July 18, 1950
The regular meeting of Town Council was held tonight at $
P. M. in the Council Room and was attended by Mayor Dutton, who
presided, Councilmen Peters, Smith, Lovell, Meddin, Town Attorney
Solms, Jr., Mr. Thomas Reed, Chief McCutchen and Mr. J. J. Hoovler.
Councilman Smith asked where the small fire truck was, Mr.
Reed said he was using it with the DDT sprayer. Mr. Reed also
stated that in the business section there was considerable trash
around especially after Sundays and holidays and suggested the
business places be requested to cooperate. The Mayor instructed
Chief MoCutchen to notify all business places to clean up around
their places and to cooperate.

Mr. J. J. Hoovier of American Legion post No. 154 peti-
tioned for a free license for the post to sell beer and soft
drinks. The petition was denied.
Minutes of the meeting held June 15th, June 19th, June
i 26th nd July 3rd were read and adopted.
Councilman Meddin stated that he and Mr. Gordon Miller
composing the Recreation Committee have investigated and believe
it not advisable to appoint a Supervisor for the Teen - agers.
Councilman Meddin stated that a request had been made
to transfer the license for one M V machine from the Nic Mac
Grill to Leon's Delicatassen but that there is an M V machine
in Leon's of which the license has not been paid, that this must
be done before a transfer will be considered.
Councilman Meddin moved that bills for the month of June
amounting to $4297.93 be paid, Councilman Peters seconded and the
motion passed.
Councilman Smith stated that the cost of the bill of the
International Harvester Co. for repairs of the fire engine would
be about $75.00. Be also stated that Ed4und Solomon had located
a new pump in Savannah which was still in the crate and that it
could be purchased for $75.00 and he recomended that it be pur-
chased, but it would also be necessary to purchase a chassis to
mount it on, Mr. Solomon had gotten prices on this also. It will
give the Town ankadditional fire engine. The Mayor requested
Councilman Smith to check on the whole set -up.
Councilman Peters moved that Lieutenant David A. Mc
Cutehen be appointed Chief of Police effective August 1, 1950
at an annual salary of " 1,13, payable monthly, Councilman
Lovell seconded and the motion passed.
The matter of appointing an Dlectrical Inspector was dis-
cussed. The Mayor appointed a Committee of Mr. Solms and Council -
man Smith to check on it. Mr. Lester Gruver, Chief Electrical
Inspector of Savannah has agreed to inspect any electrical in-
stallations or have an assistant do so, until someone is appoint-
ed.
An application from Mr. B. L. Arp for the position of
Chief of Police was denied.
Stanley F. Stark filed application for the position of
Electrical Inspector. Matter was referred to Councilman Smith.
A letter was read from the Chatham - Savannah T B Asso-
ciation offering to send the X -ray Mobile Unit to the Island. The
Mayor appointed a Committee consisting of Councilman Brown,
-Lovell and Smith to handle the matter.

Councilman Smith called attention to preparations for war
being made by State, Federal and City Governments and suggested
that the Town get in on defense plans. The Town Attorney was re-
quested to check on this matter.
Councilman Smith moved that the following Resolution be
adopted, Councilman Lovell seconded and the motion passed.
A RESOLUTION
WHEREAS, Mitchell R. Young, who came to Savannah on the
Croup ship St. Mihiel from France, was atationed at Fort Screven,
and because of his attachment for the community of Tybee Island
made it his home, and who became a beloved citizen and.civic lead-
er of Savannah Beach, Tybee Island, since 1923, departed this life
on Saturday, June 24, 1950; and,
WHEREAS, Mr. Young served as Councilman of Savannah Beach,
Tybee Island, during the years between 1939 and 1949, faithfully
performing his duties as such, which won for him the admiration
and esteem of the citizens of Savannah Beach, Tybee Island, as
well as the admiration and esteem of his fellow Councilmen and
business associates.
NOW THEREFORE, BE IT RESOLVED by the Mayor and Councilmen
of the Town of Savannah Beach, Tybee Island, in Council assembled,
and it is hereby resolved by the authority of the same, that in
the death of Mitchell R. Young, the Town of Savannah Beach has
lost a most valued, beloved citizen and true friend; and that the
sympathy of the Mayor and Councilmen and that of the citizens of
the Municipality be extended to the family of Mr. Young.
BE IT FURTHER RESOLVED that a copy of this Resolution be
spread upon the minutes of Council and that a copy thereof be sent
to the family of Mr. Young.
Councilman Peters moved that the following Resolution be
adopted, Councilman Meddin seconded and the motion passed.
A RESOLUTION
WHEREAS, Southern Bell Telephone and Telegraph Company
has instituted a, new policy throughout the southeastern portion
of the United States, which policy eliminates the toll charges
between cities and towns, between which the distance is relative-
ly short; and,
WHEREAS, the said Southern Bell Telephone and Telegraph
Company has recently announced toll -free service between Wilmington,
North Carolina and its three nearby beach resorts; Carolina Beach,
Kure Beach and Wrightsville Beach, which service took effect on
June 5, last; and,
WHEREAS, the local Southern Bell Telephone and Telegraph
Company Branch Office has recently revealed that toll -free service

