HomeMy Public PortalAbout20140219_MSBODminutes.pdf MS BOD approved: 3/19/14 Page 1 of 3 TYBEE ISLAND MAIN STREET BOARD OF DIRECTORS MEETING Minutes: February 19, 2014 Vision: To improve the quality of life for those that live, work and visit Tybee Island through a healthy business corridor and enhance the cultural experience while preserving the community's barrier island heritage. DIRECTORS PRESENT: Bill Garbett, Jim Glass, Vicki Hammons, Ted Lynch, Brenda Marion, Melissa Memory DIRECTORS ABSENT: Kelly Partridge, Peggy Stone, John Yarbrough CALL TO ORDER Ted called the meeting to order at 6:00pm. MAIN STREET BOARD OF DIRECTORS MINUTES: JANUARY 15, 2014 Brenda made a motion to approve the January 15, 2014 Main Street Board of Directors minutes. Vicki seconded the motion. The motion passed unanimously. DOWNTOWN DEVELOPMENT AUTHORITY (DDA) UPDATE Bill reported that some members of council continue to be concerned about the purview of a DDA. Chantel reported that she received written confirmation from the Department of Community Affairs (DCA) that applications for Downtown Revolving Loans Fund (DDRLF) can go through the City with / without a DDA. DCA would consider the City the applicant for a sub-recipient. The sub-recipient undergoes credit underwriting and is responsible for all payments and the intergovernmental agreement is the same. If the DDRLF request is for property outside of the Main Street designated corridor, an Initial Project Assessment must first be completed and submitted with the Mayor’s signature for review by the DDRLF Program Manager at DCA. She would then provide feedback and notice to / not to proceed with the full application. Through Main Street, Chantel would assist the property owner with the IPA and application requirements. Since Tybee is a Main Street Community the interest on this loan is 2% versus 3%. Chantel has reviewed this information with Jim for the Tybee Post Theater. TYBEE COMMUNITY DAY Chantel reported that at the last Tybee Island Green Team meeting, members expressed interest in participating as a partner during Tybee Community Day. They held the first America Recycles Day for Tybee last year and would like to ensure more attendance and engagement with the community for recycling efforts. The chair of the Green Team is interested in having vendors to cover the committee’s expenses. Directors reviewed dates for Tybee Community Day. Brenda made a motion to have Tybee Community Day on Sunday, October 19 from 1 until 5pm at Memorial Park. Jim seconded the motion. The motion passed unanimously. Directors discussed a second date of October 26 or use of the gym in case of rain. Brenda made a motion that Tybee Community Day continue to not have vendors. Jim seconded the motion. The motion passed unanimously. Melissa and Brenda suggested the Green Team consider incorporating a “free cycle” component. Chantel will provide the Green Team with the board’s decisions and suggestion. MS BOD approved: 3/19/14 Page 2 of 3 MAY – NATIONAL PRESERVATION MONTH Chantel requested feedback from directors for this year’s National Preservation Month in May. She reviewed the state’s feedback of the program’s 2013 annual assessment that was emailed to directors, the mayor and city council as follows: 1) Standard 4 (possesses an historic preservation ethic) should continue to be developed this year. 2) The National Main Street Program is asking that all accredited Main Street communities put an emphasis on historic preservation education in 2014. Ideas are walking guides, historic home brochures/tours, educational activities implemented with local schools can all help meet this standard. 3) The City of Tybee Island can help develop Standard 4 by encouraging preservation sensitive rehab projects, creating a national register district, or creating design guidelines for the downtown commercial district. She reported that Sarah Jones, Director of the Historical Society and HPC advisor, and she discussed the opportunity to highlight preservation in May with a direct mail piece focused on the three National Historic Districts and the proposed Southend District. This would be a joint effort among the Historical Society, Historic Preservation Commission and Main Street. This year’s National Preservation Month theme has not yet been announced. Directors discussed various ways to highlight the island’s historic importance through social media, geocaching, and myth-busting posts. ANNUAL WORKSHOP FOR 2014-15 WORK PLAN Directors discussed this year’s Board retreat and work planning session. Ted suggested a Saturday in May from 10am until 2pm be chosen. Directors inquired about the facilitator. Chantel will check the availability of approved facilitators. DESIGN COMMITTEE UPDATE Vicki reviewed the Façade Improvement Grant information and application Chantel emailed to Directors based on the Design Committee’s recommendation. Jim Glass made a motion to approve the Façade Improvement Grant document with changes to clearly state that the grant is a match up to 50% with a maximum of $500 and that the word private be noted before donation in the second bullet point of Why & How. Vicki seconded the motion. The motion passed unanimously. Directors requested that Chantel confirm the $1,500 private donation will be rolled over to the next fiscal year. Chantel confirmed she will confirm. Directors discussed various businesses that this opportunity would interest. Vicki presented information recommended by the Design Committee for palm tree rope lighting along Butler between 14th and Tybrisa Streets. Chantel was asked to look into this aspect and brought it to the committee for consideration. Electricity will be handled by Public Works based on the board’s determination of lighting. Jim made a motion to approve the Design Committee’s recommendation to install lighter / softer blue lights on the palm trees along Butler Avenue between 14th and Tybrisa Streets. Brenda seconded the motion. The motion passed unanimously. Directors discussed that the lighter blue will add consistency of colors to the downtown area, but not be as bright as the neon blue rope lighting currently seen on Tybrisa. Discussion ensued regarding LED versus solar. Based on discussion of solar rope lighting availability, functionality and anticipated damage it was decided to pursue LED. Bill suggested CRC have the opportunity to research solar options. Chantel will review with Diane Schleicher. PROMOTIONS COMMITTEE UPDATE Brenda reported that the judges reviewed submissions for 2014 Third Thursdays on Tybee. Selection was based on points for based on originality, diversity, quality, experience and if they performed in previous years. The following performers were selected: Mike & Marlins; Jamie and Sandy; Tom Cooler; Chris Desa, Roy Swindelle and Lauren LaPointe. Directors reviewed the dates for showing movies in Memorial Park. Vicki made a motion that Movie Night at the Park be June 21, July 19, and August 16. Brenda seconded the motion. The motion passed unanimously. Brenda confirmed the movies will start when it is dark enough outside. She is working on MS BOD approved: 3/19/14 Page 3 of 3 securing a projector and PA system. She will bring a list of G / PG movies to the next meeting for the board to approve so they can be ordered. Brenda reported that a recommendation was made at the last Promotions Committee meeting for the Christmas Parade and Lights on for Tybee to occur on the first Saturday of December instead of over two days. Directors discussed the logistics and the item was postponed until the next meeting. She confirmed that the art teacher at Tybee Island Maritime Academy will have students make ornaments to hang on the Christmas tree during Community Decorating Day on Saturday, November 29. OTHER BUSINESS Jim discussed the meeting Historic Preservation Commissioner Bill Kriener and he had with DOT Historian, Sharman Southall regarding the beacons that are planned for the crosswalks throughout the corridor. Jim requested confirmation of maintenance responsibilities, timeline, and when / if there will be time for public comment. Bill will follow up and let him know. NEWS FROM DIRECTORS Brenda announced that ten teams have signed up so far to compete in this year’s Tybee Island Spelling Bee to benefit the Maritime Academy. ADJOURN The meeting adjourned at 7:15pm.
