classification.
Maximum Hourly Rate: The top hourly pay rate of the assigned range for the classification.
Average Hourly Rate: The hourly pay reported for each position averaged to determine this
amount.
Number of Employees: The number of employees reported as serving in the position.
ANNUAL AMOUNTS
Minimum Annual Rate: The minimum hourly pay rate for each position multiplied by the
number of hours worked annually to determine this amount.
Maximum Annual Rate: The maximum hourly pay rate for each position multiplied by the

contains the major duties for each of the positions listed. If you have personnel in your
organization whose duties substantially correspond to those outlined in the description, please

1 SUMMARY JOB DESCRIPTIONS
1. CUSTODIAN
Responsible for cleaning, waste removal, replenishing of cleaning supplies and general
custodial building maintenance. Requires a high school diploma or equivalent.
2. MUNICIPAL COURT CLERK
Performs administrative and clerical work to ensure municipal court operates in a timely
and efficient manner. Works in cooperation with the Municipal Judge and Prosecutor to
schedule cases, issues summons, subpoenas and warrants; prepares dockets for court
session and performs data entry. Has team leader responsibility for the work of the Deputy
Clerk. Requires a high school diploma or equivalent and two years experience in a legal
setting. Must be knowledgeable of court procedures and practices. Certification by the
association for court administration desirable.
3. SECRETARY
Reports to a department professional or director. Provides clerical support to staff; types
correspondence, reports, manuals and other materials; composes and types letters, notices
and other material; greets customers, answers phones and general customer service duties.
Maintains appointment schedules, assists with report preparation, and makes travel
arrangements. Requires a high school diploma or equivalent and progressively responsible
secretarial work experience.
4. ADMINISTRATIVE SECRETARY
Reports to a department director. Provides secretarial support; answers correspondence
not requiring management decisions, types complex reports, manuals and other materials;
answers inquiries, maintains appointment schedules, and manages a variety of
administrative tasks without direction from supervisor. Requires a high school diploma or
equivalent and thorough experience in secretarial work.
5. DATABASE SYSTEMS ANALYST
Reports to the Information Systems Manager. Performs extensive programming and
database support services including user training to all City departments. Serves as an
internal consultant to define requirements, evaluate workflow processes, assist
departments in improving process through automation, and assist in maintaining
departmental pages of the City website. Requires an accredited Associates' degree in
computer science or related field and four years programming experience in database
applications, or an accredited Bachelors' degree and t-wo years experience.

1 6. INFORMATION SYSTEMS MANAGER
Reports to the Director of Finance. Responsible for supervising and managing the
information systems office. Coordinates departmental activities, determines priorities, and
directs special operations. Requires an accredited Bachelors' degree in Computer Science,
Accounting, Mathematics, Statistics, Public or Business Administration or closely related
field and five years of professional or administrative electronic I.S. experience. Additional
experience may be substituted for the required education on a year-for-year basis.
7. PURCHASING AGENT
Reports to the Director of Finance. Operates a central purchasing office for all
departments of the City. Responsible for sale of surplus property and materials, and City
Hall facilities management. Requires an accredited Bachelors' degree in business
administration or purchasing and two years experience in business or governmental
purchasing and surplus property. Certified Professional Buyer, Certified Professional
Procurement Officer, or Certified Procurement Manager preferred.
8. ACCOUNTANT
Reports to the Chief Accountant. Responsible for recording and reporting various
financial transactions, budgetary control of assigned funds; reviewing accounts payable,
payroll and other fiscal records; and preparing financial reports and analyses to ensure
accounting records are in accordance with established regulations and procedures.
Requires an accredited Bachelors' degree in accounting or business administration and
three years experience in financial reporting, accounting or auditing.
9. ANIMAL RESCUE OFFICER
Reports to the Animal Rescue Division Director. Responsible for field work in enforcing
animal control ordinances. Issues citations, captures animals, investigates complaints of
cruelty to animals, sets and retrieves humane animal traps, and assists with the daily
operations and maintenance of the shelter. Requires a high school diploma or equivalent
and one year experience in animal handling.
10. ENVIRONMENTAL SANITARIAN
Responsible for sanitation and environmental health through field investigations relating
to the enforcement of sanitation laws, regulation and ordinances. Requires an accredited
Bachelors' degree with specialization in environmental health sciences, and responsible
technical experience in related field. Certification as a Professional Sanitarian or
Registered Sanitarian desired.

