AN ORDINANCE, appropriating Sixteen Million Nine Hundred Ninety
Thousand Dollars ($16,990,000.00) from the Sanitary Replacement Fund and Forty Thousand
Dollars ($40,000.00) from the Operation, Maintenance, Construction, and Improvement Fund of
Deer Creek to be used for sanitary sewer construction in DC-02 & DC-03 Sanitary Relief
(Brentwood Blvd to Conway Rd) Phase II (12471) in the Cities of Brentwood, Rock Hill and
Ladue, Missouri; and authorizing the Executive Director and Secretary-Treasurer on behalf of
The Metropolitan St. Louis Sewer District to enter into Contract No. 21628 with Kolb Grading,
LLC for the aforesaid sanitary sewer construction.
WHEREAS, the bid for said sanitary sewer construction is Twenty-Five Million
Five Hundred Twelve Thousand Five Hundred Seventy and 66/100 ($25,512,570.66) and the
allowance for construction change orders and other project expenses is One Million Four
Hundred Eighty-Seven Thousand Four Hundred Twenty-Nine and 34/100 ($1,487,429.34);
WHEREAS, a supplemental appropriation request is planned for Fiscal Year 2019
(FY2019) for Nine Million Nine Hundred Seventy Thousand Dollars ($9,970,000.00), providing
a total appropriation amount of Twenty-Seven Million Dollars ($27,000,000.00); and
WHEREAS, the Director of Finance has certified that there is an unencumbered
balance in the above-named fund sufficient to pay the obligation authorized herein.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES OF
THE METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. The sum of Sixteen Million Nine Hundred Ninety Thousand
Dollars ($16,990,000.00) is hereby appropriated from the Sanitary Replacement fund and the
sum of Forty Thousand Dollars ($40,000.00) is hereby appropriated from the Operation,
Maintenance, Construction, and Improvement Fund of Deer Creek for sanitary sewer
construction in DC-02 & DC-03 Sanitary Relief (Brentwood Blvd to Conway Rd) Phase II
(12471) in the Cities of Brentwood, Rock Hill and Ladue, Missouri; said contract being
comprised of such terms and conditions as have been approved by the Office of the General
Counsel of the District.
Section Two. The Executive Director and Secretary-Treasurer are hereby
authorized on behalf of The Metropolitan St. Louis Sewer District to enter into Contract
No. 21628 with Kolb Grading, LLC, as the lowest responsible bidder for sanitary sewer
construction in DC-02 & DC-03 Sanitary Relief (Brentwood Blvd to Conway Rd) Phase II
(12471) in the Cities of Brentwood, Rock Hill and Ladue, Missouri, pursuant to bids received on
the 9th day of November, 2017.
Section Three. This ordinance, being an appropriation ordinance, shall take effect
immediately upon its enactment.
The foregoing Ordinance was adopted on January 11, 2018.
