AUTHORIZING EUS SERVICES AGREEMENT
WHEREAS, the Borough of Carteret ("Borough") is in need of specialized municipal
grant research, writing and consulting set -vices; and
WHEREAS, the Millennium Strategies, LLC, 60 Columbia Road, Morristown, New
Jersey 07960 ("Millennium") has submitted a proposal to provide said services; and
WHEREAS, the Borough has determined that the proposal from Millennium is
advantageous to the Borough, considering all relevant factors including price; and
WHEREAS, Millennium has extensive expertise, knowledge and a proven reputation
and record in is this field; and
WHEREAS, the Local Public Contracts Law, N.J.S.A. 40A:11-5 (1)(a) (ii), authorizes
the awarding of a contract for such extraordinary, unspecifiable services while providing
the contract's availability for public inspection; and
WHEREAS, the governing body has deemed it advisable to enter into a contract with
Millennium to provide specialized municipal grant research, writingand consulting
services for the Borough for the determined contract term of one year in accordance with
the terms of its proposal. .
NOW THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough
of Carteret, County of Middlesex, and State of New Jersey as follows:
1. That the Mayor and appropriate Borough officials are hereby authorized to
execute and enter into A formal agreement with Millennium to provide the
specialized municipal grant research, writing and consulting services
provider for in a form' acceptable to the Borough's Law Director and
substantially in the form attached hereto, for a sum not to exceed $54,000,
2. That this dual contract is awarded as an extraordinary, unspecifiable
services in accordance with N.J.S.A. 40A:11-5 (1)(a)(ii) of the Local
Public Contracts Law as the provision of said services require special
expertise and extensive training in the area of said services and a proven
reputation in said field, which is critical and essential to this grant
consulting proposal.
3. That a notice of this award shall be advertised as may be required by law.

Re: Renewal Proposal for Grant Consulling Services
Dear Mayor Reiman,
Millennium Strategies, LLC is pleased to submit the following renewal proposal to the Borough of Carteret for the continued
provision of Grant Consulting Services. Millennium has had tine privilege of providing Grant Consulting Services on behalf
of the Borough since March 2022. During our tenure, we have been able to successfully secure $11,124,980600 in alternative
grant funding, on behalf of the Borough. A copy of our annual service report, highlighting grant funding secured as well as
all other services rendered on behalf of the during our current contract period, is included with our proposal as an attachment.
Millennium understands the Borough's needs and goals and looks forward to continuing to be of service.

Founded in 2005, Millennium is tine largest frill -service grants consulting firm in the region. We currently represent more
than 170 municipalities, counties, school districts and non-profit entities in New Jersey, New York, Pennsylvania, and Ohio.
A list of our current clients, along with the corresponding length of service on behalf of each, is included with our proposal
as an attachment. Since our inception, we have helped to secure over $2 billion in both governmental and non -governmental
grant holding on behalf of our clients.
What sets Millennium a part is our comprehensive and aggressive approach to grant research and grant writing. We help our
clients meet their complex challenges by securing funding for projects that fall within the following categories: arts,
community services, hunnan services, disaster recovery, economic development, environmental protection, historic
preservation, open space preservation, recreation, public safety, sustainability, tourism, and transportation infrastructure.
SERVICE TEAM
As Millennium's CEO and former Chief of Staff to Congressman Bill Pascrell, I have worked to establish Millennium's
accomplished team which includes a full-time research department, 29 grant writers, and the support staff necessary to meet
our clients grant finding needs. If Millennium is retained by the Borough, I will continue to serve as Partner -in -Charge
responsible for the Borough's account. In addition, Laura Wintroub will continue to serve as Director of Client Services and
Michael Weiss will continue to serve as Senior Grant Manager. Biographies of key personnel along with a list of client
references are included with our proposal as an attachment.
All assigned staff possess postsecondary degrees related to government consulting/grant writing and are in good standing
with the State of New Jersey and other grant agencies. Neither the firm nor any individuals assigned to this engagement are
disbarred, suspended, or otherwise prohibited from professional practice or from working with public entities by any federal,
state, or local agency. All staff and principals that will support the delivery of service on behalf of the Borough will be
stationed out of our corporate headquarters located at 60 Columbia Road, Building B, Suite 230, Morristown, NJ, 07960

Millennium Strategies proposes to continue to provide our fill suite of grant consulting services on behalf of the Borough of
Carteret. These services to be provided will include those outlined and described below.
Service 1: Create a Strategic Plan — Millennium will create a Strategic Plan for grant research and funding to be pursued in
keeping with the Borough's budget, capital plan and other identified objectives. This process will include coordination of
necessary meetings with administrators, department heads, supervisors, and key personnel to determine firture funding goals
and how best to achieve them.
Service 2: Research Available Opportunities /Frequent Notification —Millennium will research all available governmental
and non -governmental grant opportunities that support the Borough's priorities on all ongoing basis for the duration of the
contract period. Grant summaries and detailed application breakdowns will be provided to key personnel as the Borough
selects grant opportunities that are consistent with the Strategic Plan.
Service 3: Cotnplele Grant iFriling— Millennium will complete all grant applications, both presented by Millennium and
identified by the Borough in accordance with finding guidelines established by the granting entity, on a continuing basis for
the duration of the contract period. This includes all necessary follow-up with governmental and legislative agencies in
support of applications submitted on behalf of the Borough as well as advising of technical requirements associated with
grants.
Service 4: Monthly Reporting — Millennium will submit a monthly repot detailing all activities undertaken by the
Millennium team on behalfofthe Borough as well as a monthly invoice of services rendered. The monthly reportwill include
details pertaining to all grants recommended, grants awarded, grants submitted and pending approval, grant applications -in -
progress, as well as grants denied, providing the Borough with an ongoing assessment of our efforts on a regular basis.
Service 5: Meeting Attendance —Millennium will attend all requested meetings with 48 hours' notice
FEE PROPOSAL
Millennium will provide Scope of Services for a flat monthly retainer fee of $4,500.00, for an amount not to exceed
$54,000.00 per annunn. Our retainer fee includes all travel time and expenses as well as attendance at all designated neetings.
There are no hidden costs associated with our fee structure and our contract provides for a Mutual 30-day opt -out. Millennium
will enter into a contractual relationship with the Borough as an independent contractor for the duration of our contract.
DISCLOSURES
Millennium is a Limited Liability Company. Since our inception in 2005, Ed Farmer has served as Millennium's President,
CEO, and majority shareholder. Sue Seavone previously served as Millennium's Principal and minority shareholder from
2005 through 2022. During our 19 years of operation, the company has not undergone any changes to the business name.
Millennium is registered as a Small Business Enterprise and complies with all applicable EEO and Affirmative Action Laws,
as evidenced by the compliance documentation included with our proposal as all attachment. No judgments, claims or suits
have ever been filed against our company. In addition, Millennium is not now, nor has it ever been involved in ally bankruptcy
or reorganization proceedings. Millennium does not employ any relatives of the Borough nor are any of our employees
unionized. In addition, no principals or employees of Millennium are related to any employee or elected official of the
Borough. All proposed services will be performed directly by employees of Millennium. We will not hire subcontractors to
perform any of the proposed services outlined within this proposal.