1 11. ENGINEERING TECHNICIAN
Reports to Engineering Designer. Responsible for design, record maintenance and
retrieval; ordering of supplies for drafting section; and may be responsible for surveying
and inspecting streets, subdivisions, and wastewater collection systems. Requires a high
school diploma or equivalent and college level course work in engineering, drafting,
computer aided design or related field and experience in technical design and drafting
work or an equivalent combination of experience and education.
12. CIVIL ENGINEER 1
Reports to Engineering Division Director. Reviews plans to assure adherence to
engineering standards and City code for construction, designs and details stormwater,
street and sanitary sewer projects, and collects and interprets traffic data. Requires an
accredited Bachelors' degree in civil engineering and one year related experience.
13. BUILDING INSPECTOR
Reports to the Building Regulations Division Director. Responsible for inspecting
housing and buildings throughout the course of planning, construction, alteration, and
repair for adequacy of foundation, structure, workmanship, materials and conformity to
City code requirements. Requires a high school diploma or equivalent, vocational or trade
school training, five years' building inspection experience or equivalent combination of
training and experience.
14. ELECTRICAL INSPECTOR
Reports to the Building Regulations Division Director. Responsible for inspecting
electrical installations for commercial, private, and public dwellings. Requires a high
school diploma or equivalent and five years' experience in major electrical installations or
equivalent combination of education and experience and a Missouri Electrical
Journeyman's license.
15. GIS COORDINATOR
Reports to the Engineering Division Director. Coordinates the preparation of
specifications, the selection, installation and implementation of the geographic information
system including the configuration of the system, input of data, and training of users.
Requires an accredited Associates' degree in computer science or engineering and four
years related experience; or a Bachelor's degree in geography, GIS, planning, engineering,
or computer science and two years GIS experience.
16. SENIOR PLANNER
Reports to the Director of Community Development. Prepares recommendations for the
revision of zoning regulations, advises various City government entities on zoning and
planning, and fosters the orderly growth of the City through maintaining adherence to
1 regulations and through annexation. Requires an accredited Bachelors' degree in urban
planning or related field and six years experience in professional planning work.
17. PARKING ENFORCEMENT OFFICER
Reports to the Parking Division Director. Enforces parking ordinance and City parking
code by issuing parking citations and summons for Municipal Court; collects parking
meter receipts; and assists in the maintenance of the parking garage, parking meters and
equipment. Requires a high school diploma or equivalent, one year experience working
with the public, and a valid Missouri drivers license.
18. BUS DRIVER
Reports to the Transit Operations Supervisor. Provides coach transportation and customer
service on assigned city bus routes. Performs safety inspections and assistance for
handicapped passengers as requested. Requires a high school diploma or equivalent,
experience in the operation of passenger buses and the ability to obtain a Missouri Class B
commercial drivers license.
19. TRANSIT OPERATIONS SUPERVISOR

20. AUTOMOTIVE EQUIPMENT MECHANIC
Reports to Central Maintenance Division Director. Performs highly skilled mechanical
repairs and maintenance on vehicles and equipment. Requires a high school diploma or

21. TRAFFIC SIGNAL TECHNICIAN
Reports to the Street Division Director. Maintains and repairs traffic control systems and

22. MAINTENANCE I
Reports to a maintenance supervisor. Performs entry-level work in a variety of municipal
and utility maintenance activities. Duties may include mowing, trimming, assisting in
is repairing and maintaining transportation routes, parking lots, airport taxiways and
runways; installing and maintaining sanitary and storm sewers, installing and maintaining
street signing; and painting center lines, curbs, snow removal, building maintenance and

23. MAINTENANCE II
Reports to a maintenance supervisor. Performs semi-skilled work including equipment
operation and building trades to maintain city parks, recreational facilities, parking lots,

school diploma or equivalent and two years experience in construction equipment

25. MAINTENANCE CREW LEADER
Reports to a maintenance supervisor. Provides direction and guidance to maintenance
workers engaged in construction, repair and maintenance of City streets, airport, sewer,
and park facilities. Acts as a team leader, planning, assigning and inspecting maintenance
activities. Requires a high school diploma or equivalent, five years experience, and a

