAS, Ordinance No. 14411 adopted July 14, 2016 prescribed a new
Compensation Plan for all Classified and Unclassified positions of The Metropolitan St. Louis
Sewer District, except the positions of Executive Director, Secretary-Treasurer and Internal
Auditor, and pay grade assignment of Unclassified positions and reflected changes to all C
Schedule positions and BT Schedule positions represented by IUOE No. 513, Machinists No. 9,
Bricklayers No. 1 and Electricians No. 1 compensation per the provisions of RSMo Section
105.00 – 105.530, and
WHEREAS, Ordinance No. 14472 adopted July 14, 2016 prescribed a
Compensation Plan for the B Schedule positions eligible for membership in AFSCME No. 410
and UWWA, a division of Service Employees International Union (SEIU) Local No. 1, and
WHEREAS, Rule 13.1 of the Metropolitan St. Louis Sewer District Civil Service
Rules and Regulations provides that amendments to the Compensation Plan of the Classified
Service shall be authorized by Ordinance, and
WHEREAS, the Board of Trustees hereby wishes to amend said Compensation
Plan.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES OF
THE METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. Ordinance No. 13814 adopted March 12, 2014, Ordinance No.
14411 adopted July 14, 2016 and Ordinance No. 14472 adopted July 14, 2016 are hereby
repealed and superseded.
Section Two. The pay schedules that follow are hereby adopted and prescribed
for all positions in the Classified service of the District for all A Schedule positions eligible for
membership in AFSCME No. 410 and UWWA, a division of Service Employees International
Union (SEIU) Local No. 1 (See Attachment A), all B Schedule positions eligible for membership
in AFSCME No. 410 and UWWA, a division of Service Employees International Union (SEIU)
Local No. 1 (See Attachment B), all BT Schedule positions eligible for membership in IUOE No.
513, Machinists No. 9, Bricklayers No. 1 and Electricians No. 1 (See Attachment C), and all C
Schedule positions (See Attachment D).
Section Three. An employee who is regularly assigned to work on a shift basis
shall be paid as follows: (1) employees on the second shift shall receive premium pay at the rate
equivalent to five (5) percent above the normal rate for time worked on the second shift; (2)
employees on the third shift shall receive premium pay at the rate equivalent to ten (10) percent
above the normal rate for time worked on the third shift.
Section Four. An employee eligible for union membership regularly assigned to
work on a shift basis who is temporarily assigned for a minimum of two (2) hours or longer to a
vacancy in a higher-rated Schedule "B" or “BT” classification shall receive, for the duration of
such assignment, a higher-skills rate of one increment or the minimum rate of such higher class,
whichever is greater.
Higher skills rates may, when approved by appointing authorities, be paid to other
employees temporarily assigned to higher-rated Schedule "B" or “BT” classifications in
accordance with the applicable Civil Service Rules and Regulations.
Section Five. A vested employee who retires or dies while in active service and
who has unused accrued sick leave remaining, will be compensated for that portion of such
accrued sick leave which is equal to 1-1/4% for each year of District service from the employee’s
most recent original appointment date. The payment will not exceed $50,000.
Section Six. In accordance with the provisions of Section 105.500 – 105.530
RSMo, designated representatives of the District have met, conferred and discussed proposals
with representatives of AFSCME No. 410, UWWA, a division of Service Employees
International Union (SEIU) Local No. 1, IUOE No. 513, Machinists No. 9, Bricklayers No. 1 and
Electricians No. 1 bargaining units. The results of such meetings, conferences and discussions
have been reduced to writing and are hereby adopted.
Section Seven. PERIODIC ADVANCEMENT:
An employee in the A Schedule positions eligible for membership in AFSCME
No. 410 and UWWA, a division of Service Employees International Union (SEIU) Local No. 1
will be eligible for an increase for each regularly scheduled annual evaluation period in each
fiscal year in years FY2017, FY2018, FY2019 and FY2020 in which an overall rating of Meets
Expectations or better is achieved. Employees will be eligible for an increase one year from the
date of hire or last increase; the increase will be as described in the Salary and Wage
Administration Policy.
An employee in a B Schedule position eligible for membership in AFSCME No.
410 and UWWA, a division of Service Employees International Union (SEIU) Local No. 1, will
be eligible for a step increase in each fiscal year in years FY2017, FY2018, FY2019 and
FY2020. Employees will receive a step increase at the time of his or her annual, original
probationary and promotional probationary review date for each evaluation period in which an
overall rating of Proficient or better is achieved.
An employee in a BT Schedule position eligible for membership in IUOE No.
513, Machinists No. 9, Bricklayers No. 1 and Electricians No. 1 will be eligible for a step
increase in each fiscal year in years FY2017, FY2018, FY2019 and FY2020. Employees will
receive a step increase at the time of his or her annual, original probationary and promotional
probationary review date for each evaluation period in which an overall rating of Proficient or
better is achieved.
An employee assigned to the C Schedule (non-bargaining unit) will be eligible for
advancement in pay as described in the Salary Administration Policy for each evaluation period
in which an overall rating of Meets Expectations or better is achieved.
Nothing in this Ordinance shall be construed to authorize the increase of an
employee's salary rate to a level higher than the range to which the employee's classification is
assigned, or to conflict with the Civil Service Rules and Regulations, or to District Policies and
Procedures or other collective bargaining agreements in place with District employees.
Section Eight. This compensation ordinance is essential to align payroll with the
Collective Bargaining Agreements and must be made without delay, thus creating an emergency
within the meaning of the Plan. Accordingly, this Ordinance shall take effect immediately upon
its enactment.
The foregoing ordinance was adopted on August 11, 2016
