AN ORDINANCE, appropriating Five Hundred Thousand Dollars ($500,000.00)
from the Sanitary Replacement Fund and Four Hundred Fifty Thousand Dollars ($450,000.00)
from the Operation, Maintenance, Construction, and Improvement Fund of Deer Creek to be
used for storm sewer construction and private I/I removal in Black Creek Sanitary Sewer and I/I
Reduction Part 2 (11883) in the Cities of Clayton, Ladue, and University City, Missouri; and
authorizing the Executive Director and Secretary-Treasurer on behalf of The Metropolitan
St. Louis Sewer District to enter into Contract No. 20607 with Above and Below Contracting,
LLC for the aforesaid storm sewer construction and private I/I removal.
WHEREAS, the bid for said storm sewer construction and private I/I removal is
Eight Hundred Sixty-Nine Thousand Four Hundred Eighty-Nine Dollars ($869,489.00) and the
allowance for construction change orders and other project expenses is Eighty Thousand Five
Hundred Eleven Dollars ($80,511.00); and
WHEREAS, the Director of Finance has certified that there is an unencumbered
balance in the above-named fund sufficient to pay the obligation authorized herein.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES OF
THE METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. The sum of Five Hundred Thousand Dollars ($500,000.00) is
hereby appropriated from the Sanitary Replacement Fund and the sum of Four Hundred Fifty
Thousand Dollars ($450,000.00) is hereby appropriated from the Operation, Maintenance,
Construction, and Improvement Fund of Deer Creek for storm sewer construction and private I/I
removal in Black Creek Sanitary Sewer and I/I Reduction Part 2 (11883) in the Cities of Clayton,
Ladue, and University City, Missouri.
Section Two. The Executive Director and Secretary-Treasurer are hereby
authorized on behalf of The Metropolitan St. Louis Sewer District to enter into Contract
No. 20607 with Above and Below Contracting, LLC, as the lowest responsible bidder for storm
sewer construction and private I/I removal in Black Creek Sanitary Sewer and I/I Reduction Part
2 (11883) in the Cities of Clayton, Ladue, and University City, Missouri, pursuant to bids
received on the 23rd day of March, 2017.
Section Three. This ordinance, being an appropriation ordinance, shall take effect
immediately upon its enactment.
The foregoing Ordinance was adopted on May 11, 2017.