26. WASTEWATER TREATMENT PLANT OPERATOR I
Reports to the Lead Operator. Entry-level responsibility for operating and maintaining
wastewater treatment plant equipment, transporting and applying biosolids, and
performing grounds and facility maintenance. Requires a high school diploma or
equivalent, a Missouri Class B commercial drivers license, and a Missouri Class D
Wastewater Treatment Plant Operator's license within six months of hire.
27. LEAD OPERATOR
Reports to Wastewater Treatment Plant Supervisor. Responsible for overseeing daily
wastewater treatment plant operations and inspections. Monitors an efficient bio-solids
program and maintains a good working relationship with local farmers. Requires a high
school diploma or equivalent, 10 years experience in wastewater treatment plant
operations, a Missouri Class B commercial drivers license, and a Missouri Class A
Wastewater Treatment Plant Operator's license.
28. COLLECTION SYSTEM CREW LEADER
Reports to the Collection System Maintenance Supervisor. Supervises employees engaged
in investigation, documentation, construction, repair, rehabilitation and maintenance of
Inflow and Infiltration (IM projects in the City's collection system. Provides lead
assistance in the absence of or assignment of major/minor projects scheduled, unscheduled
or in emergency situations. Requires a high school diploma or equivalent and five years
experience, a Missouri CDL Class B license with tanker and air brake endorsements, and
knowledge of equipment used in confined space entry, CCTV, flow monitoring and other
specialized and heavy equipment.
29. TELECOMMUNICATIONS OPERATOR
Reports to the Telecommunications Supervisor. Responsible for the operation of
emergency communications and data processing work including handling radio, telephone
and other emergency equipment to broadcast and distribute law enforcement, fire and
rescue information. Requires a high school diploma or equivalent and one year experience
as a telephone operator, dispatcher, or related field.
30. POLICE OFFICER 1, II, III
Reports to a Police Sergeant. Responsible for general police work in the protection of life
and property through the enforcement of laws and ordinances. Specific duties include
patrolling designated areas, directing vehicular and pedestrian traffic, apprehending
criminals, preparing accurate and concise reports, and crime investigation. Requires a
high school diploma or equivalent and successful completion of basic law enforcement
training.
31. POLICE SERGEANT
Reports to a Police Lieutenant. Responsible for supervisory municipal law enforcement.
Assists in the supervision of traffic operations and the investigation, apprehension, and
arrest of law violators. Reviews reports of subordinates and prepares reports for higher
rank officers. Requires a high school diploma with preference for an accredited
Bachelors' degree in Criminal Justice and four years experience in law enforcement.
32. POLICE LIEUTENANT
Reports to a Police Captain. Responsible for supervising police officers. Plans,
coordinates and evaluates police officer training and performs duties specific to an area of
assignment. Performs police patrol work; may be responsible for organizing and
conducting investigations, bringing charges, and managing evidence for trial. Coordinates
information and case statistics between police department and prosecutor's office.

Reports to the Police Chief. Responsible for supervisory and administrative law
enforcement work serving as a commander of either an operating division, investigation

department. Requires eight years experience in law enforcement with a preference for an

34. FIRE FIGHTER
Reports to the Fire Captain. Responsible for preventing, containing and extinguishing
fires; administering first responder medical services assisting in the rescue and evacuation

facilities; participating in fire prevention and suppression drills and training sessions;

35. FIRE DRIVER
Reports to the Fire Captain. Responsible for driving fire equipment to the scene of an

and inspects pumping equipment. Pumps water at designated pressures at fire scenes,
performs firefighter duties as required. Requires a high school diploma or equivalent,
three years firefighting experience, experience in the operation of fire trucks and
equipment, Missouri Class B commercial drivers license, Fire fighter I certification, and
completion of EMT training.
36. FIRE CAPTAIN
Reports to the Assistant Fire Chief. Responsible for supervisory and technical firefighting
work on an assigned shift. Supervises upkeep of equipment, conducts fire prevention
inspections, and is responsible for placement of equipment and direction of firefighting
personnel at the scene of a fire or emergency. Requires a high school diploma or
equivalent with college course work in fire science and six years experience in firefighting
work, a Missouri class B drivers license, Fire Fighter I certification, and completion of

