AN ORDINANCE OF THE CITY OF JEFFERSON , MISSOURI , ACCEPTING AND APPROVING
THE FINAL SUBDIVISION PLAT OF LAGE RIDGE SUBDIVISION, SECTION TWO , A
SUBDIVISION OF THE CITY OF JEFFERSON, MISSOURI.
WHEREAS, Lage LLC, owner of the real estate hereinafter described , having submitted to the
City Council a plat of said real estate, being located in Jefferson City, Cole County,
Missouri, and described as: Part of Reserved Tract A of LAGE RIDGE
SUBDIVISION SECTION ONE as recorded in Plat Book 12, Page 744 , Cole County
Recorder's Office, part of the Northeast Quarter of Section 23, Township 44 North ,
Range 12 West, in the City of Jefferson , Cole County , Missouri, more particularly

complied with by the owner of said subdivision , and that in all respects the
requirements of the Planning and Zoning Commission of the City of Jefferson,

NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS :
SECTION 1. That the Final Subdivision Plat of Lage Ridge Subdivision , Section Two, lying ,
being and situated within the corporate limits of the City of Jefferson, Missouri, as shown by the
said plat attached hereto and made a part of this ordinance, is hereby approved and accepted by
the City Council of the City of Jefferson, Missouri.
SECTION 2. The Mayor and City Clerk are hereby authorized and directed to endorse
acceptance of said plat hereon and to certify the approval of said plat under the seal of the City of
Jefferson .
SECTION 3. This ordinance shall be in full force and effect from and after the date of its
passage and approval.

Case No. P13015 -Revised Preliminary Plat and Final Subdivision Plat of Lage Ridge
Subdivision, Section Two. Application filed by James Lage , property owner, for a Revised
Preliminary Plat and a Final Subd ivis ion Plat of 15.4 acres consisting of 24 lots. The property is
zoned RS -2 Low Density Residential and is located on the north side of Route C 1 000 feet east of
Vieth Drive. The property is described as part of Section 23 , Township 44 North , Range 12 West,
Jefferson City , Missouri (Central Missouri Professional Services, Consultant).
Mr. Barron described the proposal and explained that this proposal is for the approval of a
Revised Preliminary and Final Plat fo r Lage Ridge Subdivision, Section Two. He stated that in the
process of developing the subdivision , the developer decided to modify the street layout and lot
arrangement of the second phase of the subdivision . Mr. Barron explained that the revised layout
would el im inate one short cu l-de-sac street and three (3) lots. He stated that the revised subdivision
plat eliminates the previously planned smaller cul -de-sac, therefore the street plan is for only one
long cul-de-sac named Trenton Court. Mr. Barron explained that Reserve Tract A would
accommodate a stormwater detention basin . He stated that Reserved Tract B would be granted to
the City to provide permanent access to the detention basin .
Mr. Mike Bates, Central Missouri Profess ional Services, 2500 E . McCarty Street, spoke regarding
this request. Mr. Bates distributed two (2) v isuals depicting the proposed layout of the subdivision .
He explained that there were some initial concerns about the usability of the lots. Mr. Bates stated
that the cul-de-sac street to the north , with an additional four lots, would decrease the usability of
the other lots on the main street. He explained that these grades will leave the lots in a situation
that will not be readily usable. Mr. Bates stated that after meeting with the City the developer asked
to come back with a revised preliminary and final plat.
No one spoke in opposition to th is request and no correspondence was rece ived .
Mr. Wade gave the Engineering Division staff report.
Mr. Bates stated that he concurs with staff comments and recommendations.

