THE C1'TY OF LYNWOOD AUTHORTZI'NG A
CONTRACT BETWEEN THE CTTY OF LYNWOOD
AND MTCHAEL .]. WAGNER & ASSOC1'ATES TO
DRAFT A, NEW ZONI'NG ORDI'NANCE AND
DRAFT ENVI'RONMENTAL DOCUMENTATI'ON
(NEGATI'VE DECLARATTON/1'NI'TI'AL STUDY)
IN AN AMOUNT NOT TO EXCEED $37,000.00.
WHEREAS, the Lynwood City Council approved an update to the Lynwood
General Plan and associated Environmental Impact Report on September 9, 2004; and
WHEREAS, on February 17, 2004 the Lynwood City Council authorized staff to
advertise a Request for Proposal (RFP) for consulting firms to draft a new zoning
ordinance and environmental documents; and
WHEREAS, the City of Lynwood advertised the RFP to draft a new zoning code
and environmental documents in the Long Beach Press Telegram on March 4, 2004;
and
WHEREAS, the City of Lynwood advertised the RFP to draft a zoning code and
environmental documents in the Lynwood .]ournal on March 3, and March 10, 200~,; and
WHEREAS, the City of Lynwood advertised the RFP to draft a new zoning code
and environmental documents in the Lynwood Press March 4, and March 11, 2004; and
WHEREAS, Michael 3. Wagner IA Associates was the only consulting firm that
submitted an RFP by the March 23, 2004 deadline; and
WHEREAS, Michael 3. Wagner lA Associates has provided effective and efficient
services to the City of Lynwood for other projects to include but not be limited to the
General Plan Update, General Plan EIR, Housing Element Update, Environmental for
Plaza Mexico, Caitrans surplus properties; and
WHEREAS, Michael ]. Wagner lA Associates has the required experience and
resources to prepare the new zoning ordinance and environmental documents; and
WHEREAS, Michael .1. Wagner lA Associates has crucial background information
and overall knowledge of the City that would require additional time and money for
another consulting firm to obtain.
Section 1. The City Council of the City of Lynwood authorizes the
IVlayor to execute a contract between the City of Lynwood and Michael 3. Wagner lA
Associates and authorizes the City Manager to implement such contract.
Section 2. The City Council of the City of Lynwood authorizes funding
not to exceed $37,000.00 from the following account:
01-4661-4220 Professional & Contractual Services
adoption.
Section 3. This Resolution shall become effective immediately upon its

I, the undersigned, City Clerk for the City of Lynwood, do hereby certify that the
