HomeMy Public PortalAboutr 24-076Yego1u#You of the gvroug4 of Tartart, N, 4, No. #24-76 Date of Adoption March 21, 2024 AUTHORIZING A PROFESSIONAL SERVICES CONTRACT WITH CME ASSOCIATES FERRY TERMINAL GEOTECHNICAL INVESTIGATION SERVICES - BLOCK 304, LOTS 2.01, 2.02 & 4 WHEREAS, the Borough of Carteret is in need of professional Geotechnical Investigation Services for Block 304, Lots 2.01, 2.02 & 4; and WHEREAS, the Borough's' Consulting Engineers, CME Associates, possess the requisite skill and expertise to provide said services; and WHEREAS, CME Associates has submitted a proposal to provide said engineering services at a total cost not to exceed $25,985.00; and WHEREAS, the Mayor and Council have reviewed said proposal; and WHEREAS, the Chief Financial Officer has certified that funds are or will be available for said purpose. Account # NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Carteret, County of Middlesex, State.of New Jersey, as follows: I. That the proposal from CME Associates for professional Gcotechnical Investigation Services for the Ferry Terminal - Block 304, Lots 2.01, 2.02 & 4 at a total cost not to exceed $29,985.00, billable in accordance with CME's existing contract with the Borough, is hereby approved. 2. That this action is approved as an award of a professional services contract pursuant to N.J.S.A. 40A:11-5(t)(a) in accordance with the Borough's Fair and Open Process as authorized by law. 3. A copy of this Resolution be forwarded to the Borough's Purchasing Department and CME Associates. Reiman Re: Proposal for Professional Engineering Services Ferry Terminal — Supplemental Geotechnical Investigation Block 304, Lots 2.01, Z02 & 4 Borough of Carteret, Middlesex County, New Jersey Our Proposal Number 2024-073 Dear Mayor: Thank you for the opportunity to present our proposal for Professional Engineering services for the above referenced project. Based on discussions with the Project Architect and Construction Manager for the Carteret Ferry Terminal project, we understand that additional geotechnical investigations of the site will be helpful to guide a robust and cost-effective design for the structure's deep foundations given the revised and expanded footprint of the building. Accordingly, the Architect's structural engineer has requested a total of five (5) testing borings within the revised footprint extending to a depth of approximately 80 feet below existing ground surface or until refusal is encountered on the underlying bedrock surface. These findings will be provided in an addendum to the previously prepared geotechnical report for the site. With this in mind, we will provide the following services: Additional Geotechnical Investigation The test borings will be conducted with a truck -mounted drill rig, equipped with hollow stem augers and split spoon samplers. Samples of the soils encountered will be recovered at suitable intervals and the Standard Penetration Resistance Test (SPT) values will be recorded. All sampling procedures will be performed in accordance with the applicable American Society for Testing and Materials (ASTM) Standards. Qualified geotechnical professionals will supervise and monitor the fieldwork operation. Should soft or otherwise unsuitable soils be encountered at the planned termination depth of the test borings, they will be extended until suitable bearing strata are identified. Reiman Carteret Ferry Terminal Supplemental Geotechnical Investigation Re: Proposal for Professional Engineering Services Laboratory Testing March 12, 2024 Proposal No. 2024-073 Page 2 To properly supplement the field classification of soil samples retrieved, laboratory testing of representative soil samples will be conducted. The following tests are proposed for this project: Standard Classification Testing, in accordance with ASTM Standard D2487, including Moisture Content, Sieve Analysis, and if needed Atterberg Limits testing. Geotechnical Engineering Analyses and Report Preparation Based on the results of the Field Investigation and the Laboratory Testing detailed above, \relevant geotechnical engineering analyses will be conducted for the project. A Geotechnical Engineering Report will then be completed. This report will include: • Description of subsurface conditions and geology of the area • Test Boring Location Plan • Test Boring Logs • Laboratory Test Results • Foundation Design (including Deep Foundations if needed) and other Project Design Recommendations • Construction Phase Recommendations • Groundwater Conditions All geotechnical work will be completed under the direction of a registered Geotechnical Professional Engineer. Our office will coordinate with the Borough's LSRP regarding the necessary procedures for closure of the bore holes. Z51 9S� Exceptions: Work outside of the above -mentioned scope will be invoiced at an hourly rate in accordance with the enclosure rate table. The above fee estimates are based on information provided to us by the Borough. Should the scope of the project change requiring additional professional fees, we will detail same in writing and seek authorization prior to proceeding.
