HomeMy Public PortalAbout20140115_MSBODminutes.pdf MS BOD approved: 2/19/14 Page 1 of 2 TYBEE ISLAND MAIN STREET BOARD OF DIRECTORS MEETING Minutes: January 15, 2014 Vision: To improve the quality of life for those that live, work and visit Tybee Island through a healthy business corridor and enhance the cultural experience while preserving the community's barrier island heritage. DIRECTORS PRESENT: Bill Garbett, Jim Glass, Vicki Hammons, Ted Lynch, Melissa Memory, Kelly Partridge DIRECTORS ABSENT: Brenda Marion, Peggy Stone, John Yarbrough GUEST(S) PRESENT: Monty Parks CALL TO ORDER Ted called the meeting to order at 6:00pm. MAIN STREET BOARD OF DIRECTORS MINUTES: December 18, 2013 Melissa made a motion to approve the December 18, 2013 Main Street Board of Directors minutes. Kelly seconded the motion. The motion passed unanimously. DOWNTOWN DEVELOPMENT AUTHORITY (DDA) UPDATE Bill reported that Chantel is gathering more information to address concerns regarding the structure and authority of a DDA. Diane Schleicher, Monty Parks, Chantel and he met to discuss the benefits Tybee would have by activating the DDA. Monty asked if there should be a meeting with interested stakeholders. Bill confirmed this topic may be a reoccurring item of discussion. Vicki commented that the opportunity to borrow money is not available until there is money available through a DDA. The Main Street Program could have more of an impact through the DDA by providing opportunity for financial assistance as necessary through a partnership and agreements with the City. It could produce income through leasing properties and / or such, in order to provide opportunities to those interested within the designated boundaries. Results of one will spur interest from others. MAIN STREET BOARD OF DIRECTOS OPENING Chantel confirmed the openings for the Main Street Board are still being accepted. Vicki is resubmitting to be re-appointed. DESIGN COMMITTEE UPDATE Vicki confirmed that the next Design Committee meeting will be the first Thursday of February. Directors discussed the Southend Policies and Procedures that City Council approved on January 9. Directors agreed that requiring new awnings on Tybrisa and Strand be 6’ will be beneficial and the process is more business friendly since business owners will not need to incur additional cost and time to have an awning larger than two feet as the application previously allowed. Monty commented that the revisions are less regulatory and only requires a building permit for the awnings. Chantel conveyed that Peggy and she spoke and Peggy is also in agreement that consistency in size will enhance the streets. Chantel reviewed information she has gathered from other communities that have match grants for façade improvements. Vicki confirmed this will be a topic discussed by the Design Committee in order to make a recommendation to the Board regarding utilization of the donation designated for HP / Design projects. MS BOD approved: 2/19/14 Page 2 of 2 PROMOTIONS COMMITTEE UPDATE Chantel reviewed Tybee for the Holiday and reported that the majority of comments from residents and merchants were favorable. The Promotions Committee will reconvene later this month to begin planning for this year. A report will be given to the Board following the committee meeting. Chantel reported that four submissions have been received for 2014 Third Thursdays on Tybee. The deadline is February 6. Chantel reported that Brenda is working on more details for Movies in the Park. Brenda is considering chairing the Promotions Committee. OTHER BUSINESS Monty announced he will be presenting the concept of allowing murals on walls at the next City Council meeting. He would like the Design Committee involved in the process once more details are available. Directors discussed the Georgia Department of Transportation notice they received regarding the beacons that are planned for the crosswalks throughout the corridor. Jim conveyed concerns regarding noise and brightness from the proposed beacons. Melissa inquired if the board will speak as whole or as individuals. Chantel reported that it is the will of the board. The Historian from GADOT will be coming to meet with interested parties later this month. Chantel reported that Mardi Gras is proposed for March 1. She received their application today. The Irish Heritage Celebration Parade is planned for March 15. NEWS FROM DIRECTORS N/A ADJOURN The meeting adjourned at 6:45pm.
