AN ORDINANCE, authorizing the Executive Director and Secretary-Treasurer
on behalf of The Metropolitan St. Louis Sewer District to enter into an agreement with Mason
Tillman Associates, Ltd., whereby Mason Tillman Associates, Ltd. will provide Consultant
Services in the area of performing a Disparity Study update for the District.
WHEREAS, Ordinance No. 13373, adopted February 8, 2012, appropriated the
initial funding for and authorized MSD’s 2012 Disparity Study; and
WHEREAS, staff followed the rules and regulations as contained in Ordinance
No. 14824, adopted November 9, 2017, and The MSD Charter which authorize this single source
procurement with Mason Tillman Associates, Ltd.; and
WHEREAS, the Director of Finance has certified that there is an unencumbered balance
in the above-named fund sufficient to pay the obligation authorized herein.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES OF
THE METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. The Executive Director and Secretary-Treasurer are hereby
authorized on behalf of The Metropolitan St. Louis Sewer District to enter into an agreement
with Mason Tillman Associates, Ltd., whereby Mason Tillman Associates, Ltd., will provide
Consultant Services in the area of performing a Disparity Study update for the District.
Section Two. The agreement authorized in Section One of this Ordinance shall
commence on October 1, 2018 and terminate on September 29, 2019, and be comprised of such
other terms and conditions as are approved by the office of the General Counsel of the District.
Accordingly, this ordinance shall take effect immediately upon its enactment.
The foregoing ordinance was adopted on October 11, 2018.
