REGULAR COUNCIL MEETING, DECEMBER 16, 2013
CALL TO ORDER
The Regular Council Meeting of December 16, 2013, was convened at 6:00 P.M. by
President Pro Tempore Bob Scrivner in the absence of Mayor Eric Struemph.
ROLL CALL
The following Council Members were present for the roll call:
Present: Branch, Bray, Graham, Hussey, Mihalevich, Prather, Schulte, and
Scrivner
Arrived Late: Carroll (arrived at 6:15 P.M.)
Absent: Henry
A quorum was declared present.
MISCELLANEOUS AGENDA ITEMS
a. RS2013-40 Celebrating Greek and American Democracy (Carroll)
A motion for adoption was made by Councilman Ken Hussey, seconded by Councilman
Carlos Graham, and approved unanimously by the following roll-call vote:
Aye: Branch, Bray, Graham, Hussey, Mihalevich, Prather, Schulte, and
Scrivner
Nay: None
Students associated with RS2013-40 came forward and introduced themselves and
each was presented a City Coin by President Pro Tempore Scrivner who congratulated
them upon their participation in this event.
b. Presentation of Kevin Meinhardt Award
Human Resources Director Gail Strope read the award and announced that Mrs. Cindy
Meinhardt was present with her to make the presentation to this year’s recipient, Lucia
Erikson-Kincheloe, Chairwoman of the Cultural Arts Commission. Ms. Erikson -

Kincheloe was present to accept the award and thanked the Council for their support
and also thanked Mrs. Meinhardt and Ms. Strope.
PUBLIC HEARINGS
There was no public hearing scheduled.
MINUTES AND REPORTS RECEIVED AND FILED
President Pro Tempore Scrivner announced that the following minutes and reports have
been received and are on file for review in the City Clerk’s office:
a. Animal Control Section Monthly Report for November, 2013
b. CAMPO Technical Committee, November 7, 2013
c. Code & Contact Issue Report for November, 2013
COUNCIL COMMITTEE REPORTS
Administration Committee – Councilwoman Carrie Carroll reported that the next
meeting will be held on Wednesday, January 8, at 8:00 A.M.
Finance Committee – Councilman Shawn Schulte announced that next meeting will be
held on Tuesday, December 24, at 7:30 A.M.
Public Safety Committee – Councilman Rick Prather reported that the date for the
next meeting will be held immediately following the Brown Bagel Work Session on
Thursday, January 2.
Public Works & Planning Committee – Councilman Bob Scrivner announced that the
next meeting will be held on Thursday, January 23, at 7:30 A.M.
Other Committee / Liaison Reports – Councilman Scrivner reported the process for
selecting a City Administrator is ongoing, and good progress is be ing made.

A motion was made by Councilwoman Carrie Carroll to approve all the appointments as
presented, seconded by Councilman Rick Prather, and approved unanimously.
PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS
a. Diane Gillespie from the Convention and Visitors Bureau made a presentation of
the CVB Budget. Following her presentation she answered questions asked by
the Council.
b. Allen Pollock, Executive Director of the Jefferson City Housing Authority made a
presentation of this year’s national Housing America Poster Contest for students,
and announced that two of the winners were from Jefferson City. He then asked
the recipients to come forward and accept the prizes and be congratulated by the
City for their outstanding work. The recipients were Donna Paige Crumbley and
Jaylan Franks.
c. Janice McMillan, Planning & Protective Services Department Director, made a
brief presentation of that department’s recent reorganization.
ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF
Drew Hilpert reminded citizens that the filing period for City elections will end tomorrow
(December 17) at 5:00 P.M.
PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS
Mr. Tim Stallman made a presentation regarding the issue of tax incentives

CONSENT AGENDA
The following items were presented to the Council for their approval by consent:
a. Minutes of City Council Meetings: December 3 and December 9, 2013
b. Approval of CVB Budget
c. Grant Acceptance for McKay Area Greenway
A motion was made by Councilman Ralph Bray for approval of the Consent Agenda as
presented, seconded by Councilman Rick Prather, and approved unanimously by voice
vote.

There were no bids over $50,000 presented for approval.

Councilman Scrivner requested suspension of the rules on this item so that it could be

Interim City Administrator Drew Hilpert reported on the Ehrhardt Group’s intention to

and he will share that with the Council as soon as he receives it.

APPROVAL OF CLOSED SESSION MINUTES
A motion was made by Councilman Rick Mihalevich to approve the minutes of the
December 9, 2013, Closed Session, seconded by Councilman Rick Prather, and
approved unanimously by the following roll-call vote:

Scrivner

GO INTO CLOSED SESSION
President Pro Tempore Scrivner stated that, pursuant to Sec. 610.021 of the Revised
