Savannah Beach, Tybee Island, Ga.
June 19, 1950
The following meeting held at 8 P. M. in the Council Room
is a continuation of the regular meeting held June 15, 1950, and
was attended by Mayor Dutton, who presided, Councilmen Peters,
Hosti, Brown, Lovell, Meddin, Town Attorney Solms, Jr., Mr. Thos.
Reed, 0. W. Nichols and B. Taylor Smith.
Mr. Nichols requested permission to operate a RAT game, he
was excused.
Mr. Smith stated that he wanted to clarify some statements:
(1) The reason the Chamber of Commerce did not object to the
parking meters previously was because they did not know about
the matter. (2) Business is off. (3) Claim was made that they were
put in to handle traffic, the Mayor stated that the Town has a
contract with the Dual parking Company that they cannot get out
of, he has written to them, Mr. Smith stated that he had not seen
the contract and wanted to know the contents, Councilman Meddin
suggested that they wait until the Dual Co. is heard from, the
Mayor asked then what would they suggest. The Committee was ex-
cused.
Councilman Meddin moved that bills for the month of May
amounting to 41821.19 be paid, Councilman peters seconded and
the motion passed.
Councilman Meddin called attention to a number of licenses
that had not as yet been collected.
The Mayor stated that in connection with the suit of the
J. G. Attaway Co. that it would be necessary to get the engineers
who worked on the job and others, they would have to be paid,
that it would be cheaper to settle with Attaway for $750.00,
which he agreed to accept, Councilman Hosti moved that it be
paid, provided the Attaway Co. pay the court costs and that the
following Resolution be adopted, Councilman Peters seconded and
the motion passed.
A RESOLUTION
WHEREAS, J. G. Attaway Construction Company was awarded
a contract on June 18, 1943 to complete the sanitary sewerage
system for the Town of Savannah Beach, Tybee Island; and,
WHEREAS, by resolution dated March 22, 1945 said contract
was duly aocepted as having been completed, by the Mayor and
Councilmen of Savannah Beach, Tybee Island, in Council assembled
on that date; and,

