SUPPORTING A-1041, AN ACT CONCERNING THE EMERGENCY
SERVICES VOLUNTEER LENGTH of SERVICES PROGRAM (LOSAP)
WHEREAS, A-1041, an Act concerning the Emergency Services Volunteer Length of
Service Award Program (LOSAP) and amending P.L. 1997c. 388 (N.J.S.A. 40A:14-183,
et seq.) has been introduced in the General Assembly in the 2002 Legislative Session;
and
WHEREAS, A-1041 amends the Emergency Services Volunteer Length of Service
Award Program Act to permit local governments to include emergency management
volunteers in this program; and
;VHEREAS, presently, a LOSAP program may be enacted by a municipality, with voter
approval, to provide tax-deferred benefits to active volunteer members of fire companies
or first aid organizations; and
WHEREAS, the Borough of Carteret has enacted a LOSAP program for active members
of the Carteret Volunteer Fire Department and the Carteret First Aid Squad to recognize
the tremendous sacrifice and commitment made by these individuals to our community;
and
WHEREAS, A-1041 would make emergency management volunteers eligible to
participate in the LOSAP program; and
WHEREAS, emergency management volunteers are trained to deal with the
preparedness for, response to, recovery from, and mitigation of both natural and
manmade hazards ranging from hurricanes to tornadoes, floods, fires and hazardous
spills; and
WHEREAS, specifically, their work involves mobilizing and positioning emergency
equipment; getting people out of danger; providing needed food, water, shelter and
medical services; and bringing damaged municipal services and systems back on line;
and
WHEREAS, these trained volunteers provide a vital service to the Borough of Carteret
and work diligently to protect the health, safety and welfare of our residents; and
WHEREAS, the eflbrts of the Borough's emergency management volunteers should be
recognized and fostered by permitting these volunteers to participate in a municipal
LOSAP program.

NOW, THEREFORE, BE IT RESOLVED that the Mayor and Council of the Borough
of Carteret, County of Middlesex, and State of New Jersey, strongly support A-1041.
BE IT FURTHER RESOLVED that we, the Mayor and Council of the Borough of
Carteret, urge our representatives in the State Legislature, Senator Joseph Vitale,
Assemblywoman Arline Friscia, and Assemblyman John Wisniewski, to support this
legislation for its acknowledgement and endorsement of the efforts of local emergency
management volunteers.
BE IT FURTHER RESOLVED that a copy of this Resolution be for~varded to Senator
Joseph Vitale, Assemblywoman Arline Friscia, and Assemblyman John Wisneiwski.
