HomeMy Public PortalAbout09-08-2014 COW MinutesMinutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on September 8, 2014 In the Boardroom Mayor Collins called the meeting to order at 7:00 p.m. Present were: Mayor Collins, Trustee Lamb, Trustee Peck, Trustee Racich, Trustee Rippy, Trustee Bonuchi, and Trustee Fay. Others Present: Brian Murphy, Administrator; Michelle Gibas, Village Clerk; Scott Threewitt, Lead Engineer; Allen Persons, Public Works Director; Michael Garrigan, Planning Supervisor; Dean Marquez, Building Supervisor; and John Konopek, Chief of Police. There were approximately 10 persons in the audience. Trustee Fay moved to approve the Minutes of the Committee of the Whole Workshop held on August 18, 2014. Seconded by Trustee Lamb. Voice Vote. All in favor, 0 Opposed. PRESIDENTIAL COMMENTS Mayor Collins commented on the fundraiser for burn victims that was held at Katie O’Connors. TRUSTEES COMMENTS None PUBLIC COMMENTS None WORKSHOP MEETING #1 COMPLETE STREETS Mr. Mike Hoffman, Teska Associates, gave an update on the Complete Streets Plan. Mr. Teska pointed out that there was a meeting on July 8 for residents who reside in subdivisions along Meadow Lane to seek their input on potential traffic calming elements. Based on those comments a proposed map for Meadow Lane has been created. Mr. Teska reviewed traffic calming design elements including chicanes, intersection bump-outs, traffic circles, and lane re-striping for Meadow Lane. The proposed traffic calming elements are being proposed to be initially temporary which will provide staff with the opportunity to determine which element has the most positive impact. Mr. Hoffman pointed out that they will work with the residents prior to implementing any temporary traffic calming measures. Mr. Bob Kase, Dayfield resident, expressed concern that a plan was being brought to the Village Board without the speed survey and other options including citizen monitoring being looked at. Administrator Murphy pointed out that the purpose of this meeting is to update the Board on the progress. The Village Board will not be voting on anything this evening. Administrator Murphy pointed out that he would not recommend citizen monitoring at this point. Mr. Tony Buongiorno, resident, questioned the traffic circle at Sandbank. Mr. Murphy pointed out that there will not be a traffic circle, they are proposing curb extensions. Village of Plainfield Meeting Minutes – September 8, 2014 Page 2 Trustee Lamb asked if speed bumps will be used. Mr. Hoffman stated that the residents expressed concerns regarding speed bumps. Trustee Lamb requested that Mr. Hoffman and staff resolve the issues with the residents prior to bringing it back to the Board. Trustee Bonuchi suggested brining the solutions to the residents and getting their input. Trustee Racich pointed out that the streets in question were developed when the Village had only a few thousand residents. The Village is trying to fix a negative situation and encouraged the residents to give feedback. Mr. Garrigan stated that staff will reach out to the residents early autumn. #2 STRATEGIC PLAN UPDATE Mr. Allen Persons reviewed the updates to the Transportation/Community Connections Action Items as identified in the Strategic Plan. Mr. Persons pointed out that the staff submitted two projects for STP Grants: Renwick Road from River to Route 59 and 127th Street from Heggs to Meadow. Both projects qualified and will be included in the Grant. The Village will receive $1.49 million for the Renwick Road project and $2 million for 127th Street project. Mr. Michael Garrigan reviewed the updates to the Community Life/Identity Action Items as identified in the Strategic Plan. Mr. Garrigan pointed out that staff has added a new action item: Create a new design for a War Memorial Plaza at Settlers’ Park. Mr. Garrigan then reviewed some sign designs for way-finding and for Route 66. Trustee Lamb indicated that he liked the white Route 66 sign and the blue wayfinding sign. He does not like the dark background. Mayor Collins suggested putting a truck route sign at Route 30 and 143rd Street. Mayor Collins thanked the staff for the presentation and read the reminders. Trustee Fay moved to adjourn. Seconded by Trustee Racich. Voice Vote. All in favor, 0 Opposed. The meeting adjourned at 8:02 p.m. Michelle Gibas, Village Clerk
