AN ORDINANCE, making an appropriation of Ten Million Dollars
($10,000,000.00) from the Sanitary Replacement Fund to be used for sanitary sewer
rehabilitation in Gravois Trunk (Whitecliff to RDP) Sanitary Rehabilitation (Fannie Ave to
Pardee Lane) (10496) in the Cities of Bella Villa, Crestwood, Green Park, Grantwood Village,
and Unincorporated St. Louis County, Missouri; and authorizing the Executive Director and
Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter into Contract
No. 21773 with SAK Construction, LLC for sanitary sewer rehabilitation.
WHEREAS, the bid for said sanitary sewer rehabilitations is Sixteen Million
Three Hundred Twenty-Seven Thousand Seven Hundred Seventeen Dollars ($16,327,717.00)
and the allowance for construction change orders and other project expenses is Four Hundred
Seventy-Two Thousand Two Hundred Eighty-Three Dollars ($472,283.00);
WHEREAS, a supplemental appropriation request is planned for Fiscal Year 2021
(FY2021) for a total appropriation amount of Sixteen Million Eight Hundred Thousand Dollars
($16,800,000.00); and
WHEREAS, the Director of Finance has certified that there is an unencumbered
balance in the above-named fund sufficient to pay the obligation authorized herein.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES OF
THE METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. The sum of Ten Million Dollars ($10,000,000.00) is hereby
appropriated from the Sanitary Replacement Fund for sanitary sewer rehabilitation in Gravois
Trunk (Whitecliff to RDP) Sanitary Rehabilitation (Fannie Ave to Pardee Lane) (10496) in the
Cities of Bella Villa, Crestwood, Green Park, Grantwood Village, and Unincorporated St. Louis
County, Missouri; said contract being comprised of such terms and conditions as have been
approved by the Office of the General Counsel of the District.
Section Two. The Executive Director and Secretary-Treasurer are hereby
authorized on behalf of The Metropolitan St. Louis Sewer District to enter into Contract No.
21773 with SAK Construction, LLC, as the lowest responsible bidder for sanitary sewer
rehabilitation in Gravois Trunk (Whitecliff to RDP) Sanitary Rehabilitation (Fannie Ave to
Pardee Lane) (10496) in the Cities of Bella Villa, Crestwood, Green Park, Grantwood Village,
and Unincorporated St. Louis County, Missouri, pursuant to bids received on the 5th day of
September, 2019.
Section Three. This ordinance, being an appropriation ordinance, shall take effect
immediately upon its enactment.
The foregoing Ordinance was adopted on November 14, 2019.
