ORDINANCE NO. 15381
AN ORDINANCE, with an Emergency Clause, authorizing the Secretary-
Treasurer of the District to take the necessary measures to ensure that the votes cast in the Bond
Election (P roposition Y), as described in Ordinance No. 15329, adopted December 12, 2019,
found on the April 7, 2020 ballot in the City of St. Louis, Missouri and St. Louis County,
Missouri, are not counted by the respective election boards .
WHEREAS, Ordinance No. 15329, adopted December 12, 2019, authorized and
directed the Secretary-Treasurer of the District to notify the Board of Election Commissioners of
the City of St. Louis, Missouri and the Board of Election Commissioners of St. Louis County,
Missouri of the adoption of Ordinance No. 15329, and the Bond Election described therein, no
later than 5:00 p.m. on January 28, 2020, and to include in said notification all of the terms and
provisions required by the Comprehensive Election Act, Chapter 115 of the Revised Statutes of
Missouri, as amended, and by Section 10.010 of the Charter ; and
WHEREAS, proper notif ications to the Board of Election Commissioners of the City of
St. Louis, Missouri and the Board of Election Commissioners of St. Louis County, Missouri
were made on January 17, 2020 and January 15, 2020 respectively; and
WHEREAS, the Board of Election Commissioners of the City of St. Louis, Missouri and
the Board of Election Commissioners of St. Louis County, Missour i placed the Bond Election
(Proposition Y) on their respective ballots for the April 7, 2020 municipal general e lection; and
WHEREAS, the election results of Proposition Y will not impact the Wastewater User
Charge Rate in FY 2021; and
WHEREAS, the Board of Trustees of the District finds that, due to the current state of the
COVID-19 pandemic, it will be difficult if not impossible for many of the District voters to be
informed, participate, and vote in the April 7, 2020 municipal general election, including as said
election may be rescheduled; and
WHEREAS, the United States Centers for Disease Control and Prevention (CDC) has
issued guidance for the use of mitigation strategies such as social distancing to slow the
transmission of COVID-19 to minimize morbidity and mortality and the social and economic
impacts of COVID-19; and

WHEREAS, the Board of Trustees of the District finds that the COVID -19 pandemic
could be made worse by the participation of District voters in the April 7, 2020 municipal
general election, includ ing as said election may be rescheduled; and
WHEREAS, the Board of Trustees of the District has determined that it is in the best
interest of the District that the Bond Election (P roposition Y) not be considered by the District’s
voters in the April 7, 2020 municipal general election, such that, the votes cast on Proposition Y
not be counted by the respective election boards;
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES OF
THE METROPOLITAN ST. LOUIS SEWER DISTRICT, AS FOLLOWS:
Section One . The Board of Trustees of the District hereby authorizes the
Secretary-Treasurer of the District to take the necessary measures to ensure that, the votes cast in
the Bond Election (P roposition Y), as described in Ordinance No. 15329, adopted December 12,
2019, found on the April 7, 2020 ballot in the City of St. Louis, Missouri and St. Louis County,
Missouri, are not counted by the respective election boards .
Section Two. Emergency Clause. This ordinance needs to be enacted without
delay because the measures to be taken by the Secretary-Treasurer must begin immediately to
ensure that they are completed in time to be effective for the April 7, 2020 municipal general
election.
The foregoing Ordinance was adopted on March 16, 2020.
