M. in the Council Room and was attended by Mayor Dutton,. who presided, Councilmen Peters, Brown, Smith, Meddin Lovell, Town Attorney Solms, Jr., and Mr. H. M. Garmany, Frank Aliotta, Sylvan Garfunkel, B. Taylor Smith and Thomas Reed. Mr. Garfunkel as Attorney for Mr. Aliotta stated that in con- nection with Mr. Aliotta filling in an area of marsh land between llth & 12th Streets and 4th Avenue and Horsepen Creek and on which the Town had stooped the work, due to his closing up some drainage ditches that if the Town would dig the ditches in a new location that Mr. Aliotta would furnish the pipe, that the pipe would cost about Two Hundred and Thirty Six Dollars ($236.00) and to dig the ditch would cost an equal amount, Councilman Smith suggested that they be permitted to continue the work if Mr. Aliotta would agree to pump off the surface water until the ditches were in operation again. They were excused. Council then went into the Auditorium to hear a delegation of citizens some of whom were protesting against the installation of the parking meters, there were about thirty persons attending, Mr. B. Taylor Smith as President of the Savannah Beach Chamber of Com- merce stated that his organization is opposed to the parking meters and he stated that the merchants and rooming house operators were against them, that they have had a bad effect on the beach. Mr. Chu stated that his objection to the parking meters was that they had affected his business, Mr. Pearson of the Tybee Bakery stated that his business had been damaged at least 40%, Mr. Cobb who operates several rooming houses on 17th Street stated that he was definitely opposed to them as he is losing guests, as out of town people see them and continue on to some other place. Mr. Smith stated that the directors of the Chamber of Commerce were unanimous in expressing the opinion that the Town consider removing all meters on the cross streets from Butler Avenue to the Strand, and would like to have an answer as soon as possible. The Mayor observed that there has been some inconsistencies and hysteria relative to the meters, it always is when new things are introduced, the matter was in the newspapers, that no member of Council wanted to retard business, that in the past before meters were installed business places were usually block- ed, that if a mistake had been made, what can be done, the Town has already signed a contract with the Dual Company. There was consider- able discussion after which the Mayor informed the delegation that Council would have to discuss the matter further. All were excused. The members of Council then proceeded to the Council Room. The minutes of the meeting of May 18, 1950 were read and adopted. 1 1 The Mayor requested the Assessment Committee to check on the-assessment of Mrs. Julia F. Hamlet and also Norris Pindar. The Finance Committee reported, in connection with the petition of the Town employees for an increase in salary that the petition be denied. The Mayor asked Councilman Brown what was the status of S. R. Kent, Councilman Brown stated that Mr. Kent had resigned because he felt that his services were equally as valuable as Mr. Reeds, the truck had been turned over to Mr. Reed and also the sewerage equipment, that the consolidating of the two Depart- ments was working alright, he believed that this arrangement could continue as it is now. The Mayor stated that he had reports that the Treatment plant had over flowed, Councilman Lovell stat- ed that it did not over flow but that it was right on the edge, Councilman Brown stated that L. H. Blackburn, Jr., who looks after the pumping stations should be given extra pay for working on Sundays. The Mayor stated that he had been informed that a letter had been written by Mr. Mitchell R. Young, Secretary of the Savannah Beach Volunteer Fire Department that orders had been issued to Town employees not to answer any fire calls, if they did they would be docked in pay, Councilman Smith stated that he had talked to four members of the Fire Department and they knew nothing of it, the Mayor issued instructions that all employees must answer fire calls if they can. The Mayor stated that Mr. Aliotta had agreed to pay for the pipe to be used in the ditches in the area where he is filling in and the Town was to pay him for laying the pipe, Councilman Brown moved that the Town pay him $236.00 to lay the pipe provided he give the Town an agreement, Councilman Meddin seconded and the motion passed. Councilman Smith moved that the following Resolution be adopted, Councilman peters seconded and the motion passed. RESOLUTION WHEREAS, the Honorable A. A. Thomas, Chairman of the Fire Committee of the City of Savannah, and Chief Walter S. Blanton, Chief of the Savannah Fire Department, assisted the Town of Savannah Beach, Tybee Island, by directing the Maintenance and Repair Section of the Savannah Fire Department to repair the fire engine and pumper of the Town of Savannah Beach, Tybee Island, Georgia; and, WHEREAS, these repairs were completed and the fire engine, including the pumper, restored to excellent condition and returned to the Town of Savannah Beach, Tybee Island; all 15 8 of whichsaved. the Town.of Savannah Beach,.Tybee Island con- siderable sums of money because the Town of Savannah Beach does not have the facilities for making such repairs; NOW, THEREFORE, BE IT RESOLVED by the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, in Council assembled and it is hereby resolved by the authority of the same that the thanks and appreciation of the Mayor and Councilmen, as well as the citizens of the Town of Savannah Beach, Tybee Island, be extended to the Honorable A. A. Thomas and Chief Walter S. Blanton, and those members of the Fire Department who preformed the repairs to the engine and pumper as above mentioned. BE IT FURTHER RESOLVED by the Mayor and Councilmen, as well as the citizens of the Town of Savannah Beach, Tybee Island, that the Honorable A. A. Thomas and Chief Walter S. Blanton be and they are hereby requested to extend to the men the thanks and appreciation herein expressed. BE IT FURTHER RESOLVED by the authority of the same that a copy of this Resolution be spread upon the Minutes of Council and a copy thereof be sent to the Nonorable A. A. Thomas, Alderman of the City of Savannah, and Chief Walter S. Blanton, Chief of the Savannah Fire Department. The meeting was recessed to Monday, June 19, 1950. 1 1 1 This meeting continued from Tune 15, 19500 Savannah Beach, Tybee Island, Ga. June 19, 1950 The following meeting held at 8 P. M. in the Council Room is a continuation of the regular meeting held June 15, 1950, and was attended by Mayor Dutton, who presided, Councilmen Peters, Hosti, Brown, Lovell, Meddin, Town Attorney Solms, Jr., Mr. Thos. Reed, 0. W. Nichols and B. Taylor Smith. Mr. Nichols requested permission to operate a RAT game, he was excused. Mr. Smith stated that he wanted to clarify some statements: (1) The reason the Chamber of Commerce did not object to the parking meters previously was because they did not know about the matter. (2) Business is off. (3) Claim was made that they were put in to handle traffic, the Mayor stated that the Town has a contract with the Dual parking Company that they cannot get out of, he has written to them, Mr. Smith stated that he had not seen the contract and wanted to know the contents, Councilman Meddin suggested that they wait until the Dual Co. is heard from, the Mayor asked then what would they suggest. The Committee was ex- cused. Councilman Meddin moved that bills for the month of May amounting to 41821.19 be paid, Councilman peters seconded and the motion passed. Councilman Meddin called attention to a number of licenses that had not as yet been collected. The Mayor stated that in connection with the suit of the J. G. Attaway Co. that it would be necessary to get the engineers who worked on the job and others, they would have to be paid, that it would be cheaper to settle with Attaway for $750.00, which he agreed to accept, Councilman Hosti moved that it be paid, provided the Attaway Co. pay the court costs and that the following Resolution be adopted, Councilman Peters seconded and the motion passed. A RESOLUTION WHEREAS, J. G. Attaway Construction Company was awarded a contract on June 18, 1943 to complete the sanitary sewerage system for the Town of Savannah Beach, Tybee Island; and, WHEREAS, by resolution dated March 22, 1945 said contract was duly aocepted as having been completed, by the Mayor and Councilmen of Savannah Beach, Tybee Island, in Council assembled on that date; and, 7