WHEREAS, on April 15, 1946 a suit was instituted in the
City Court of Savannah by J. G. Attaway, individually and trad-
ing as J. G. Attaway Construction Company, against Savannah
Beach, Tybee Island, to recover the amount of $5,755.33 re-
maining balance due to said Company on said contract; and,
WHEREAS, an offer to accept *750.00 in full and complete
settlement of said suit has been made by J. G. Attaway Construc-
tion Company.
NOW THEREFORE, BE IT RESOLVED by the Mayor and Councilmen
of the Town of Savannah Beach, Tybee Island, in Council assembled,
and it is hereby resolved by the authority of the same, that the
sum of $750.00 be paid to J. G. Attaway Construction Company by
the Town of Savannah Beach, Tybee Island, and the Town Attorney
is hereby authorized to consummate said settlement.
Councilman Lovell was at the Treatment plant last Thursday
with Mr. Singleton, Mr. Hutton and Mr. Reed, and he believed that
they worked out a solution of the cause of the effluent line over-
flowing, it was agreed that the man -hold covers be locked, that
between two of the man -holds where concrete pipe was now used it
might blow out, next year a steel line should be installed at
this point.
Councilman Brown stated that collection of stubbing Pees
that at present the fee is *50.00 and in some instances it costs
more than this amount to put in a stubbing line then again it
costs less, that something should be done to Correct it, that
two men are not needed at times so they are used to lay stub
lines. The Mayor suggested that he call a Committee meeting in
connection with this.
Councilman Hosti stated that a new compressor was needed
for the refrigerator fro the convict camp, the matter was referr-
ed to Councilmen Meddin and Hosti.
Councilman Hosti stated that more prisoners were needed at
the Camp.
Councilman Brown wanted to know the status of the Com-
mittee appointed for the proposed new road to Tybee.
The Mayor appointed Councilmen Meddin, Brown and Smith a
special Committee on parking meters.
Mr. Mitchell R. Young filed a written application for the
position of Supt. of the sewerage Department, received as infor-
mation.
Councilman Hosti moved that the petition for the operation
of a RAT game be denied, Councilman peters seconded and the mo-
tion passed.
Councilman peters moved that the old delapidated building
on the N. W. corner of Jones and 13th be torn down, Councilman
Brown seconded and the motion passed.
A request from Mrs. Amanda Tussey that the ditch in fromt
of Officers Row in Ft. Screven be cleaned so that the surface
water would drain off and minimize the mosquitoes, referred to
Councilman Hosti.
Councilman Peters moved that the following Ordinance be
addipted, Councilman Meddin seconded and the motion passed.
AN ORDINANCE
AN ORDINANCE TO CREATE THE OFFICE OF LIEUTENANT OF
POLICE: TO PROVIDE THE DUTIES OF SAID OFFICE INCLUDING
THE SPECIAL DUTY OF COLLECTION OF ALL LICENSES WITHIN
THE CORPORATE LIMITS OF SAVANNAH BEACH, TYBEE ISLAND,
GEORGIA; AND FOR OTHER PURPOSES.
SECTION 1. Be it ordained by the Mayor and Councilmen of
the Town of Savannah Beach, Tybee Island, in Council assembled,
and it is hereby ordained by the authority of the same that
there is hereby created the office of Lieutenant of Police, and
the person holding the office of Lieutenant of Police shall be
appointed by the Mayor and approved by the majority of the
Councilmen of Savannah Beach, Tybee Island. The person holding
the office of Lieutenant of police shall do so at the pleasure
of the Mayor and Councilmen of said Municipality.
SECTION 2. Be it further ordained by the Mayor and Council-
men of Savannah Beach, Tybee Island, in Council assembled, and
it is hereby ordained by the authority of the same that the Lieu -
tidnant of police shall have all the powers, duties and authority
of the Chief of Police of Savannah Beach, Tybee Island, during
the absence by the Chief of Police of Savannah Beach, Tybee Is-
land, from the Municipality or while the said Chief of Police
is off duty; in addition thereto it is the special duty of the
Lieutenant of police to collect all license taxes within the cor-
porate limits of said Municipality.
SECTION 3. All ordinances or parts of ordinances conflict-
ing with the provisions of this ordinance are hereby repealed.
Councilman peters moved that David A. McCutchen be appoint-
ed Lieutenant of Police, effective May 15, 1950, at a salary of
$200.00 per month, Councilman Hosti seconded and the motion passed.
Councilman Hosti moved that the following Resolution be
adopted, Councilman Brown seconded and the motion passed.

A RESOLUTION
WHEREAS, Savannah Beach post No. 154 of the American
Legion presented to the Town of Savannah Beach, Tybee Island,
a respirator to be used in the life - saving work and protection
of the public who visit the beaches of said Town; and,
WHEREAS, the Town of Savannah Beach recognizes the civic
cooperation and public spirit of good will which the presenta-
tion of this respirator by said American Legion Post No. 154
means to the citizens and visitors of the public beaches of
the Town of Savannah Beach, Tybee Island.
NOW THEREFORE) BE IT RESOLVTD`by the Mayor and Councilmen
of the Town of Savannah Beach, Tybee Island, in Council assembled,
and it is hereby resolved by the authority of same, that the thanks
and appreciation of the Mayor and Councilmen of the Town of
Savannah Beach, Tybee Island, be extended to Savannah Beach Post
No. 154 of the American Legion.
BE IT FURTHER RESOLVED that a copy of this resolution be
spread upon the minutes of Council and that a copy thereof be
sent to the Commanding Officer of said post No. 154.
Councilman Lovell moved that the Finance Committee be
authorized to cooperate with the Savannah Beach Recreation Com-
mission, Councilman Brown seconded and the motion passed.
There being no further business, Council adjourned, sub-
ject to the call of the Mayor.

A special meeting of Town Council was held tonight in the
Council Room at S P. M. and was attended by Mayor,Dutton, who
presided, Councilman Peters, Brown, Smith, Lovell, Meddin and
Town Attorney Solms, Jr.
The meeting was called for the purpose of:
(1) Receive the report of the Committee on parking meters.
(2) Receive the petition of Mr. B. Taylor Smith, President of
the Savannah Beach Chamber of Commerce protesting against park-
ing meters.
