AN ORDINANCE, making an appropriation of Six Million Dollars
($6,000,000.00) from the Sanitary Replacement Fund to be used for wastewater treatment plant
construction in Bissell Point WWTF Main Substation Switchgear and MCC Replacement
(12494) in the City of St. Louis , Missouri; and authorizing the Executive Director and Secretary-
Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter into Contract No.
21847 with Goodwin Bros. Const. Co. for wastewater treatment plant construction.
WHEREAS, the bid for said wastewater treatment plant construction is Nine
Million One Hundred Twenty-Five Thousand Dollars ($9,125,000.00) and the allowance for
construction change orders and other project expenses is One Million Two Hundred Seventy-
Five Thousand Dolla rs ($1,275,000.00);
WHEREAS, a supplemental appropriation request is planned for Fiscal Year 2021
(FY2021) for a total appropriation amount of Ten Million Four Hundred Thousand Dollars
($10,400,000.00); and
WHEREAS, the Director of Finance has certified that there is an unencumbered
balance in the above -named fund sufficient to pay the obligation authorized herein.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES OF
THE METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One . The sum of Six Million Dollars ($6,000,000.00) is hereby
appropriated from the Sanitary Replacement Fund for wastewater treatment plant construction in
Bissell Point WWTF Main Substation Switchgear and MCC Replacement (12494) in the City of
St. Louis , Missouri; and said contract shall be comprised of such other terms and conditions as
are approved by the Office of the General Counsel of the District.
Section Two. The Executive Director and Secretary-Treasurer are hereby
authorized on behalf of The Metropolitan St. Louis Sewer District to enter into Contract No.
21847 with Goodwin Bros. Const. Co., as the lowest responsible bidder for wastewater treatment
plant cons truction in Bissell Point WWTF Main Substation Switchgear and MCC Replacement
(12494) in the City of St. Louis , Missouri, pur suant to bids received on the 24th day of October,
2019.
Section Three . This ordinance, being an appropriation ordinance, shall take effect
immediately upon its enactment.
The fore going Ordinance was adopted on January 9, 2020.
