No. #24-98 Date of Adoptio Apri1 11, 2024 AUTHORIZING A PROFESSIONAL LAND SURVEYING AND ENGINEERING SERVICES CONTRACT WITH CME ASSOCIATES CARTERE'T AVENUE ROAD & STREETSCAPE IMPROVEMENTS — PHASE I WHEREAS, the Borough of Carteret is in need of professional Land Surveying and Engineering Services for NJDOT FY2024 Municipal Aid Program, Re: Carteret Avenue Road & Streetscape Improvements —Phase I; and WHEREAS, the Borough's Consulting Engineers, CME Associates, possess the requisite skill and expertise to provide said services; and WHEREAS, CME Associates has submitted a proposal to provide said engineering services at a total cost not to exceed $72,500.00; and WHEREAS, the Mayor and Council have reviewed said proposal; and WHEREAS, the Chief Financial Officer has certified that funds are or will be available for said purpose. Account # NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Carteret, County of Middlesex, State of New Jersey, as follows: 1. That the proposal from CME Associates for Professional Land Surveying and Engineering Services with regard to NJDOT FY2024 Municipal Aid Program, Re: Carteret Avenue Road & Streetscape Improvements — Phase I at a total cost not to exceed $72,500.00, billable in accordance with CME's existing contract with the Borough, is hereby approved. 2. That this action is approved as an award of a professional services contract pursuant to N,J.S.A. 40A:11-5(1)(a) in accordance with the Borough's Fair and Open Process as authorized by law. 3. A copy of this Resolution be forwarded to the Borough's Purchasing Department, Director of Engineering and CME Associates. As you are aware, the Borough is the recipient of a $678,350.00 NJDOT FY2024 Municipal Aid program grant to fund roadway, curbing, and streetscape improvements along Carteret Avenue. We anticipate that this work will occur following or concurrently with the NJDOT Safe Routes to Schools project along the entirety of Carteret Avenue, which will focus solely on curb ramp replacements. To accommodate available capital funding, we understand the Borough desires to phase the improvements over two years. Accordingly, Phase I will consist of the following work between Varga Drive and Pierce Street: • Replacement of curbing along all boulevard islands with Belgian block; • Replacement of curbing along north and south sides of street with Belgian block; • Catch basin reconstruction and installation of bicycle safe grate and Type'N-Eco' curbpieces; s Curb -to -curb hot mix asphalt milling and resurfacing; • Raised, stamped asphalt crosswalks at high -pedestrian volume intersections, including but not limited to Jackson Avenue and Fillmore Street; and, • Boulevard island beautification improvements including landscaping, hardscaping, and decorative lighting refitting (to be determined during design). The Engineer's Estimate for this work is approximately $1,600,000 and may vary depending on ultimate streetscape treatments selected by the Borough. Brothers, Inc., which includes dedicated and shared bicycle lane striping along the center islands. With this being said, we anticipate that the following tasks will be required A) Survey and Basemap Services Work in this phase will include field work to generate base mapping for use in the design of curb layout, driveways, paving, and boulevard island improvements. Previously conducted intersection surveys and locations for the Carteret Avenue Safe Routes to Schools project will be supplemented to include areas between each intersection from Varga Drive to Pierce Street. B) Design Phase Services Work in this phase will consist of the preparation of construction plans, quantities, specifications and contract documents.
