TYBEE ISLAND DEVELOPMENT AUTHORITY / MAIN STREET
BOARD OF DIRECTORS MEETING
Minutes: October 15, 2014
Vision: To improve the quality of life for those that live, work, and visit Tybee Island and enhance the cultural experience while preserving
the community's barrier island heritage.
The Mission of the Tybee Island Development Authority / Main Street Program is to:
- facilitate efforts to revitalize, redevelop, and enhance that which improves the quality of life;
- create a sense of place and improve the quality of life for residents, business owners, and visitors using the Main Street Four Point
Approach;
- encourage quality economic growth and development while preserving Tybee Island's unique architectural and community heritage;
- support and encourage the arts as a cultural endeavor and economic engine on the Island.

CALL TO ORDER
Vicki called the meeting to order at 6:12pm.
MAIN STREET BOARD OF DIRECTORS MINUTES
Motion was made by Brenda, which was seconded by Angela, to approve the minutes of the Main Street
Board of Directors September 17, 2014 meeting. Motion carried.
ORGANIZATION
Suggested projects to target
Melissa Turner, Director of the Friends of Tybee Theater, presented a rendering of the Tybee Post
Theater by an architect. They have taken out a $500k construction loan. Their goal is to get a Certificate
of Occupancy for 240 people within the next few months. Directors and She discussed what needs to still
be done in order to be fully operational, as well as the low interest loan opportunities available through
Georgia Cities Foundation and Department of Community Affairs.
Eldo Hartz, owner of The Historic Carbo House discussed his vision for the Carbo House. The property is
listed on the National Register. He did not pursue the tax credit opportunities because of the status of the
economy at the time he applied. He referenced the Rehabilitation Plan & Feasibility Study that was done
by SCAD students in 2013. The study provided an overall plan that would cost an estimated $381,000.
The efforts to make improvements have been slow due in part to his time restrictions with other projects
and financing. Some of the residential rooms have been rehabbed nicely and he does want to pursue
more in order to have retail and / or dining. Directors reviewed with him the low interest loan
opportunities available. Potential year-round income producing uses and commercial tenants were
discussed such as a coffee shop, wine bar, bed and breakfast, etc. Vicki said the board would like to
support this type of project and would like to see a formal proposal. Eldo was invited to come back with a
plan.
Revised DDA/MS By-laws
Directors reviewed the Revised Tybee Island Development Authority / Main Street Program By-Laws
based on feedback from the City Attorney since the last meeting. These by-laws were approved at the
October 9 City Council meeting. Motion was made by Brenda, which was seconded by Angela, to approve
the revised by-laws as approved by City Council. Motion carried.

Tybee Community Day
Brenda reported that all is on track for Tybee Community Day on October 19. Brenda provided
information about possible art projects for this year, but they may not occur. Chantel has been in
communication with the twelve organizations that have said they will be setting up that day. She
announced that the addition this year will be that Kathryn Williams is providing a cake for day. She
confirmed Haley, Director at the Tybee Island YMCA, will meet the Dunk Tank delivery person for set up.
Brenda has reached out to the Maritime Academy staff to be dunked and is waiting on confirmation.
Chantel reported that Memorial Park is already reserved the last few Sundays of October 2015 already.
Directors reviewed dates for 2015. Motion was made by Jim, which was seconded by Brenda, for the
Tybee Island Development Authority / Main Street Program to host Tybee Community Day on Sunday,
November 8. Motion carried.
PROMOTIONS COMMITTEE REPORT
Chantel reminded Directors that Roy Swindelle will be performing for Third Thursday on Tybee tomorrow.
Brenda and Jim confirmed they will assist for part of the event.
Brenda confirmed that everything is going well for Tybee for the Holidays. Chantel reported that she has
received forms back from some merchants regarding their participation in Community of Giving, Small
Business Saturday and holiday dining. She requested assistance regarding parade participation.
BUSINESS ASSISTANCE COMMITTEE UPDATE
No report.
DESIGN COMMITTEE UPDATE
Vicki confirmed there have been no submittals for murals or façade improvement grant applications.
Therefore, the Design Committee has not met. Chantel confirmed that the Historic Preservation
Commission continues to make progress with the Design Guidelines for districts.
GSU INTERN PROGRAM PROJECT
Chantel reported she did hear from Nate, the student that chose to do the research project for the
program. The project is to research and provide a report of financial incentives that can be offered to add
to the “tool box” for positive economic impacts in accordance with the City’s Master Plan and Program’s
Annual Work Plan. She invited Directors to the meeting she has with him on Friday at 11am in her office.
OTHER BUSINESS / NEWS
Brenda expressed interest in incorporating a bike sale during Tybee for the Holidays. Directors discussed
and suggested she work with the police department and possibly bike shops on the island.
