Mr. McCombs answered questions regarding facilities at the Maple Plain plant by referring to a letter from the Metro Waste Control Commission stating that they had programmed this project into their planning and would have sufficient facilities available. Mr. Fenholt inquired as to if and when this project would be forced upon us if we do not act on our own. Robert Franklin stated that the Metro Waste Control had recr-ived some complaints about the area. Wm. Fenholt also asked what the time table for the project would be. Mr. McCombs answered that it could be in operation by October, 1975, if all went on schedule. Anne Theis asked for an explanation of service charges. The Hamel rates were cited as an ex- ample of expenses for treatment and the Metro Sewer Service charges. Residents conducted their own poll and of the 40 homeowners represented 28 were in favor of the project. Discussion among Council followed: Thomas Stevens stated we would need a committment from the Park board. Robert Franklin said we would have a reading from them after Feb. 20th. Wayne Neddermeyer wished to consider the financial aspect. Donald DesLauriers was concerned ���% about the aprk and whether water is a necessity or a convenience. Anne Dorweiler stated that water was put in at Hamel because of apartments and industrial sites but thpt situation does not apply in this case. ���� Motion by Arthur Theis to keep Independence Beach project hearing open until Feb. 18th at 8PM. After discussion that a 4/5 vote would be necessary to decide the proposal and 2 members will not be present on Feb. 18 Arthur Theis withdrew his motion and reworded it to have meeting on Feb. 20. Seconded by Robert Franklin. When informed that a Public Hearing is scheduled for Feb. 18 motion by Arthur Theis, seconded by Robert Franklin to hold a special meeting on Thursday Feb. 20 to consider the Independence Beach Sewer and Water Project. Motion carried unanimously 3. GEORGE WYSE, ELM CREEK BUDGET George Wyse presented financial statement of Elm Creek Conservation Commission of the past 2 years and the proposed expenditures for 1975 adding that 4 of the 6 members have approved the 1975 budget. Motion by Robert Franklin, seconded by Donald DesLauriers to disapprove $918.00 of the $1836.00 budget of Elm Creek Conservation District. Motion carried unanimously He was also instructed to carry back to the commission the word that there should be a substantial surplus to carry over into 1976. Discussion of an alternate representative from Medina to be chosen, Planning Commission will be asked if anyone would be interested in serving as an alternate. 4. SHERIFF'S PATROL Discussion with Chief of Police Charles Hoover and it was decided to contact other villages in the area to find out if they would be interested in a joint powers agreement if Hennepin County cuts policing protection. 5. ANNE DORWEILER, FIRE LANES AROUND PUBLIC BUILDINGS Anne Dorweiler discussed with council situations that could be necessity of having an ordinance regarding the hosting of fire cars parked in same. Motion by Thomas Stevens, Seconded by Arthur Theis to have Robe sample ordinances regarding fire lanes. LOT SIZE ORDINANCE 5 Robert Franklin stated that he had made several changes in the ordinance as a result of the Public Hearing of January 21st. Council again went through ordinance and discussed with residents present the question of minimum 2-i vs. 5 acre lot sizes. Metro Developmrn.t Framework was cited suggesting 5 acre minimums. Favorable comments were heard as to a R I classification where 1 acre lots would be per- mitted in a sewer guaranteed area. Anne Dorweiler will take comments back to the committe for a restudy of all suggestions 7. ASSESSMENT SEARCH CHARGE Motion by Donald DesLauriers, seconded by Robert Franklin to charge $7.50 for all futurs assessment search requests. Motion carried unanimously 8. MOBILE HOME PARK ORDINANCE As a continuation of the Public Hearing regarding mobile home parks Robert Franklin presented the following exhibits to be made part of the record: Medina Ordinance No.132, dated April 15, 1970; News release from U.of M. dated May 29, 1973; News release from Lobsenz Publ Rleation Co. dated Oct.12, 1971; Ordinance No. 51, Village of Minnetrista, dated Feb. 5, 1973; News release from Nat. Fire Protection Assoc. dated May 21, 1974; News article from the Milwaukee Journal dated Sept. 8, 1974; News article from Rochester, Minn. dated Sept. 8, 1971; News article from the Pioneer Press dated Oct. 10, 1971; News article from the Post -Bulletin; Article from the Minnesota Fire Chief. 9. B & E ANIMAL PATROL CHARGES Letter was read from B & E Patrol stating than an increase to $12.50 per hour patrol rates would go into effect March 1, 1975. Robert Franklin stated that he had contacted Metropolit',n.'Animal Control and found that their rates were from $9.00 to $11.00 per call. Motion by Robert Franklin, seconded by Thomas Stevens to contract with Metropolitan Animal Control. Motion carried unanimously. 10. CIGARETTE LICENSE APPLICATIONS Motion by Thomas Stevens, seconded by Arthur Theis to approve tle 1975 cigarette license of Robert Berthiaume of Bob's "55" Club. Motion carried unanimously Motion by Thomas Stevens, seconded by Robert Franklin to approve the 1975 cigarette license of Greg Dubay of Medina Service. Motion carried unanimously 11. NORTHWEST SUBURBAN CHAMBER OF COMMERCE Motion by Thomas Stevens, seconded by Donald DesLauriers to pay dues of $20.00. Motion carried unanimously 12. JIM HART Discussion as to whether or not parking lot improvement bond had been posted. Clerk was instructed to contact Anne Dorweiler and action to be taken if bond were not posted. 13. UTILITY BUILDING Donald DesLauriers presented plans for a utility building to be constructed on city property. Building considered is 50 x 100 ft. with a 40 x 50 ft. shop area, 2 overhead doors and 3 service doors, 5 inch concrete floor in shop area which would be insulated. Cost does not include electric wiring, heating or painting. Cost to be$24,300 or the shell only $16,500. Motion by Robert Franklin, seconded by Thomas Stevens to authorize Donald DesLauriers to prepare specs for bids for utility building. Motion carried unanimously 14. MEDINA MORNINGSIDE HYDRANTS Motion by Robert Franklin, seconded by Thomas Stevens to instruct Bergerson-Caswell to clear snow from hydrants 24 hours after it snows. Motion carried unanimously. 15. METROPOLITAN DEVELOPMENT FRAMEWORK RESOLUTION As council members were not prepared to comment on resolution fegarding Metro Development resolution as prepared by Robert Franklin, discussion will he continued at the next meeting. 16. BILLS Motion by Robert Frinklin, seconded by Arthur Theis to pay the bills. Order checks in the amount of $84,260.39; Payroll in the amount of $5,474.27 ; Revenue Sharing in the amount of $1690.00.