Mr. Nunn moved and Mr. George seconded to approve the Preliminary Subdivision Plat subject to
compliance with comments and technical corrections by the Planning and Engineering Divisions.
The motion passed 8-0 with the following votes:

Mr. Nunn moved and Mr. Jordan seconded to recommend approval of the Final Subdivision Plat
to the City Council with the following conditions:

Case No. P13015-Revised Preliminary Plat and Final Subdivision Plat of Lage Ridge Subdivision, Section
Two. Application filed by James Lage, property owner, for a Revised Preliminary Plat and a Final Subdivision Plat
of 15.4 acres consisting of24 lots . The property is zoned RS-2 Low Density Residential and is located on the north
side of Route C 1000 feet east of Vieth Drive. The property is described as part of Section 23, Township 44 North,
Range 12 West, Jefferson City, Missouri (Central Missouri Professional Services, Consultant).
Description ofProposal
This proposal is for the approval of a Revised Preliminary Plat and Section 2 Final Plat for Lage Ridge Subdivision.
In the process of developing the subdivision, the developer has decided to modify the street layout and lot
arrangement of the second phase of the subdivision. The revised Layout would eliminate one short cul-de-sac street
and 3 lots.
Preliminary Plat
The Revised Preliminary Subdivision Plat details the street l ayout and lot layout of Section Two of the Subdivision.
The Revised Final Plat of Lage Ridge Section Two includes the Lot Lay out and easements ass ociated with the
subdivision.
Acreage: The size of Section Two of the subdivision is 15.4 acres
Number of Lots: 24 lots are shown on the plat.
Lot Sizes: The smallest lot is 11,989 sq. ft. All lots meet minimum width (80') and area (10,000 sq. ft.)
requirements of the RS-2 district. Both corner lots exceed the required 12,000 sq. ft. size.
Streets: The revised subdivision plan eliminates the previously planned smaller cul-de-sac off of the longer cul-
de-sac, therefore the street plan is for only one long cul-de-sac named Trenton Court. Trenton Court is
proposed as 1,100 feet long. A variance from the maximum cul-de-sac length (of800 feet) was approved by the
Planning and Zoning Commission at the time of the original preliminary plat.
Sidewalks: Sidewalks are required on one side of all streets . A four foot sidewalk is shown on the south side
of Trenton Court.
Utilities: All lots are shown with proper utility access. Fire Hydrants are shown at a spacing of 600 feet or le ss
and Street Lights are shown at a spacing of 250 feet or less .
Reserve Tract: Reserve Tract A, which would accommodate a stormwater detention basin, is shown on the plat.
Easement Vacation: An access easement (that provides the City with access to the detention basin)
would be vacated in order to accommodate the revised subdivision arrangement. Reserve Tract B, shown
on the subdivision plat, would be granted to the City to provide permanent access to the detention basin.
Staff Recommendation
Pending correction of minor technical items remaining on the plats, staff recommends approval of the Revised
Preliminary Subdivision Plat and Final Subdivision Plat.

representative, for a Final Subdivision Plat of 0.94 acres consisting of t hree lots. The property is
zoned RS-2 Low Density Residential and is located on the north side of Moreau View Drive 400
feet east of Robinson Road and is described as Part of the Northwest Quarter of the Southeast
Quarter of Section 22, Township 44 North , Range 11 West, Jefferson City, Missouri (Central
Missouri Professional Services, Consultant).
Mr. Barron described the proposal and e x plained that this property was orig i na lly owned by
Scholastic, and the existing house on the property was used as an office. He stated that the
property was rezoned from C-1 to RS-2 and separated from the adjacent Scholastic parking lot by
an administrative parcel division. Mr. Barron ex plained that the property was then transferred to
River City Habitat for Humanity. He stated that Habitat wishes to d ivide the property into three lots ,
with the existing house on the property remaining on a single lot and two new building lots being
created .
Mr. Kyle Kittrell , Construction Manager, River City Habitat for Humanity, 1420 Creek Trail Driv e ,
spoke regarding this request. He explained that Scholastic , Inc. approac hed them about a year ago
about some property that they would like to donate. Mr. Kittrell stated that once the property was
rezoned residential Scholastic Inc. deeded it to them. He explained that the ir intent is to re hab the
existing house and build two new houses on the remaining lots .
Mr. Mike Bates, Central Missouri Professional Services, 2500 E. McCarty Street, spoke regard ing
this request. Mr. Bates distributed two visuals depicting the layout for the proposed subd iv ision . He
explained that the commercial zoned property wou ld not have been compatible with the res iden t ia l
neighborhood. Mr. Bates explained that they met with the neighborhood and addressed their
concerns.
No one spoke in opposition to this request and no correspondence was received .
Mr. Wade gave the Engineering Division staff report.
