AN ORDINANCE, making an appropriation of Eighteen Million Nine Hundred
Thousand Dollars ($18,900,000.00) from the Sanitary Replacement Fund to be used for a
sanitary storage tunnel in Jefferson Barracks Tunnel (Lemay WWTP to Martigney PS) (11711)
in Unincorporated St. Louis County, Missouri; and authorizing the Executive Director and
Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter into Contract
No. 20489 with SAK Construction, LLC for a sanitary storage tunnel.
WHEREAS, the bid for said sanitary storage tunnel is Sixty-Three Million Three
Hundred Thirty-Three Thousand Three Hundred Thirty-Three and 33/100 Dollars
($63,333,333.33) and the allowance for construction change orders and other project expenses is
Three Million Six Hundred Sixty-Six Thousand Six Hundred Sixty-Six and 67/100 Dollars
($3,666,666.67);
WHEREAS, a supplemental appropriation request is planned for Fiscal Years
2018, 2019, and 2020 (FY2018, FY2019, FY2020) for Forty-Eight Million One Hundred
Thousand Dollars ($48,100,000.00), providing a total appropriation amount of Sixty-Seven
Million Dollars ($67,000,000.00); and
WHEREAS, the Director of Finance has certified that there is an unencumbered
balance in the above-named fund sufficient to pay the obligation authorized herein.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES OF
THE METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. The sum of Eighteen Million Nine Hundred Thousand Dollars
($18,900,000.00) is hereby appropriated from the Sanitary Replacement Fund for a sanitary
storage tunnel in Jefferson Barracks Tunnel (Lemay WWTP to Martigney PS) (11711) in
Unincorporated St. Louis County, Missouri.
Section Two. The Executive Director and Secretary-Treasurer are hereby
authorized on behalf of The Metropolitan St. Louis Sewer District to enter into Contract No.
20489 with SAK Construction, LLC as the lowest responsible bidder for a sanitary storage
tunnel in Jefferson Barracks Tunnel (Lemay WWTP to Martigney PS) (11711) in
Unincorporated St. Louis County, Missouri, pursuant to bids received on the 17th day of
November, 2016.
Section Three. This ordinance, being an appropriation ordinance, shall take effect
immediately upon its enactment.
The foregoing Ordinance was adopted on February 9, 2017.
