TYBEE ISLAND MAIN STREET BOARD OF DIRECTORS MEETING
Minutes: November 20, 2013
Vision: To improve the quality of life for those that live, work and visit Tybee Island through a healthy business
corridor and enhance the cultural experience while preserving the community's barrier island heritage.
DIRECTORS PRESENT: Katie Addis, Bill Garbett, Jim Glass, Vicki Hammons, Monty Parks, Kelly Partridge
DIRECTORS ABSENT: Ted Lynch, Peggy Stone, John Yarbrough
CALL TO ORDER
Monty called the meeting to order at 6:05pm.
WELCOME
Monty welcomed Brenda Marion to the Main Street Board of Directors. Brenda was appointed to
represent the arts and cultural interests on behalf of the Tybee Island Maritime Academy. Her term is to
fulfill that of Amy Kagan’s.
MAIN STREET BOARD OF DIRECTORS MINUTES: October 16, 2013
Jim made a motion to approve the October 16, 2013 Main Street Board of Directors minutes. Katie
seconded the motion. The motion passed unanimously.
DOWNTOWN DEVELOPMENT AUTHORITY (DDA) / TERMS FOR BOARD OF DIRECTORS
Bill reviewed the discussions City Council has had regarding the Downtown Development Authority.
Council will be discussing again at their next meeting. Chantel has submitted the model resolution to the
City Attorney. She reviewed the DDA terms set by the state and Main Street Directors listed as follows:
2 year terms – John and Peggy, 4 year terms – Brenda and Kelly, 6 year terms – Katie, Ted and Vicki.
Directors discussed term limits as reviewed during the board retreat in April and discussed during the May
meeting. Directors expressed the importance of ensuring that there is not a huge turnover at one time.
Jim made a motion to adopt staggered terms so that they match with the DDA proposed term limits once
Chantel calls Billy Peppers for clarification / confirmation. Katie seconded the motion. The motion passed
unanimously. Chantel will report back to the directors once she has spoken with Billy.
Chantel reminded Directors that terms for five director seats are coming up in 2014. The advertisement
will need to be posted in December in order to begin the submittal process in a timely fashion. The terms
will be determined based on Council’s decision about the DDA and feedback from Billy.
THIRD THURSDAYS ON TYBEE
Chantel reminded Directors that Roger Moss and Eric Jones are performing at the Roundabout this
Thursday. She reported that she did submit 2014 ad assistance requests to the Tybee Island Tourism
Council for Third Thursdays – Spring, Third Thursdays – Fall and Tybee for the Holidays – 2014. The
advertising requests for the two series of Third Thursdays were $2,000 each and $5,000 for Tybee for the
Holidays.
Directors discussed the submission process by artists for the 2014 Third Thursdays on Tybee series. Vicki
suggested incorporating performing arts. Jim provided examples from other cities where he has seen
roving performers in business districts. Chantel will send the Call for Submissions to Vicki and Jim for
input prior to publishing.

COMMITTEE REPORTS
Promotions: Katie reported that Chantel and she spent the morning distributing donation boxes provided
by T. S. Chu’s Department Store and the Marines to all the collection locations. She also reported that
Gretchen Greene School of Dance has cancelled their performance for Lights on for Tybee. She has been
in contact with Kim at Glor na Daire Academy of Irish Dance to see if they will perform. Monty reported
that are confirmed and for Chantel to update the information online. Monty is taking care of the stage
configuration and is arranging the sound and equipment for the evening. Chantel reported that parade
entries are higher this year. Brenda reported that the TIMA PTA has sent letters to the parents to be in
the parade. She inquired about having a snow machine at Lights on night. Chantel and she will
communicate tomorrow. Chantel reviewed the marketing that is scheduled for the month.
Design: Vicki reported that the design guidelines and swatch boards are still being finalized. Main Street
has received a donation of $1500 from PWPI to go towards Historic Preservation / Design projects. The
Design Committee discussed the donation at their last meeting and made suggestions for its application
such as: façade improvement match, printing nice booklets of the guidelines/swatches to be loaned out
for merchants to show their contractors when preparing to do improvements, and an archway to Tybrisa.
Chantel stated the board will need to make a decision so that the donation can be applied this fiscal year.
Directors will revisit the subject at a later date.
OTHER BUSINESS
Brenda inquired about Main Street showing movies in Memorial Park for the public. She and Chantel will
discuss the information Chantel has further.
NEWS FROM DIRECTORS
Brenda announced the Spelling Bee will be February 21. She also shared that TIMA is planning monthly
dinners to benefit the school in partnerships with local restaurants.
Kelly announced that Delta is going to the Gulf Monday, November 25.
