AUTHORIZING A PROFESSIONAL SERVICES CONTRACT WITH
EXCEL ENVIRONMENTAL RESOURCES, INC.
TECHNICAL ASSISTANCE
CHROMEPARK
WHEREAS, the Borough of Carteret is in need of professional environmental services
related to work scope authorization technical assistance regarding Chrome Park, between
Salem Avenue and Pershing Avenue; and
WHEREAS, Excel Environmental Resources, Inc. possesses the requisite knowledge,
training, experience and professional license to provide said services; and has submitted a
proposal to provide said services at a cost not to exceed a total amount of $7,460.00; and
WHEREAS, the Chief Financial Officer has certified that funds are or will be available
for said purpose. Account #:
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough
of Carteret as follows:
1. The proposal from Excel Environmental Resources, Inc. for
professional environmental services related to work scope
authorization technical assistance regarding Chrome Park between
Salem Avenue and Pershing Avenue at a cost not to exceed $7,460.00
at the rate set forth in Excel Environmental Resources, Inc.'s existing
.contract with the Borough is hereby approved.
2. Annexed hereto is a copy of said proposal.
3. This action is approved as an award of a professional services contract
pursuant to N.J.S.A. 40AA 1-5(1)(a) in accordance with the Borough's
Fair and Open Process as authorized by law.
4. A copy of this Resolution to be forwarded to the Borough's
Purchasing Department, the Borough's Director of Engineering and
Excel Environmental Resources, Inc.

Scope includes review of the Site Investigation work conducted by Excel and by US Metals and preparation of a
summary report as requested by NJDEP Green Acres, also includes review and comment on reports prepared by US
Metals documenting their remedintion Work at the Park.
This Proposnl has been prepared in accordance with the terms and conditions previously cslabiishcd between Excel
and the Borough of Contend and the labor rates specified in Ibe Cost Estintnte provided in Attachment A. 'fhls
Work Scope Authorization is valid for a period of 60 days, as authorization to proceed, please sign in the space
indicated and return a signed copy to our office via fax or email. Should additional lime beyond what is budgeted
herein be requested, Excel will issue n Suppiencalyd Work Scope Authorization for the Borough's review and
consideration.
