AUTHORIZING A PROFESSIONAL ENGINEERING SERVICES
CONTRACT WITH COLLIERS ENGINEERING & DESIGN
CARTE RET RIVER WALK PHASE IIB
WHEREAS, the Borough of Carteret is in need of Additional Engineering Services for
the Expansion of the Carteret River Walk Phase IIB.
WHEREAS, Colliers Engineering & Design, 101 Crawfords Corner Road, Suite 3400,
Holmdel, New Jersey 07733, possesses the requisite experience and expertise to provide
said services; and
WHEREAS, Colliers Engineering & Design has submitted a proposal to provide said
services at a total cost not to exceed $54,250.00; and
WHEREAS, the Mayor and the Council have reviewed said proposal; and
WHEREAS, the Chief Financial Officer has certified that funds are or will be available
for said purpose. Acct. 4
NOW, THEREFORE, BE IT RESOLVED by the Mayor and. the Council of the
Borough of Carteret, County of Middlesex, State of New Jersey, as follows:
1. The proposal from Colliers Engineering & Design for
Additional Engineering Services with regard to the Expansion
of the Carteret River Walk Phase IIB at a cost not to exceed
$54,250.00 is hereby approved.
2. This action is approved as an award of a professional services
contract pursuant to N.J.S.A 40A:11-5(t)(a) in accordance
with the Borough's Fair and Open Process as authorized by
law.
3. A copy of this Resolution be forwarded to the Borough's
Finance Department, the Borough Director of Engineering
and Colliers Engineering & Design.
Adopted this 21 st day of March, 2024
and certified as a true copy of the
original on March 22, 2024.

Description of service contract scope:
Engineering
Design
Colliers Engineering & Design, Inc. (DBA Maser Consulting) proposes to provide the following service(s):
Provide additional engineering services for the expansion of Phase IIB.
The construction documents will be revised to Include the following items:
• Provide final design and structural details for four 10' x 10"'bump out" extensions to Phases IIA & IIB
Boardwalk, two extensions can be combined at a single location.
• Final design and structural details for the inclusion of 600 feet of Phase IIC Boardwalk. Two 300'
sections to be Included as Add Alternates to the Base Bid of Phase IIB.
• Design services for inclusion of an Urban Beach on the landward side of Phase IIA.
• Two Emergency Call boxes in locations to be determined within Phase IIA & IIB.
• Revised/update specifications and bid documents to include the additional improvements.
Lump Sum Fees:
structural design and detailing - $16,500.00
Civil Construction Bid Documents (Plans and Specifications) - $37,750.00
The Business Terms and Conditions of the original contract shall still apply.
Services outlined above shall be invoiced: Payment terms are NET30 of receipt of Invoice.