Introduction
At the request of the City of Jefferson City, Condrey and Associates, Inc. entered into a
contract with the city for the development of a job classification and compensation plan.
The objectives of the study included:
1. Reviewing and revising the current classification system and pay plan for all city
employees;
2. Collecting wage survey data; and
3. Producing a recommended pay plan based on job analysis,job evaluation, and wage
survey data.
The process used to collect the necessary data and develop the classification and
compensation plan consisted of several steps or phases. The first step involved the distribution
of a position questionnaire to all city employees. The questionnaire covered major aspects of the
employee's position as well as the physical demands and work environment of the position.
After reviewing the information on the position questionnaires, Condrey and Associates
interviewed employees individually and developed a classification recommendation for each
position. Approximately 50% of position incumbents were personally interviewed for the study.
Our experience in interviewing the city's employees was a positive one. The city should take
pride in its competent and professional workforce.
The next phase in the work involved evaluating each classification for grade level. In order
to provide a reliable set of ratings, all positions were rated by Condrey and Associates utilizing
the Factor Evaluation System (FES). An explanation of FES follows in another section of the
report.

The project also involved collecting salary survey information. Condrey and Associates
conducted a salary survey of selected organizations specifically for this study. The survey
respondents are listed in Table I.
Even after completion of these phases, it will be necessary to reevaluate positions based
on a change in duties or on a refocused job description. It is the intention of Condrey and
Associates to provide technical assistance in this process.

The Classification Plan
' The system used to classify the jobs in the City of Jefferson City is an adapted version of
the Factor Evaluation System (FES). FES was developed by the Civil Service Commission (now
the Office of Personnel Management) of the federal government and is considered to be a
state-of-the-art system in public human resource management.
FES is a point-factor-comparison evaluation system that uses nine factors for the
evaluation of jobs: Knowledge Required by the Position, Supervisory Controls, Guidelines,
Complexity, Scope and Effect, Personal Contacts, Purpose of Contacts, Physical Demands, and
Work Environment. In order to adapt it to this setting, a tenth factor covering supervisory
responsibility was added by Condrey and Associates. The factors are weighted (i.e., Knowledge
Required by the Position "counts more" than Physical Demands). Each factor has several levels,
and each level is assigned a specified number of points. The combined score on all the factors
determines the total number of points for each position and its assignment to a grade in the
classification plan. Appendix A depicts the grade level assigned all city positions. The assigned
grade levels reflect a combination of data generated by FES, the salary surveys, and a review of
organizational relationships within the organization.

The Compensation Plan
The compensation plan developed for the city is based on an internal value system
reflected in the classification plan and on a salary survey of comparable organizations to help
assure an externally equitable and competitive pay system.
The pay plan consists of twenty-eight grades. Table 11 displays the proposed salary scale.
The salary range for each grade is fifty percent. The range is deliberately broad so that problems
associated with employees reaching the top of their pay range will be minimized. Further, it is
recommended that once employees reach the top of the range, performance increases continue to
be earned as a bonus. This will help alleviate retention and motivation problems associated with
employees who have "topped out" of their pay range.
in order to keep the proposed salary tables current, an annual market adjustment should be
considered. This adjustment should be applied as an increase to the salary schedule and as a
general percentage salary increase for all employees when market conditions dictate. This
market adjustment should be made in addition to employee step raises. Thus, the city may
budget for two annual personnel cost adjustments: 1) an across-the-board increase which would
raise every employee salary and every pay range equally when market conditions dictate, and 2)
step increases linked to employee service and/or performance.

Cost of Implementation
The following paragraphs present an implementation plan for the city's consideration. The
cost figures do not include benefit costs. Thus, the following cost figures do not represent the
city's total personnel costs for these positions.
Table LE depicts the cost to implement the new compensation plan. The annualized cost to
implement classification changes necessitated by the new compensation plan is 8218,356 or
1.64% of current payroll cost. The new compensation system mirrors the city's labor market and
should prove to be effective in attracting and retaining a quality workforce.
Implementing the new compensation system will further compress individual pay rates
(salaries grouped closely together, regardless of length of service to the organization or quality of
performance). To help alleviate this problem, Condrey and Associates recommends that a one
time equity adjustment be applied to employee salaries as outlined in Table III. The equity
adjustment recognizes length of employee service to the city. The cost of the equity increase is
approximately 5.93% of adjusted payroll cost; alternative equity adjustments are also presented
in Table III. Condrey and Associates will be available to assist in implementing the new
compensation plan for individual employees.
