The Capital Area Metropolitan Planning Organization is committed to the policy that no person

Elements of the FY 2011 Unified Planning Work Program
The UPWP is the management plan for the MPO. It identifies and schedules all of the planning
activities that need to be accomplished on an annual basis. It integrates policy, planning, and
programming activities. This is also where the allocation of staff and funding resources occurs.
There are six work elements in this year’s UPWP. The six work elements of the UPWP are
themselves divided into sections that identify the funding to be used in accomplishing the work
element, the activities intended to accomplish those work elements, the agency or organization that
will perform those activities, an estimated schedule for completing the a ctivity and the resulting
products of the activities.
The CAMPO UPWP consists of the following work elements:

Proposed Work Program Priorities for 2011
With the completion of the decennial census and transportation legislation, potentially new
boundaries and new transportation laws are likely to influence the region in as yet undetermined
ways. The staff and administration will be preparing for these changes, and updating the member
jurisdictions on changes as they develop.
To accomplish these changes, the organization will implement training and education
opportunities for staff and committee members to keep up with changes in regulations and
programs.
The membership of the organization is expected to continue updating organizational bylaws,
processes and procedures to reflect local conditions. Staff and administration will be assisting the
membership throughout.

1.0 CAMPO Program Administration and Support
1.1. Program Support
1.1.2. Responsible Agency: CAMPO
1.1.3. Background
The metropolitan transportation planning process must comply with applicable local, state
and federal laws and regulations. Programs in support of CAMPO include development of
the Unified Planning Work Program, the Transportation Improvement Program, the Public
Participation Plan, the Limited English Proficiency Plan, and the Metropolitan
Transportation Plan.

1.2. Public Participation

1.2.3. Background
CAMPO seeks to coordinate transportation planning for a multi-modal transportation system, and
provide a cooperative decision-making forum for elected officials and the public within the
metropolitan planning area in accordance with the CAMPO Public Participation Plan, revised in
April of 2010.
The Public Participation Plan emphasizes “proactive public involvement processes that provides
complete information, timely public notice, full public access to key decisions, and supports early
and continuing involvement”.

1.2.4. Program Objectives
a) Provide notice and documentation for opportunities to comment on proposed
transportation projects, plans and programs for citizens, affected public agencies, private
transportation providers, and other interested parties
b) Provide opportunities for convenient public access, review and comment on CAMPO
planning and programming documents, as well as the data and forecasts on which they
are based
c) Improve communications and participation from persons within the community served
by CAMPO, including those traditionally underserved by transportation

1.3.3. Background
CAMPO staff members are expected to be knowl edgeable in federal, state, and local
regulations, policies, procedures, and funding. Have an understanding of land use and
regulation, transportation theory and practice, to be skilled in the use of current and forecast
socioeconomic and demographic information, data, and trends, experienced in geographic
information systems and mapping, community development, non-discrimination and
environmental regulations, and to be adept in the use of computers, computer programs,
communications, and presentation of information and concepts for a variety of audiences.

2.0 General Development and Comprehensive Planning
This work item emphasizes regional policy and system planning for indirectly related transportation
functional areas, including the development and maintenance of related data collection and analysis
systems, demographic analysis and forecasting activities in land use, housing, human services,
environmental and natural resources, recreation and open space, public facilities, and utilities.

2.1.3. Background
CAMPO collects land use, demographic, socio-economic, and census data, along with
environmental and natural resource related data for use by staff and CAMPO member
jurisdictions.
2.1.4. Program Objectives
a) Acquire statistical, demographic and socioeconomic data to identify patterns and trends
b) Act as resource for MPO members for data and information

a) Coordinate with City of Jefferson GIS staff for the production, collection, storage,
analysis and presentation of information for CAMPO and public use

3.0 Long Range Transportation Planning

3.2. Background
This work item is intended to provide for long range transportation planning activities and studies
supporting the transportation planning process out to a minimum of 20 years, for the CAMPO
metropolitan planning area, and may include both system level planning activities and project
level activities.

a) Maintain and update the Metropolitan Transportation Plan as necessary

4.0 Short Range Transportation Planning
This work item reflects short range transportation system or project planning and analysis proposed
over the next three to five years. Items suitable for this task includes management analyses of
internal operations such as management and administration, maintenance, and personnel; service
planning including appropriate data base development and maintenance; Transit Development Plan
(TDP) preparation; financial management planning, including alternative fare box policies; all short
range Transportation System Management (TSM) activities including vanpool/ridesharing, high
occupancy vehicles, and parking management.

4.1. Bicycle and Pedestrian Planning
4.1.2. Responsible Agency: CAMPO
4.1.3. Background
It is federal transportation policy to promote the increased use and safety of bicycling and
walking as transportation modes. State and local transportation policy increasingly
promotes the use of bicycling and walking as transportation modes.
4.1.4. Program Objectives
a) Maintain and implement the Bicycle and Pedestrian Elements of the Long -Range
Transportation Plan, support implementation of local ADA transition plans
b) Encourage communities to integrate bicycle and pedestrian transportation needs in local
plans, capital improvement programs and transportation improvement projects
4.1.5. Program Activities (Methodology)
a) Confirm status of local agency and MoDOT ADA Transition Plans for local and state
agencies.

4.2.3. Background
Freight transportation is primarily, although not exclusively operated through the private
sector. In the CAMPO area, limited air and river freight are transported in and through the
area, with air freight being a higher value item and river traffic more oriented to bulk
commodities.

a) Support the Strategic Highway Safety Plan (SHSP), and emergency planning and
coordination for accident reduction and natural hazard planning of primary agencies

5.0 Transportation Improvement Program
5.1.2. Responsible Agency: CAMPO
5.1.3. Background
The Transportation Improvement Program (TIP) is a prioritized, fiscally-constrained, multi-
year list of federally funded transportation projects and improvements within the CAMPO
area and authorizes the obligation of federal funds for listed projects and operations.
Every 2 years, the proposed improvement projects, plans, studies, and other activities
expected to occur over the next 3 to 5 years are taken from the MTP and entered into the
programming process, which culminates in the development of a TIP and Statewide
Transportation Improvement Program (STIP).
Metropolitan Planning Organizations must certify annually their compliance with federal,
state, environmental, and civil rights regulations.

6.0 Public Transportation Planning
6.1. Transit Planning / Coordinated Transportation Planning
6.1.2. Responsible Agency: CAMPO
6.1.3. Background
CAMPO assists public transportation and transit providers in fulfilling State Local and
Federal requirements for coordination and cooperative transportation planning through
assistance with plan development, technical assistance, mapping, data, and GIS functions.
The coordination of “public transit human services transportation” is intended to be a means
of implementing FTA programs for underserved populations, specifically, the Elderly
Individuals and Individuals with Disabilities program; the Job Access and Reverse Commute
program; and the New Freedom program.
