HomeMy Public PortalAboutMIN-CC-2007-11-27MOAB CITY COUNCIL REGULAR MEETING November 27, 2007 The Moab City Council held its Regular Meeting on the above date in the Council Chambers of Moab City Offices, located at 217 East Center Street, Moab, Utah. Mayor David L. Sakrison called the Pre -Council Workshop to order at 6:30 PM. Mayor Sakrison called the Regular City Council Meeting to order at 7:00 PM and led in the Pledge of Allegiance. Also in attendance were Councilmembers Gregg Stucki, Kyle Bailey, Rob Sweeten, Keith Brewer and Jeffrey Davis; City Manager Donna Metzler, City Recorder/Assistant City Manager Rachel Ellison, Planning Director Jeff Reinhart, City Engineer Daniel Stenta, Community Development Director David Olsen, City Treasurer Jennie Ross and Police Chief Mike Navarre. Six (6) members of the audience and media were present. Councilmember Sweeten moved to approve the Special Meeting minutes of August 29 and September 28, 2007 and the Regular Meeting minutes of October 9 and 23, 2007. Under Citizens to be Heard, Sara Melnicoff stated that she had previously distributed a petition to the City asking for consideration of hiring a Recycling Specialist and that she hadn't heard back. Ms. Melicoff suggested that the City and County form a joint panel to define the position keeping in mind that conservation is the key. Ms. Melnicoff donated recyclable bags to the City Council. Ms. Melnicoff stated that she wanted to go on record stating that she was not trying to get a job for herself, but that the Solutions Group was interested in working with the new position. Mayor Sakrison stated that the sustainability challenge could be worked into the proposed position. Councilmember Sweeten stated that the proposed position would be better addressed during the city's budget process beginning in February. Under Community Development Department Update, Community Development Director Olsen stated that he was conducting an Environmental Assessment on the Ridgeview Complex and that the ball park bleachers would be going out to bid in December. Community Development Director Olsen stated that work had begun on the Millcreek Trail Project. Under Engineering Department Update, City Engineer Stenta stated that in reference to the City Council list of goals, a temporary employee was working on gathering data to implement the Storm Water Fee and that he had hired an Engineering Assistant who would be starting next week. City Engineer Stenta stated that he had met with the 500 West Project consultant the previous week and that the final payment on the project would be available in October 2008. City Engineer Stenta stated that the ideal time for project construction would be the winter of 2008- 2009. REGULAR MEETING & ATTENDANCE APPROVAL OF MINUTES CITIZENS TO BE HEARD COMMUNITY DEVELOPMENT UPDATE ENGINEERING UPDATE Under Planning Department Update, Planning Director Reinhart stated PLANNING UPDATE that staff was conducting a review of a fee schedule for all City land use. Planning Director Reinhart stated that he had drafted an ordinance dealing with the zoning map and the zone change process. A Police Department Update was not given. POLICE UPDATE A Public Works Department Update was not given. PUBLIC WORKS UPDATE November 27, 2007 Page 1 of 2 Councilmember Davis moved to approve a Class II Beer License for Phanuwat Bamrunbmuang, d.b.a. Singha Thai Cuisine Located at 92 East Center Street. Councilmember Sweeten seconded the motion. The motion carried 5-0 aye. Councilmember Sweeten moved to approve proposed Ordinance #2007- 16 — An Ordinance Annexing Property to the City of Moab. Councilmember Brewer seconded the motion. The motion carried 5-0 aye. Councilmember Sweeten moved to approve the 2008 Community Development Block Grant (CDBG) Project as replacement of an asbestos water line that serves the city. Councilmember Bailey seconded the motion. The motion carried 5-0 aye by a roll -call -vote. Councilmember Sweeten moved to accept the Fiscal Year 2006-2007 Annual Audit of the City of Moab. Councilmember Brewer seconded the motion. The motion carried 5-0 aye. Councilmember Sweeten moved to approve Proposed Resolution #27- 2007 — A Resolution of the Governing Body of Moab City Declaring Certain Property owned by the City of Moab as Surplus. Councilmember Bailey seconded the motion. The motion carried 5-0 aye. Councilmember Stucki moved to approve the 2008 Moab Golf and Country Club Fees. Councilmember Brewer seconded the motion. The motion carried 5-0 by a roll -call -vote. Under Reading of Correspondence, Mayor Sakrison stated that he had received an application form from the Joint Highway Committee and that there would be an Economic Development Meeting on December 6, 2007 at 2:00 PM. Mayor Sakrison stated that the Council needed to decide if they were going to accept the energy saving challenge from Park city and had received a letter from Tom Johnson regarding septic issues. Under Administrative Reports, City Manager Metzler distributed a written report. CLASS II BEER LICENSE FOR SINGHA THAI CUISINE, APPROVED PROPOSED ORDINANCE #2007-16, APPROVED 2008 COMMUNITY DEVELOPMENT BLOCK GRANT PROJECT, APPROVED FISCAL YEAR 2006-2007 ANNUAL AUDIT ACCEPTED PROPOSED RESOLUTION #27-2007, APPROVED 2008 MOAB GOLF AND COUNTRY CLUB FEES, APPROV ED READING OF CORRESPONDENCE ADMINISTRATIVE REPORTS Under Report on City/County Cooperation, Mayor Sakrison stated there REPORT ON CITY/COUNTY would be a joint City/County meeting Friday, November 30, 2007 at COOPERATION 11:30 AM. Under Mayor and Council Reports, Councilmember Stucki inquired what the status was on the North End Annexation. City Manager Metzler stated that she had been negotiating with property owners and resolving issues. Councilmember Davis moved to pay the bills against the City of Moab in the amount of $118,546.03. Councilmember Sweeten seconded the motion. The motion carried 5-0 aye by a roll -call -vote. Councilmember Sweeten moved to adjourn. Councilmember Stucki seconded the motion. The motion carried 5-0 aye. Mayor Sakrison adjourned the meeting at 7:30 PM. APPROVED: ATTEST: David L.
