REGULAR COUNCIL MEETING, DECEMBER 3, 2013
CALL TO ORDER
The Regular Council Meeting of December 3, 2013, was convened at 6:00 P.M. by
Mayor Eric Struemph.
ROLL CALL
The following Council Members were present for the roll call:
Present: Branch, Bray, Carroll, Graham, Henry, Hussey, Mihalevich, Prather,
Schulte, and Scrivner
Absent: None
A quorum was declared present.
MISCELLANEOUS AGENDA ITEMS
Mayor Struemph asked Chief Roger Schroeder to introduce five new police officers
recently hired. Those new officers are:
1. Alicia Schafer
2. Damon Nunn
3. Kelly Gettler
4. Geoffrey Rowland
5. Lucas Vogel
Following a presentation of each person’s background, Mayor Struemph welcomed the
officers.
PUBLIC HEARINGS
There was no public hearing scheduled.
MINUTES AND REPORTS RECEIVED AND FILED

Mayor Struemph announced that the following minutes and reports have been received
and are on file for review in the City Clerk’s office:

c. CAMPO Board of Directors, September 18, 2013
d. Public Works & Planning Committee, October 24, 2013
e. Mid-Missouri Regional Planning Commission 2013 Annual Report
f. Code & Contact Issue Report for October, 2013
Mayor Struemph encouraged citizens interested in serving on a City Board or
Commission to contact the Human Resources Department and place their application
on file for upcoming openings.
COUNCIL COMMITTEE REPORTS
Administration Committee – Councilwoman Carrie Carroll reported that the next
meeting will be held on Wednesday, December 4, at 8:00 A.M.
Finance Committee – Councilman Shawn Schulte announced that next meeting will be
held on Tuesday, December 24, at 7:30 A.M.
Public Safety Committee – Councilman Rick Prather reported that the date for the
next meeting will be held immediately following the Brown Bagel Work Session on
Thursday, January 2.
Public Works & Planning Committee – Councilman Bob Scrivner announced that the
next meeting will be held on Thursday, December 19, at 7:30 A.M.
Other Committee / Liaison Reports – There were no other reports given at this time.
APPOINTMENTS BY THE MAYOR
There were no appointments recommended at this time.

PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS
Mayor Struemph stated he would like to move items (b) and (c) under this category up
at this time as there are several students present for item (b).
Members of the Smokebusters / TREND student group from South Callaway School
made a presentation regarding smoking inside the Capitol building. Following their
presentation, the Council asked questions of the students and Mr. Stan Cowan about
their involvement with this issue. At the conclusion of the Q&A period and Council
discussion, Mayor Struemph stated the Council would take up the associated
Resolution at this time.
RS2013-32 – Supporting House Majority Caucus Prohibition of Smoking Within Offices
of its Members (Carroll)
A motion was made by Councilwoman Carroll to adopt Resolution RS2013 -32,
seconded by Councilman Henry, and approved by the following roll -call vote:
Aye: Carroll, Graham, Henry, Hussey, Mihalevich, Prather, and Schulte
Nay: Branch, Bray, and Scrivner
Kevin Meinhardt Award – Human Resources Director Gail Strope reminded staff and
citizens that nominations are being accepted for a few more days for the first Kevin
Meinhardt Award and encouraged them to nominate worthy recipients.
Interim City Administrator Drew Hilpert discussed the conference center issue and the
next steps in the process. Following Q&A and discussion by the Council, Mr. Hilpert was
directed to draft an RFP for a consultant and send it to the Council for their review.

Drew Hilpert announced that the Council had decided to hold a Work Session on the
Conference Center issue on Monday evening, December 9, at 6:00 P.M.

A motion was made by Councilman Henry for adoption of RS2013 -37 as presented,

A motion was made by Councilman Scrivner for adoption of RS2013 -38, seconded by
Councilman Prather.
Councilman Scrivner then made a motion to amen d Resolution RS2013-38 by adding
language to the end of the fifth “WHEREAS” clause, as indicated thus, as follows:

WHEREAS, receiving said grant would benefit the City, and does not
obligate the City to enact any of the recommendations
of the EPA.
The motion to amend was seconded by Councilman Schulte, and approved
unanimously by voice vote.
Resolution RS2013-38 was then adopted, as amended, by the following roll-call vote:

PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS
Ms. Ashley Varner made a presentation regarding the issue of poverty in Cole County,
and presented statistics with a Power Point presentation. At the conclusion of her
presentation, Mayor Struemph thanked her for the presentation and her contribution to
the community.

NEW BUSINESS

Councilwoman Carroll asked if Code Enforcement staff could look into the issue of
garbage dumpsters being placed in the street on Ash Street by residents to prevent cars
from parking there.
Councilwoman Carroll announced that several Christmas holiday events will begin this
week in the City and encouraged citizens to attend and participate.
