Upon individual roll call, the following were noted present: ROLL CALL Mayor Daniel J. PUBLIC HEARING PUBLIC HEARING a) 2024 Annual SID I & II Budgets 2024 ANNUAL SID I & SID II BUDGETS Upon MMS&C, by Councilmembers Bellino and Naples and unanimous affirmative vote of the four (4) Councilmembers present the Public Hearing on the 2024 Annual SID I & II Budgets was open. Councilmember DiMascio abstained. APRIL 11, 2024 (continued) HEARING CLOSED There being no comments or objections Mayor Reiman declared the Public Hearing on the 2024 Annual SID I & II Budgets to be closed, upon MMS&C, by Councilmembers Diaz and Krum and unanimous affirmative vote of the four (4) Councihnembers present. Councilmember DiMascio abstained. APPROVAL OF Upon MMS&C, by Councilmembers Diaz and Bellino and unanimous MINUTES affirmative vote of the five (5) Councilmembers present, the minutes of March 21, 2024 were approved as transcribed and engrossed by the Clerk. *Clerk's Not ORDINANCE #24-4 was introduced and adopted on First Reading Ordinance was listed on Order of Business as #23-4, and the Clerk authorized and directed to advertise same for Public should have been #24-4 Hearing, upon MMS&C, by Councilmembers Diaz and Krum. ORDINANCE #24-4 ORDINANCE #24-4 CAP BANK ORDINANCE "ORDINANCE TO EXCEED THE MUNICIPAL BUDGET APPROPRIATION LIMITS AND TO ESTABLISH A CAP BANK (N.J.S.A. 40A: 4-45.14)" ORDINANCE #24-3 The Municipal Clerk stated that Ordinance #24-3 was introduced and FULLY FUNDED adopted on First Reading on March 21, 2024. It was duly published in ACQUISITION the Home News Tribune on April 2, 2024 with notice that it will be ORDINANCE considered for final passage after Public Hearing to be held on April 11, 2024, at approximately 6:00 p.m. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. (the "Redevelopment Law"); and WHEREAS, on December 13, 2023, the Planning Board reviewed a proposed redevelopment plan for the 21 — 25 Cooke Avenue Redevelopment Area, prepared by Beacon Planning and Consulting Services, LLC and dated December 2023 (die "21 — 25 Cooke Avenue Redevelopment Plan"); and WHEREAS, on December 13, 2023, the Planning Board found and concluded that the 21 — 25 Cooke Avenue Redevelopment Plan is not inconsistent with the Borough's Master Plan or the Master Plans of Woodbridge, Rahway or Linden, the Middlesex Comity Master Plan or the State Development and Redevelopment Plan, and, on December 13, 2023, it adopted a resolution memorializing such findings and recommending adoption of the 21 — 25 Cooke Avenue Redevelopment Plan; and WHEREAS, the Borough Council agrees with the findings of the Planning Board and finds that the 21 — 25 Cooke Avenue Redevelopment Plan will serve the best interests of the Borough and now desires to adopt same. NOW, THEREFORE, BE IT ORDAINED by the Mayor and Council of the Borough of Carteret as follows: 1. The aforementioned recitals are incorporated herein as though fully set fon1li at length. 2.