between Savannah and pooler will probably be inaugurated in the
near future as is already the case between Savannah and such
points as Wilmington Island, White Bluff, Thunderbolt and Isle
of Hope in which communities telephone services are placed to
and from those points just as if they were within the City Lim-
its of Savannah; and,
WHEREAS, in past years the electric service furnished
by the Savannah Electric and power Company to Savannah Beach,
Tybee Island, was on a higher rate for electric power than the
rate to inhhbitants of the City of Savannah; but this differen-
tial has in recent years been changed and put on the same basis
as that rate to users of electric power within the City Limits
of Savannah. The equalizing of the rate structure was one of the
results of growth of Savannah Beach, Tybee Island.
NOW THEREFORE, BE IT RESOLVED by the Mayor and Council-
men of Savannah Beach, Tybee Island, in Council assembled at this
regular meeting, and it is hereby resolved that the Southern Bell
Telephone and Telegraph Company be requested to institute toll -
free service between Savannah Beach, Georgia and Savannah, Georgia,
and that this service be instituted at as early a date as practi-
cable by the said Company for the convenience of not only those
citizens of the Town of Savannah Beach, Tybee Island, but the
citizens of Savannah, Georgia and its nearby suburbs.
Councilman Lovell moved that the following Ordinance
be adopted, Councilman Meddin seconded and the motion passed.
AN ORDINANCE
AN ORDINANCE TO AMEND AN ORDINANCE TO PROVIDE
FOR THE RATE OF LICENSE TAX ON AN AMUSEMENT
BOARD OR AN AMUSEMENT BOOK USED AS A TRADE
STIMULATOR AND NOT PROHIBITED BY LAW IN THE
TOWN OF SAVANNAH BEACH, TYBEE ISLAND, GEORGIA,
FOR THE FISCAL YEAR ENDING APRIL 30th, 1951;
PROVIDING FOR A STAMP TO BE AFFIXED TO EACH
SUCH TRADE STIMULATOR, FIXING FOR THE COST
OF EACH STAMP AND ITS USE, PROVIDING FOR
THE APPROVAL OF USE AND LOCATION OF EACH
TRADE STIMULATOR; FIXING PENALTIES FOR
THE VIOLATION; AND FOR OTHER PURPOSES.
SECTION 1. Be it ordained by the Mayor and Councilmen of
the Town of Savannah Beach, Tybee Island, Georgia, in Council
assembled, and it is hereby ordained by the authority of the same
that Section 1 of the Ordinance providing for the rate of license
tax on an amusement board or an amusement book used as a trade
stimulator and not prohibited by law in the Town of Savannah Beach,
Tybee Island, Georgia, for the fiscal year ending April 30th, 1951,
providing for a stamp to be affixed to each such trade stimulator,
fixing for the cost of each and its use, providing for the approv-
al of use and location of each trade stimulator; fixing penalties
for the violation; and for other purposes be amended by striking
the figure $100.00 as now appears on line 17 of said Ordinance

and inserting in lieu thereof the figure $50.00 so that that por-
tion of Section 1 of said Ordinance shall read as follows; °Such
registration stamps shall be provided by the Clerk of Council who
shall not sell said stamps in quantities of less than $50.00 at
any one time, and shall not sell the same to any one other than a
distributor duly licensed and authorized to do business within the
corporate limits of the Town of Savannah Beach, Tybee Island, and
said registration stamp shall be in the amount of $1.00, each, and
shall be affixed before such boards or books are placed in use.°
SECTION 2. All other portions of this said Ordinance
remain In irrnirriFce and effect.
SECTION . All Ordinances or parts of Ordinances conflict-
ing with the provisions of this Ordinance are hereby canoelled.
Councilman peters moved that the following Ordinance be
adopted, Councilman Smith seconded and the motion passed.
AN ORDINANCE
AN ORDINANCE TO PROVIDE FRO THE RATE OF LICENSES
FOR DOING BUSINESS IN THE TOWN OF SAVANNAH BEACH,
'TYBEE ISLAND, GEORGIA, FOR THE FISCAL YEAR ENDING
APRIL 30, 1951; FIXING PENALTIES FOR THE VIOLATION;
AND FOR OTHER PURPOSES.
SECTION 1. Be it ordained by the Maxtor and Councilmen of
the Town o Savannah Beach, Tybee Island, Georgia, in Council
assembled, and it is hereby ordained by the authority of the same,
that the licenses for doing business in the Town of Savannah Beach,
Tybee Island, Georgia, for the fiscal year ending April 30th, 1951,
shall be payable on or before the commencing of such business and
shall be as follows:
Subsection A. Each and every owner or operator of indoor
children's riding device, each device, $25.00. -
Subsection B. Each and every owner, operator or keeper
of a miniature pool table for which charges are made for the use
of the same, each table, $15.00.
SECTION 2. In the event any business or calling not speci-
fically mentioned in the above lise set forth shall be established
in the Town of Savannah Beach, Tybee Island, Georgia, the Mayor
and Councilmen reserve the right to establish a license fee for
same by Ordinance, which fee is to be of equal dignity as the li-
cense specifically mentioned in the above Section, provided, how-
ever, that such license shall not be more than the sum of Five Hun-
dred :Dollars ($500.00) .
SECTION 3. This Ordinance shall be subject to alterations
or repeal in whole or in part at any time during the fiscal year
beginning May let, 1950, should it be deemed advisable, and no

