August 17, 1950 The regular meeting of Town Council was held tonight at P. M. in the Council Room and was attended by Mayor Dutton, who presided, Councilman Smith, Brown, Lovell, Meddin, Peters, Supt. Reed, Chief McCutchen and Mr. Charles H. Walsh. Mr. Walsh stated that in his dredging operations between 10th and llth Streets he had filled in up to 4th Avenue and he requested the Town to fill in 4th Avenue, Supt. Reed stated that he had checked it and that the cost to do this work would be about $1300.00. Mr. Walsh was excused. Mr. Reed stated that he had started making asphalt today, that he has about 500 yards of asphalt now, the roof of the Town Hall needs painting, it would cost about $130.00, the Mayor stat- ed that he had talked to Mr. Jim Gillis of the State Highway Department relative to a side walk on Butler Avenue, he stated that if the Town would purchase the oil the State Highway Depart- ment would do the work. Councilman Brown stated that when the July electric current cut off and was resumed on a lower voltage several motors at the pumping stations burned out due to operating on single phase current. The Mayor referring to that portion of 4th Avenue between 10th & llth Streets that ?qtr. Walsh wants the Town to fill, that the matter should be given considerable thought, he appointed the following Committee to handle the matter,Councilman Brown, Lovell and Smith. The minutes of June 15th, June 19th, June 26th, July 3rd and July 18th were read and adopted. Chief MoCutchen stated that the present jail needs con- siderable work done to it, he recommended that the Town purchase the old Guard House at Ft. Screven as it was ideally suited-for the purposes intended. The matter was referred to Chairman Meddin of the Finance Committee and the Mayor appointed Council- men Peters, Hosti and Lovell to handle the matter. 19 20 The Mayor called attention to ball games being played on the beach and stated that he had instructed the police Depart- ment to inforce the Ordinance prohibiting these games being play- ed on the beach because of accidents. Chief McCutchen asked what was the pleasure of Council as to the length of time that the parking meters should be operated, Councilman Meddin suggested that they be operated through the month of September and moved that the matter be referred to the police Committee. Councilman Meddin moved that bills for the month of July amounting to $1851.12 be paid, Councilman peters seconded and the motion passed. Councilman peters wanted to know what Council intended to do relative to appointment of a Lieutenant of police. It was decided to hold off for the present time. Councilman Brown suggested that some road signs leading to Savannah should be placed at vantage points advertising Savannah Beach and asked that the Town place two signs, the cost of which is $350.00 each. The matter was referred to the Finance Committee. Councilman Smith stated that Mr. Solms and Mrs. Wolfe of the Savannah Chatham T B Association had been in correspondence rela- tive to having the X -ray Mobile Unit come to Tybee, Councilman Smith stated that it was offered for use during the week of Sep- tember llth or longer. Councilman Smith stated that he had spoken to Mr. Lester Gruver, Chief Electrician of the City of Savannah, who was very cooperative, he did not know of anyone on the Island who could do the job, there were two applications, one from Stanley Stark and the other from 0. E. Blair, Stark maybe acceptable if the Fire Underwriters agree on him, he had in mind Mr. Lawrence Smith, the Island Representative of the Savannah Electric Company but they do not want him to take it, Mr. Reynolds is making the inspections now. No action was taken. Councilman Smith stated that he had gotten bids on 1 ton chassis and cab to be used as a fire engine, the prices run around $1350.00, also 600 ft: of l4 inch hose, this cost about $300.00, the pumper could be gotten for not over $75.00, and he moved that the Fire Committee be authorized to purchase the ton truck at a maximum limit of not over $1400.00 for the truck and also 600 feet of 1 inch hose not over 1300.00 and also purchase the pumper for not over 475.00. Councilman Peters seconded and the motion pass- ed. A bill for $500.00 was presented to the Town by Herman Diamond, he contending that the Town had moved sand off of his property amounting to this sum. A petition was presented by Mrs. C. M. Jordon requesting that her side walk and drive be repaired which was damaged by the J. G. Attaway Company when it was laying the sewerage lines. Mr. Reed was instructed to check on this and report. Councilman Smith moved that the National cash register former- ly used at the parking areas be sold by the Finance Committee, Councilman Brown seconded and the motion passed. September 14, 1950 The regular meeting of Town Council was held today at 4 P. M. in the Council Room and was attended by Mayor Dutton, who presided, Councilmen Peters, Brown, Lovell, Meddin, Hosti, Supt. Reed, Mr. J. W. Lang, Mr. T. A. Wilson, Mr. T. J. Cochran, Mr. E. J. Solomon, Mr. S. L. Varnedoe and Chief McCutchen. Mr. Wilson appearing with Mr. Cochran, objected to a boat livery business, etc., being operated from the property known as Riverside Lodge now owned by Mr. Milton Levison, they contending that the area is zoned against the establishment of new businesses and that it will seriously affect property values in this section. The minutes of the meeting of August 17th were read and adopted. Fire Chief Solomon stated that the State Fire Law and the Town Ordinance regulating the installation of bottled gases, such as butane, propane and etc., are conflicting, the State Law per- mits small tanks or bottles above the ground, the Town Ordinance requires that all sizes be placed under ground. It was decided that Mr. Solms and Mr. Solomon get together and adjust the matter. The Mayor instructed the Town Attorney to write the Tybee Water Works to remove from the location where it is now to a spot nearer the curb, the fire hydrant on 16th Street in front of Carbo's building and that this be done at once. Mr. Reed stated that he had ten prisoners, that he would start today to lower the roof on the Garage and Shop building, 21
