AN ORDINANCE, appropriating Four Million Eight Hundred Thousand Dollars
($4,800,000.00) from the Sanitary Replacement Fund to be used for sanitary sewer rehabilitation
in Bissell – Coldwater – Missouri – Meramec Public I/I Reduction (2020) Contract C (12027) in
the City of Kirkwood, Missouri; and authorizing the Executive Director and Secretary-Treasurer
on behalf of The Metropolitan St. Louis Sewer District to enter into Contract No. 21809 with
Insituform Technologies USA, LLC for the aforesaid sanitary sewer rehabilitation.
WHEREAS, the bid for said sanitary sewer rehabilitation is Four Million Six
Hundred Eleven Thousand Eight Hundred Sixty and 70/100 Dollars ($4,611,860.70) and the
allowance for construction change orders and other project expenses is One Hundred Eighty-
Eight Thousand One Hundred Thirty-Nine and 30/100 Dollars ($188,139.30); and
WHEREAS, the Director of Finance has certified that there is an unencumbered
balance in the above-named fund sufficient to pay the obligation authorized herein.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES OF
THE METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. The sum of Four Million Eight Hundred Thousand Dollars
($4,800,000.00) is hereby appropriated from the Sanitary Replacement Fund for sanitary sewer
rehabilitation in Bissell – Coldwater – Missouri – Meramec Public I/I Reduction (2020) Contract
C (12027) in the City of Kirkwood, Missouri; said contract being comprised of such terms and
conditions as have been approved by the Office of the General Counsel of the District.
Section Two. The Executive Director and Secretary-Treasurer are hereby
authorized on behalf of The Metropolitan St. Louis Sewer District to enter into Contract
No. 21809 with Insituform Technologies USA, LLC, as the lowest responsible bidder for
sanitary sewer rehabilitation in Bissell – Coldwater – Missouri – Meramec Public I/I Reduction
(2020) Contract C (12027) in the City of Kirkwood, Missouri, pursuant to bids received on the
13th day of August, 2019.
Section Three. This ordinance, being an appropriation ordinance, shall take effect
immediately upon its enactment.
The foregoing Ordinance was adopted on October 10, 2019.