such amendment or repeal shall be construed to impair the right
of Council to assess or levy tax for the whole of such year when
ever made.
SECTION 4. The Mayor and Councilmen reserve the right to
refuse to issue to any one any licenses for any purpose or reasons
sufficient by them.
SECTION . Any person procuring a license on or after No-
vember ,

SECTION 6. Any person, firm or corporation violating any
of the provisions of Section 1 of this Ordinance shall, upon con-
viction before the Mayor's Court of said Town, be subject to be
fined in the sum of not more than One Hundred Dollars ($100.00),
or be imprisoned nor more than thirty (30) days, either or both
or any portion of either or both in the discretion of the Court.
SECTION 7. All Ordinances or parts of Ordinances conflict-
ing t
with ` ee' provisions of this Ordinance are hereby repealed.
Councilman Meddin moved that the following Ordinance be
adopted, Councilman Peters seconded and the motion passed.
AN ORDINANCE
AN ORDINANCE TO PROHIBIT THE PURCHASE OR ATTEMPT -
ING TO PURCHASE BY MINORS OF ALCOHOLIC BEVERAGES
WITHIN THE CORPORATE LIMITS OF SAVANNAH BEACH,
TYBEE ISLAND, GEORGIA; TO PROVIDE A PENALTY FOR
THE VIOLATION THEREOF; AND FOR OTHER PURPOSES.
SECTION 1. Be it ordained by the Mayor and Councilmen of
Savannah Beach, Tybee Island, in Council assembled, and it is
hereby ordained by authority of the same, that it shall be un-
lawful for any minor and /or minors to purchase or to attempt to
purchase any alcoholic beverages from any person, firm or cor-
poration located within the corporate limits of Savannah Beach,
Tybee Island, Georgia.
SECTION 2. Any person or persons violating the provisions
of sedr=f-67 this Ordinance shall, upon conviction before the
Mayor's Court of said Town, be subject to be fined in the sum of
not more than One Hundred Dollars ($100.00) or be imprisoned not
more than thirty (30) days, either or both or any portion
either or both, in the discretion of the Court.
SECTION 3. All Ordinances or parts of Ordinances conflict-
ing with the provisions of this Ordinance are hereby repealed.

August 17, 1950
The regular meeting of Town Council was held tonight at
P. M. in the Council Room and was attended by Mayor Dutton,
who presided, Councilman Smith, Brown, Lovell, Meddin, Peters,
Supt. Reed, Chief McCutchen and Mr. Charles H. Walsh.
Mr. Walsh stated that in his dredging operations between
10th and llth Streets he had filled in up to 4th Avenue and he
requested the Town to fill in 4th Avenue, Supt. Reed stated that
he had checked it and that the cost to do this work would be
about $1300.00. Mr. Walsh was excused.
Mr. Reed stated that he had started making asphalt today,
that he has about 500 yards of asphalt now, the roof of the Town
Hall needs painting, it would cost about $130.00, the Mayor stat-
ed that he had talked to Mr. Jim Gillis of the State Highway
Department relative to a side walk on Butler Avenue, he stated
that if the Town would purchase the oil the State Highway Depart-
ment would do the work.
Councilman Brown stated that when the July electric current
cut off and was resumed on a lower voltage several motors at the
pumping stations burned out due to operating on single phase
current.
The Mayor referring to that portion of 4th Avenue between
10th & llth Streets that ?qtr. Walsh wants the Town to fill, that
the matter should be given considerable thought, he appointed
the following Committee to handle the matter,Councilman Brown,
Lovell and Smith.
The minutes of June 15th, June 19th, June 26th, July 3rd
and July 18th were read and adopted.
Chief MoCutchen stated that the present jail needs con-
siderable work done to it, he recommended that the Town purchase
the old Guard House at Ft. Screven as it was ideally suited-for
the purposes intended. The matter was referred to Chairman
Meddin of the Finance Committee and the Mayor appointed Council-
men Peters, Hosti and Lovell to handle the matter.
