The regular meeting of Town Council was held today at 4 p. M.
and was attended by Mayor Dutton, who presided, Councilmen Peters,
Meddin,Hosti, Smith, Lovell, Town Attorney Solms, Jr., Mrs. Julia
Hamlet, Mr. Rouse and Mr. Beattie.
Mrs. Hamlet protested against the 1950 assessment placed on
her property, contending that it wav too high, the matter was referred
to the Assessment Committee. Mrs. Hamlet was excused.
Mr. Rouse of the Dual Parking Meter Company in charge of the
installation of the parking meters reported that all of the meters
had been installed and were ready for use, he stated thet to service
them properly would take the full time of one man as they must be
kept in good condition, this man should be a trouble- shooter, that to
police the meters to check violations a policeman is needed, that at
least two men are needed to properly handle the job, he was aeked
how long it would take to bob them, Mr. Rouse stated that it would
take about four hours. Mr. Rouse was excused.
The minutes of the meeting of April 20th were read and adopted.
A petition was presented by a group of Town Employees petition-
ing for a 20 % increase in salaries retroactive to May 1, 1950,
Councilman Meddin moved that the petition be referred to the Finance
Committee, Councilman Peters seconded and the motion passed.
Mr. Fred Garis requested that the license fee on minature
pool tables be reduced, Councilman Meddin moved that the license fee
for minature pool tables be $15.00 for each table. Councilman Peters
seconded and the motion passed.
Councilman Peters moved that in connection with Mr. Lanes re-
quest for a reduction in the cost of some of the license fees to
operate his rides and etc., that the Kiddy Rides.be reduced to $25.00
each, and that the`fee on'the large rides remain at $50.00 per ride,
and the shooting gallery remain at $50.00, Councilman Smith second-
ed and the motion passed.
Councilman Meddin moved that O'Brien & Spillane be authorized
to audit the Town books for the year May 1, 1949 to April 30, 1950,
Councilman Smith seconded and the motion passed.

Councilman Lovell stated he would talk to Mr. Kent relative to
providing for an additional outlet at the Treatment plant and he
stated that the problem is caused by the rising tides, he suggested
putting in another pumping station along the present effluent line
that would relieve the situation.
•Councilman Smith stated that in connection with the request
of the S. B. V. F. Department to use the auditorium several days a
week to show movies that he had investigated the area next to the
Gar. s Bowling Alley but this would not do for this purpose.
Councilman peters moved that Henry M. Buckley be elected as
Clerk of Council and Ex- Officio Treasurer for the ensuing year at
an annual salary of $3465.00 payable monthly, Councilman Hosti sec-
onded and the motion passed.
Councilman Peters moved that Robert A. Stewart be appointed
Chief of police and Ex- Officio Tax Collector for the ensuing year
at an annual salary of $2772.00, payable monthly, Councilman Hosti
seconded and the motion passed.
Councilman Peters moved that Thomas M. Reed be appointed t.
Superintendent of public Works at an annual salary of $3000.00,
that S. R. Kent be appointed Superintendent of the Sewerage De-
partment at an annual salary of $2772.00, and Mr. J. W. Lang be
appointed Building & Plumbing Inspector an an annual salary of
$2640.00, all three for the ensuing year, and on a monthly basis.
Councilman Hosti seconded and the motion passed.
Councilman Hosti moved that Councilman Meddin be elected
Chairman of Council, Councilman Peters seconded and the motion
passed.
The matter of the method of handling the parking meters and
also to consider the petition of the employees requesting an increase
in salary was referred to the police and Finance Committees. The Com-
mittees were also requested to consider the creation of a Lt. of
Police to act in the absence of the Chief of police and to describe
his duties and authority.
Councilman Lovell moved that the petition of Mrs. Frances: L.
Bennett to erect a sign near Lighthouse creek be granted, Council-
man Hosti seconded and the motion passed.
Councilman peters moved that an old truck body be sold to
M. B. Clark for $10.00, Councilman Hosti seconded and the motion
passed.
Council was informed that a Mr. Alliotta was filling in some
land west of 4th Avenue between llth and 12th Streets without per-
mission.
Councilman Smith moved that the following Ordinance be adopt-
ed. Councilman Lovell seconded and the motion passed.
AN ORDINANCE
AN ORDINANCE TO PROVIDE FOR THE INSPECTION TO DETERMINE
THE PRESENCE OF RATS IN ALL BUILDINGS AND PREMISES WITH-
IN THE CORPORATE LIMITS OF SAVANNAH BEACH, TYBEE ISLAND,
GEORGIA, BY THE HEALTH DEPARTMENT OF SAVANNAH BEACH,
TYBEE ISLAND, OR ITS AGENTS; AND TO PROVIDE THAT THE
OWNER AND /OR TENANT OF ANY BUILDING OR PREMISES FOUND
TO CONTAIN RATS MUST WITHIN TEN DAYS ERADICATE AND
DESTROY THE RATS FROM SAID PREMISES; TO PROVIDE A PENALTY
FOR THE VIOLATION THEREOF; AND FOR OTHER PURPOSES.
WHEREAS, in order to maintain health standards within the
Municipality, it is desirous to eliminate as nearly as possible
all rats within the corporate limits of the Municipality as cer-
tain diseases are transmitted by rats; and,
WHEREAS, in order to properly carry out the total destruc-
tion of rats, it is necessary that a house -to -house and building-
to- building inspection of all premises within the corporate limits
of said Municipality be carried out within a reasonable time by the
Health Department of Salgannah Beach, Tybee Esland, or its agents,
the Georgia Department of Public Health and the United States De-
partment of Public Health; and,
WHEREAS, in order to accomplish the complete elimination or
destruction of the rats, it is necessary that each and every place
within the corporate limits be inspected and necessary steps be
instituted to destroy the said rats which are found in the same
as otherwise, the whole program will fail.
SECTION 1. Be it ordained by the Mayor and Councilmen of the
Town of Savannah Beach, Tybee Island, in Council assembled, and it
is. hereby ordained by authority thereof, that the Health Department
of said Municipality or any person or persons designated by the same,
whether they be members of the Georgia Department of Public Health
or of the United States Department of public Health, be and they
are hereby authorized to inspect each building, house, outhouse,
premises, garage and /or store and /or any other construction of what-
ever nature and kind to determine whether or not rats are present
therein.
SECTION 2. Be it further ordained by the Mayor and Councilmen
of the Town of Savannah Beach, Tybee Island, in Council assembled,
and it is hereby ordained by authority thereof, that in the event
said inspection by the Health Department of said Municipality or
its duly authorized agents, discloses any evidence whatsoever of
the presence of rats in or about the premises, it shall be the duty
of the owner and /or tenant of said premises to completely eradicate
and /or destroy all rats and completely free their premises of the
same within ten (10) days after the notification by the Health
Department of said Municipality or the Georgia Department of Public
Health or the United States Department of Public Health that rats
are contained within the premises; and,

SECTION 3. Be it further ordainea by the mayor and Councilmen
of. the Town of Savannah Beach, Tybee Island, in Council assembled,
and it is hereby ordained by authority thereof, the the premises of
any person or persons, which premises have been found to contain
rats and in which premises the owner and/or tenant shall fail and
refuse to take the necessary steps to eradicate and destroy the rats
within the ten (10) day period provided in the foregoing section,
the Department of public Health of the Municipality and /or its duly
authorized agents shall take the necessary steps to eradicate and
destroy the rats therein, and for the amount of the cost thereof,
the Clerk of Council of said Town shall issue an execution against
the owner of the property which has been found to contain the rats.
SECTION 4+. Any person or persons violating any of the provis-
ions car-ggarro 1 and Section 2, either or both, of this ordinance
shall, upon conviction before the Mayor's Court of said Town, be
subject to be fined in the sum of not more than One Hundred Dollars
(100.00) or be imprisoned not more than thirty (30) days, either or
both, or any portion of either or both in the discretion of the Court.
SECTION 5. All ordinances or parts of ordinances conflicting
with the provisions of this ordinance are hereby repealed.
Councilman Meddin moved that the following Resolution be adopt-
ed, Councilman Smith seconded and the motion passed.
A RESOLUTION
WHEREAS, the tax notices and statements on real and personal
property were not sent out on or before May 1st, 1950 due to the ex-
treme large amount of business occurring In the office of the Clerk
of Council at this time: and,
WHEREAS, said taxes on real andpersonal property are subject
to a 10% discount if paid on or before May 15th of each fiscal year.
NOW THEREFORE, BE IT RESOLVED by the Mayor and Councilmen of _
the Town of Savannah Beach, Tybee Island, in Council assembled, at
this regular meeting, and it is hereby resolved that the 10% die.o =:
count on real and personal property taxes be continued on all taxes
paid on or before June 1st, 1950, and that the Clerk of Council be
and he is hereby directed to give the usual 10% discount to all per-
sons paying their taxes on or before June let, 1950.
There being no further business, Council adjourned, subject
to the call of the Mayor.
